Within the scope of the Armored Personnel Carrier (PARS III) and Integrated Logistics Support supply contract signed on September 20, 2015 between FNSS and the Ministry of Defense of the Sultanate of Oman Government, for which FNSS accepted the Industry Participation and Offset obligations; On July 3, 2022, "Oman Factory Level Maintenance and Repair Center Contract" was signed between the Ministry of Finance of the Sultanate of Oman Government and FNSS.
In 2020, FNSS delivered 13 PARS III 172×6 and 6×8 units in 8 different configurations to the Royal Oman Army, and brought the Integrated Logistics Support capabilities necessary for the correct maintenance of the vehicles throughout their lifecycle, to the end user within the scope of the current project. In order to take these capabilities to the next level, it has been mutually agreed to provide a 'Factory Level Maintenance and Repair Center' to the Royal Oman Army, within the scope of the Industry Participation and Offset obligations of the current project.
Within the scope of the project in question, FNSS will design and construct the center, and will provide all necessary machinery and equipment and commissioning it within the facility. It will also be responsible for the establishment of the infrastructure that allows the facility to be expanded within the framework of additional needs.
The Oman Royal Army personnel will be trained for the operation of the center, which will be located in Oman, for the operation of the center, and technical and managerial knowledge will be transferred to the Oman Army for the maintenance and repair of vehicles, as well as the provision of on-site inspection and consultancy services. In this context, FNSS will provide PARS III Factory Level Maintenance and Repair Technical Documents, prepare PARS III Factory Level Maintenance and Repair Interactive Electronics Technical Manuals (IETM) and perform usage trainings. In addition, within the scope of the project, it is aimed to develop the capabilities of local Oman companies for the production of spare parts for the defense industry to be determined.
With the "Oman Factory Level Maintenance and Repair Center", which will be implemented by FNSS with the technology transfer and know-how it has provided to its users around the world over 30 years, the Royal Army of Oman will gain a full-fledged center with the option to expand, which can be used for future modernization needs. It will be ensured that the delivered PARS III vehicles can be used more effectively and as a deterrent on the battlefield throughout their life cycle. With this project, FNSS will also contribute to supporting and developing the national industry of Oman, strengthening small and medium enterprises in Oman, and creating training and employment opportunities.
