Some innovations were made in the Environmental Impact Assessment (EIA) Regulation within the scope of the “Green Development Goals”, which are of great importance for Turkey, by the Ministry of Environment, Urbanization and Climate Change, and the new regulation was published in the Official Gazette. Accordingly, many plans such as Zero Waste Plan, Greenhouse Gas Reduction Plan, Impacts on Climate Change, Environmental Monitoring Plan, Environmental and Social Management Plan have been made mandatory to be included in the EIA reports under the "Sustainability Plan". With the regulation, it was stated that it would be obvious to ensure sustainable development in Turkey.

The Ministry of Environment, Urbanization and Climate Change has made some updates to the Environmental Impact Assessment (EIA) Regulation, which was first published in Turkey on February 7, 1993 and has been revised over time. The regulation, which was renewed within the framework of the Green Development Goals, entered into force after being published in the Official Gazette.

In the statement made by the Ministry, it was stated that the necessity of revising the EIA Regulation has emerged due to reasons such as diversification of investments in Turkey, combating climate change and zero waste studies, following scientific and technical developments, judicial decisions encountered over time, and changes in other legislation. .

In this context, all EIA regulations and regulations that have come into force so far have been established, where the "EIA Regulation Development Project" was carried out in cooperation with the Ministry of Environment, Urbanization and Climate Change and Hacettepe University, working groups including academicians, institutions and non-governmental organizations were formed. It was reminded that the 'EIA Regulation Evaluation Report' was prepared by taking into account the revisions, permit-license and inspection regulations, practices in EU countries and other countries, and judicial decisions. In project scope; It was noted that in addition to seminars, workshops, study meetings and face-to-face meetings with different stakeholders, field studies were also carried out.

In the statement, it was shared that as a result of the studies carried out, with a new understanding and a participatory approach, arrangements were made in the administrative parts of the EIA Regulation and its annex lists, and a new EIA Regulation was prepared within this framework.

The EIA Regulation has a special importance within the scope of Turkey's green development goals.

EIA Regulation; Emphasizing that Turkey has a special importance within the scope of green development goals, the Ministry statement stated that in the EIA process carried out with a participatory and transparent approach; It will be obvious that sustainable development will be achieved by ensuring coordination among the relevant public institutions, evaluating the possible environmental and social problems that may arise during the actual implementation of the projects, and putting forth the measures, and including the local people and valuable ecosystem components that are likely to be affected by the planned activities. attention was drawn.

It was stated that it is hoped that the EIA Regulation, prepared with this awareness, will contribute to the development with a protective approach and all environmental and social values ​​and will be a guide for Turkey, which continues to grow.

The following items were included in the new regulation:

  • Revisions have been made in the existing definitions, and new definitions based on the application have been added.
  • Arrangements have been made to enable the public to be informed, and the number of communication channels in participation has been increased with the Stakeholder Engagement Plan put into effect.
  • Arrangements have been made for more effective implementation of administrative parts.
  • Considering the effects of the activities/projects on the environment, arrangements were made in the Annex-1 and Annex-2 Lists, and the EIA
  • The number of activities for which the report must be prepared has been increased, and some sectors have even been included in the Annex-1 List, regardless of the threshold value.
  • For a more comprehensive and detailed examination of the environmental impacts of the activities/projects included in the Annex-2 List, Annex-1
  • As in the activities/projects included in the List, it has become mandatory to carry out cumulative impact assessment, prepare an environmental and social action plan, and prepare a sustainability and environmental monitoring plan.
  • Zero Waste Plan, Greenhouse Gas Reduction Plan, Impacts on Climate Change, Environmental Monitoring Plan, Environmental and Social Management Plan etc. it has become mandatory for many plans to be included in the EIA Reports under the “Sustainability Plan”.
