High Speed Train Exit from Burdur City Council

Burdur City Council Reconstruction, Urbanism, Transportation and Traffic working group expressed their concerns on behalf of Burdur by stating that they examined the EIA report numbered 9, which was finalized on 2022 June 26396 and presented on the Burdur-Isparta-Antalya high-speed train project from Eskişehir. Ali Orhan Kutluer, head of Burdur City Council Reconstruction, Urbanism, Transportation and Traffic working group, said, “What interests us in the first place is that they have designed two separate lines between Gönen separation and Çeltikçi. One of these two lines passes through Burdur and the other passes through Isparta. The total of these two lines is 279 kilometers. Our offer is for the train to come from Gönen to Burdur and reach Çeltikçi from Isparta. 279 total lines of 2 kilometers are reduced to 185 kilometers. That's 94 kilometers shorter. The cost effect of this is 10%, that is, it provides an economy of around 1 billion TL.” said. Burdur City Council President Orhan Akın said, "This train will pass through Burdur despite some people."

Burdur City Council Reconstruction, Urbanism, Transportation and Traffic working group held a press release about the high-speed train project of the General Directorate of State Railways, with the Burdur-Isparta-Antalya route from Eskişehir.

“This train will pass through Burdur despite someone”

Burdur City Council President Orhan Akın said, “The project routes between the section from Eskişehir to the Gönen highway junction and Çeltikçi-Antalya in terms of Burdur have been excluded. In this context, two separate routes planned to be built between Gönen separation and Çeltikçi, which is very important for Burdur and Isparta provinces, will create negativities both in terms of the zoning structure of both provinces and in terms of their economy. In line with this project system, the train will pass either through Burdur or Isparta. In other words, the number of trips in both provinces will be halved. In addition, there will be no opportunity to travel by train between these two provinces. In terms of the country's interest; While the total length of the two separate lines to be built between Gönen and Çeltikçi is 279 kilometers, our suggestions are realized, if taken into consideration, the project length will be shortened by 94 kilometers in total, the train will pass through both Burdur and Isparta each time, and it will be possible to travel by train between Burdur and Isparta. Our only request and purpose as Burdur City Council; It is our duty to make this statement in order to ensure that our Burdur no longer comes out of its shell as a stepchild and regains its true value, so that our regrets and concerns about the name-logistics revenues only to be tied to Isparta after the completion of the project, which started as Burdur-Isparta airport before, are not experienced again. We wanted to do it on purpose. In the comments made after our social media post, 'will this pass? Will that happen?' They wrote things like that, but everything has to start somewhere. We need to have our voices heard somewhere. This train will pass through Burdur despite someone. Hopefully, our work will bear fruit in the future.” said.

“The length of the project is 748 kilometers and the approximate cost is announced as 9.5 million TL”

Ali Orhan Kutluer, Chairman of the Working Group on Reconstruction, Urbanism, Transportation and Traffic of the Burdur City Council, who gave information about the 'Eskişehir-Afyonkarahisar (including Zafer airport connection) Burdur-Antalya railway project', said, "Since the day we established this working group last week, we have reported the EIA report on high-speed trains. We started to investigate. To give general information about the project, it is understood that the Eskişehir-Antalya railway, which is the subject of the project, is included in the 2023 and 2035 target networks of the General Directorate of TCDD and planned in line with these targets and started the EIA process in 2017. Eskişehir-Afyonkarahisar (including Zafer airport connection) Burdur-Antalya railway project project sections; Eskişehir-Afyonkarahisar section, Afyonkarahisar-Burdur section, Burdur-Antalya section. Burdur Antalya section was evaluated as 2 lines. The first of these is called the Isparta-Bucak-Antalya line, and the second is called the Isparta-Bucak-Antalya line. The effect of this project on the road traffic load as of 2022; The estimated annual total high-speed train passengers are 24 million 825 thousand people, the daily amount of passengers is 68 thousand people, and the effect of the high-speed train on the current automobile traffic is predicted to be 1500 vehicles per day, assuming that all passengers use automobiles. It has been stated that with the Eskişehir-Antalya railway Zafer Airport connection, it is aimed to ensure the integration of airline and railway transportation. Within the scope of this project; There are 104 overpasses, 349 underpasses, 69 tunnels, 36 bridges, 18 viaducts and 11 stations. Eskişehir-Afyon (including Zafer airport connection) – Burdur-Antalya railway project In accordance with the EIA regulation dated 25.11.2014 and numbered 29186, meetings were held with the participation of the people of six provinces, and the subject, date, place and time of the meeting were announced in local and national newspapers. notifications are included in the report. It is understood that the meeting in Burdur was held on 25.07.2019 at 14.30 in the meeting room of the Provincial Directorate of Environment and Urbanization of Burdur. From the local people who attended the meeting in Burdur province; Satellite images of the location of the railway route relative to the settlements, whether there will be a change in the route after this stage, the width of the expropriation, how the road and agricultural crossings will be provided, when the project will be implemented, and the meeting has been completed by giving the necessary answers by the contractor company is included in the report. The length of the project is 748 kilometers and its approximate cost is announced as 9.5 million TL. With a platform width of 14,50 meters, double track, the speed of the train is 200 km per hour. Following the completion of the EIA process and implementation projects of the railway project in question, the construction period is planned to be 5 years.

