CHP Deputy Chairman Ahmet Akın presented the report he prepared with the title 'Green Transformation in Energy' to CHP Chairman Kemal Kılıçdaroğlu. Akın from CHP; He pointed out that new rules regarding climate change and new energy transformation and the establishment of new institutions should be established by taking into account the international approaches of Turkey.

“The most important topic in transformation is energy transformation: With the Covid-19 pandemic, more concrete action plans have started to be implemented against climate change all over the world, especially in Europe. With the European Green Consensus, it is aimed to transform into a modern, resource efficient and competitive sustainable economy by briefly preventing climate change and environmental degradation. In this context, energy transformation; constitutes one of the most important topics of green economy transformation.

A green transformation will be achieved in the financial system: The carbon emission of the Turkish energy sector and industry is intense and is dependent on external energy resources. According to the legal regulations in Europe, as of 2023 cement, iron-steel; As of 2026, a carbon tax application at the border will be implemented for every product sold to EU member countries. More than 40 percent of Turkey's exports are made with EU member countries. The green and climate change-oriented transformation in the economy is also happening in the world of finance. States, institutional investors, multinational development banks and central banks are starting to restructure their policies and credit themes with a green focus. In this context, necessary studies will be carried out to ensure green transformation in Turkey's financial system.

A green new order initiative is needed: According to the "Green Future Index" data published by the Massachusetts Institute of Technology (MIT) for the first time in 2021, while Turkey was in the 76th place in terms of green, climate-oriented policies implemented by 68 countries, it fell to the 2022th place in 69. Therefore, there is a need for qualified policies and new committees on green transformation and climate change in Turkey. The opportunities opened up by the "green new order" paradigm at the international level, especially the European Green Consensus, provide a suitable ground for Turkey to make a rapid and comprehensive leap. There is a need for an opening in the context of green new order and green transformation in Turkey.

New rules and boards will be established: Focusing on the green transformation axis, developing coherent industry, energy, trade and financing strategies will also make it possible to benefit from new financing opportunities in the world. Distinguished from the world in terms of green transformation and financing of green transformation, Turkey needs to be together with international trends rapidly. In this context, the creation of new boards and new institutions is of great importance for green transformation.

Economy plans will be suitable for transformation: All economic and development policies should be structured in the axis of climate change, green transformation and sustainable development. All plans to be prepared by the Strategic Planning Organization to be established within this scope will be made in line with climate change and green transformation. Green transformation will be achieved in the financial sector. The policies and business practices of the Central Bank, Banking Regulation and Supervision Agency, Capital Markets Institutions, Borsa Istanbul and other support institutions will be aligned with climate change and green transformation.

The role of the public in energy will be restructured: Within the scope of climate change and green transformation, the role of the public in energy policies needs to be restructured. Studies are needed to manage Turkey's energy policies with short-medium and long-term planning. Our country is experiencing the negative results of instant energy policy implementations in every part of our country.

A solar and wind technology office will be established: In order for the technological advances in solar and wind energy to continue increasingly in Turkey, close cooperation with industry stakeholders is required. Turkey will become a country that provides all machinery and equipment for solar and wind energy by itself and exports technology and machinery in this field. In this direction; Turkey Sun and Wind Technology Office will be established, which will act in cooperation with institutions such as the private sector, public institutions, universities, vocational schools, TÜBİTAK.”
