A 2016-year passenger guarantee was given for Ankara YHT Station, which was completed in Ankara and started service in 14. In the agreement, in which the number of passengers exceeds 1 USD per journey and VAT guarantee, it is promised that 0,5 USD per passenger and VAT will be paid for the excess. Accordingly, a total of 5 million passengers were guaranteed in the last 22 years, while the number of realized passengers was 8 million 579 thousand 441. TCDD paid the fee of approximately 13 million 420 thousand dollars for 559 million 33 thousand 352 passengers from the number of guarantees.

Republican People's Party (CHP) İzmir Deputy Atila Sertel stated that TCDD, which loses billions of liras every year despite its monopoly in rail system freight and passenger transportation, pours money to certain contractors with contracts, and said, “TCDD is 2021 billion 4 million in 34, 4 quadrillion 34 with old money. trillion lost. This year, close to 4 billion losses are expected. Its loss in the last 9 years has exceeded 24 billion liras. The cause of the damage is poor management, unqualified staff and contractors awarded tenders. TCDD paid 5 million 33 thousand 352 dollars in the last 545 years due to the passenger guarantee given for the YHT station, which was built with the partnership of Kolin-Limak-Cengiz İnşaat in Ankara. This group, which built the Ankara YHT station, was promised to pay a total of 14 million passenger guarantees for 106 years on a dollar basis. “Whether this station is used or not, millions of dollars will continue to be paid for the remaining 9 years.”

'FROM THE PEOPLE'S POCKETS'

Stating that the guarantees given in the Build-Operate-Transfer model are paid out of the pockets of the people, Sertel said, “Whose pockets come from the millions of dollars and billions of liras paid to the subcontractors every year for vehicle and passenger guarantees? Mr. President, money comes out of the people's pockets, and it comes out in dollars. It is the citizens of the Republic of Turkey who pay the cost of Ankara YHT Station many times over its cost. Couldn't TCDD or the state have built this train station from their own budget?

Saying that there is a huge difference between the number of guaranteed passengers and the current earnings, İzmir Deputy Atilla Serter stated that the model of the project is not Build-Operate-Transfer, but "Build-İÇET-Transfer";

“Ankara YHT Station, which was built by the three main actors of the five group, is not a Build-Operate-Transfer project as in many other projects, but a 'Build-Drink-E-Transfer' project. Passenger guarantee was given for 14 years in total. While a total of 5 million passengers were guaranteed in the last 22 years, the number of realized passengers was 8 million 579 thousand 441. TCDD paid the fee of approximately 13 million 420 thousand dollars for 559 million 33 thousand 352 passengers from the number of guarantees. Considering the increase in the dollar, a payment of more than 221 million Turkish Liras was made with the dollar rate account over the years. The figures show that there is a huge difference between the number of passengers realized and the number of passengers targeted. Our people pay the difference from their own taxes, out of pocket.”