“If our proposal comes true; The project length will be shortened by approximately 94 kilometers in total, and the train will pass both Burdur and Isparta each time.”

Talking about the evaluations of the working group as a result of the examinations, Kutluer said, “The EIA report will take the opinions of all the sectors, institutions and organizations that will be affected by this project in a period of 5 years, and make detailed examinations of the field and laboratory studies. consists of pages. In terms of Burdur province, the project routes between Eskişehir and Gönen highway and between Çeltikçi and Antalya were excluded from the examination by our team. The two separate routes planned to be built between Gönen separation and Çeltikçi, which is very important for the provinces of Burdur and Isparta, will create negativities in terms of both the zoning structure of the two provinces and the economy. With this project system, the train will pass either through Burdur or Isparta. In other words, the number of trips in both provinces will be halved. In addition, it is not possible to travel by train between these two provinces. In terms of the benefit of the country, if our proposal is realized when the total length of the two separate lines to be built between Gönen and Çeltikçi is 683 kilometers; The project length will be shortened by approximately 767 kilometers in total, the train will pass through both Burdur and Isparta each time, and it will be possible to travel between Burdur and Isparta by train. The Burdur route of this project follows the existing line to the existing station, after exiting the station, it will turn south, enter the tunnel in front of the military casino, exit in front of the university, continue parallel to the existing highway, and re-enter the tunnel when it approaches the Çeltikçi variant. In addition to the 1450 items mentioned above, the negative aspects of this route are, on the main roads that provide intercity transportation, due to the importance of the time factor, crossings are provided with both ground intersections and floor intersections with signalization. Bulky structures such as multi-storey intersections cause the city to be divided into two, affect the city's zoning structure and infrastructure facilities, and cause grievances through expropriations. The loss of agricultural land and expropriation costs that will occur due to expropriation in agricultural areas in kilometers from the front of the university to the Çeltikçi tunnel entrance will also reflect negatively on the project cost. The costs of long tunnels both at the city exit and at the Çeltikçi crossing will also negatively affect the project price. We would like to present the solution proposal that we believe will eliminate all these negativities to the attention of the entire public.” he said.

“For us, the train will stop at both Burdur and Isparta”

Ali Orhan KUTLUER, Head of the Working Group on Reconstruction, Urbanism, Transportation and Traffic at Burdur City Council, said the following as a solution proposal;

“Burdur station should be established in the north of the organized industrial bazaar by applying the line considered in the report from the Gonen junction to the direction of Burdur. Turning southeast from here, Isparta station should be built at the point where it meets the line in the project from the south of Isparta province from the current Isparta highway direction from the Askeriye location. From here, the route in the project can be followed. Thus, the problems can be solved more economically without disturbing the zoning texture of our Burdur and Isparta provinces. Since the day we established this working group last week, we started to examine the EIA report on the high-speed train. Although there are problems on the other route, what interests us in the first place is that they have designed two separate lines between the Gönen junction and Çeltikçi. One of these two lines passes through Burdur and the other passes through Isparta. The total of these two lines is 279 kilometers. Currently, the route on which the EIA report will be applied converges on two separate routes between Çeltikçi and Gönen. In other words, the train that will leave Eskişehir and come via Afyon will either pass through Burdur or pass through Isparta. They may say, the next time is from Isparta in the morning, from Burdur in the afternoon. But there is a situation like this; 748 kilometers total road in the project. There is a total project estimate of 9.5 billion TL for today. Therefore, of course, this will exceed 9.5 billion TL. That's why they'll say, let's do one, we'll do the other later. We do not think that Burdur will take the priority of this. With factors such as population and university capacity, they say, 'Let's make Isparta first, then let's make the Burdur route'. This goes to much later stages when it is up to tender. This 279 kilometers can decrease to 185 kilometers. How it falls; It comes to Burdur from the Gonen junction. From here we go to the south of Isparta and pass to Çeltikçi from here. We get off on a single line. The train will pass from Burdur and Isparta, and there will be a chance to travel by train between Burdur and Isparta. There is no such chance in the project to be done. If you want to go by train, you will go to Isparta, Antalya, and from there you will return to Isparta again, it will not happen. So we did such a study. Two separate routes have been designed as Burdur and Isparta. Our offer is that the train from Gönen comes to Burdur and reaches Çeltikçi from Isparta. 279 total lines of 2 kilometers are reduced to 185 kilometers. That's 94 kilometers shorter. The cost effect of this is 10%, providing an economy of around 1 billion TL. It will stop by both Burdur and Isparta and it will be possible to travel between these two cities by train.”

“It is always expensive to say we did it”

Burdur City Council Secretary General and Deputy Mayor Ali Say said, “The most important thing here is our proposal to shorten this line by 94 kilometers. Our proposal also has a serious infrastructure, it is a seriously studied project. It is very important that this is taken into account by the authorities. There is no tender yet, there is no finalized project submitted to the public yet. These recommendations are very important. We strongly recommend that the relevant Ministry officials take this into consideration. Saying we did it is always expensive. We see that in the works done, it is necessary to think twice, think 10 times. It is important both in terms of our national income and in terms of making the projects suitable for use and keeping the national wealth alive. We would like to thank our working group chairman and members again for this study. used the phrases.
