SözcüAccording to Özlem Güvemli's report; Ministry of Transport and Infrastructure, last March Halkalı-Invited candidates with sufficient experience for supervision, consultancy and engineering services for the construction of the Canal Istanbul Crossing Railway Line between Ispartakule and the supply and construction of electromechanical systems to submit a pre-qualification application.
Those whose qualifications were determined as a result of the pre-qualification evaluation would be ordered according to the criteria specified in the specification and invited to bid. The tender would be held "between certain bidders" with the participation of the bidders to be invited. The pre-qualification assessment was to be made on 19 April 2022 at the Ministry of Transport and Infrastructure, General Directorate of Infrastructure Investments.
CANCELED TO IMPROVE COMPETITIVENESS
It was announced that the tender, which had been in the "evaluation" phase for a while, was canceled as of 19 July. The institution that organized the tender explained the reason for the cancellation as "increasing the competitiveness by rearranging the technical and administrative specifications in the tender".
7 MILLION TL CONDITION
Within the scope of the work subject to the tender Halkalı- All supervision and consultancy services related to the infrastructure, superstructure, electrification, signaling and telecommunication systems installation works of the Canal Istanbul Crossing Railway Line between Ispartakule will be done. The duration of the work was determined as 50 months from the start date.
Among the conditions to participate in the pre-qualification evaluation; There was a bank reference letter showing unused cash or non-cash loans not less than 7 million TL or deposits without restrictions. In construction consultancy services, a document showing the work experience related to the work subject to the tender or similar works in the last 15 years, not less than 32 million TL, was also requested.
CONSTRUCTION TENDER WAS CANCELED
The Ministry held an "urgent" tender in June 2021 for the construction of the railway line, where it will receive consultancy services, with a bargaining method. The tender was won by Gülermak-Yapı and Yapı-Taşyapı business partnership, the owner of the bid of 3 billion 111 million 362 thousand TL. However, the tender was canceled by the 13th Chamber of the Council of State as unlawful. It was stated that the necessary clarity and competition were not provided in the tender, and that it did not meet the "urgency" requirement.
