The scope of the additional indicator regulation of historical nature, which was prepared by the Ministry of Labor and Social Security, enabling the re-determination of additional indicators of more than 5,3 million working and retired civil servants, was expanded in line with the expectations of the public.

With the amendments made in the additional indicator reform package submitted to the Turkish Grand National Assembly for evaluation by the Ministry, many professions and titles working in the public sector have been enabled to benefit from 3600 additional indicators. Thus, the supplementary indicator system, which has not been comprehensively addressed since 1994, was revised with a holistic perspective in order to adapt to current conditions.

Your officers; With the arrangements made in the supplementary indicator system, which is determined on the basis of staff title/degree, service class, importance of the task, level of responsibility, hierarchical position and education level, some disruptions in the public hierarchy have been resolved and improvements have been made in both the retirement bonuses and pensions of civil servants.

In this context, on the condition that it has reached the first degree;

  • all teachers,
  • Police officers who graduated from higher education for 2 years or more,
  • The additional indicators of all health workers and religious officials who graduated from higher education for 2 years or more, without any field limitations, were increased to 3.600.

Scope of the Study Expanded to Benefit All Occupational Groups

In addition, all occupational groups with 3000 additional indicators such as lawyers, provincial directors, guards and expert gendarmes, and expert sergeants were also enabled to benefit from 3600 additional indicator regulations. In addition to the four occupational groups, the additional indicators of career experts and auditors such as deputy provincial directors, district managers, branch managers, income specialists and financial services specialists were increased from 2.200 to 3.600 additional indicators, taking into account the expectations of social partners.

Within the scope of the regulation, as of July 2022, a first-degree civil servant whose additional indicator has increased from 3000 to 3600 and has 30 years of service; There will be an increase of 1.728 TL in the pension and 62.299 TL in the retirement bonus. For example; As of July, the pension of those who work in titles such as 3000 first-degree teachers, health workers, religious officials, lawyers and mathematicians will increase from 7.878 TL to 9.605 TL, and their retirement bonus will increase from 284.073 TL to 346.371 TL. The police will also benefit from this increase, and together with their additional payments, their pensions will increase from 7.978 TL to 9.705 TL, and their retirement bonuses will increase from 284.073 TL to 346.371 TL. On the other hand, civil servants such as health workers, religious officials, supervisors and branch managers whose supplementary indicator has been increased from 2200 to 3600 will receive an additional payment of 1.946 TL in their pensions and 70.210 TL in their bonuses. In this context, the pensions of these people will increase from 7.659 TL to 9.605 TL, and their retirement bonuses will increase from 276.161 TL to 346.371 TL.

The amounts have been calculated assuming that a 2022 percent increase will be applied in July 40, and will increase in proportion to the salary hikes of civil servants in January 2023, when the additional indicator regulation comes into effect. On the other hand, taking into account the hierarchy between titles in the public sector, the additional indicators of the assistant general manager and executives working in similar positions were re-determined as 3.600 from 4.400. In addition to all these, under the guidance of the sense of justice, an additional 600 points were given to all our civil servants, including those working in the auxiliary services class without additional indicators, and improvements were made in the additional indicators of all retired and working public servants.

Civil Administrative Supervisors and Mayors Not Forgotten

In the additional indicator study, which was sent to the parliament, a regulation regarding the improvement of the duty salaries of the governors and district governors working in the civil administration services class was also included, taking into account the hierarchical balances in the current system. In addition to the study, an arrangement was made to eliminate the differentiation between the pensions of our mayors due to office compensation. In this context, the pensions of the mayors who started their duties after 2008 or who started their duty before 2008 but could not benefit from the compensation of the office because they could not meet the current conditions, will be paid by adding the said compensations. In this way, the pension of a mayor who started his duty after 2008, who could not benefit from office compensation, will increase by 8.228 TL as of July, 7.199 TL in the provincial mayor's pension, 4.113 TL in the district mayor's pension, and 3.086 TL in the pensions of other mayors.

The Lowest Pensions Will Increase to 3500 TL

There is also a very important regulation that concerns all retirees in the study carried out by the Ministry. With the regulation, the lowest pension, which is currently 2.500 TL, increases to 3.500 TL. In this context, as of July 2022, the first six-month hike will be applied to the salaries of all retirees.
