People become economic entrepreneurs

Stating that they aim to spread the model to be implemented for the first time in Turkey to all earthquake victims, the President Tunç Soyerdescribed the Halk Konut project as “making the people an economic entrepreneur by making them an organized power”. Emphasizing that they accelerated their urban transformation works by including the construction cooperatives established by the Metropolitan subsidiary İZBETON and business people in the process, Mayor Soyer said, “We have now implemented the cooperative model for earthquake victims. Just like in our urban transformation works, the rent obtained there will be shared among the flat owners who are members of the cooperative in that building.” Stating that the approach of the companies in the housing sector and the problems in the field are decisive in the involvement of the Izmir Metropolitan Municipality in the process, Mayor Soyer continued his words as follows: is struggling. “There is no example in Turkey”

A total of 40 flats will be built on the area where the destroyed Dilber Apartment is located. Cooperative members consist of 32 floor owners. The construction of 20 flats will be completed with the profit to be obtained from the sale of 8 flats, which will be formed with a 40 percent increase in precedent, which was accepted and put into practice by the Izmir Metropolitan Municipality Council. Metropolitan Municipality companies will provide the necessary support in contracting services to the cooperative with a symbolic profit rate of 1 percent.

How will the safe building program work?

The system, which will be implemented for the first time in Turkey under the leadership of Izmir Metropolitan Municipality, will operate as follows:

  • If a request is made for the transformation of their buildings, criteria such as the current market value of the land, average flat size, damage degree of the building, housing ownership and cooperativeness of the owners will be evaluated and priority will be given to the segments that need it the most.
  • Owners of buildings damaged or destroyed in the earthquake will be demolished or risky. In accordance with the relevant legislation, a temporary construction contracting certificate will be obtained.
  • The earthquake victims who are members of the building cooperative will come to an agreement among themselves and determine the floors, facades and sizes of the apartments they will own in the preliminary projects prepared for their new buildings.
  • Technical support to be provided by the cooperative under the contract to be signed with the Joint Venture; It will include the coordination of the project and license processes for the construction of the building, the creation of technical, administrative and financial conditions for the contracts to be made with subcontractors and suppliers, the coordination of the construction processes and quality audits.
  • The members of the cooperative will cover the project and reinforced concrete carrier system amount calculated over the approximate costs of the official structure in the first place, in proportion to their shares, and this part will be built with their own finances.
  • After this stage of the construction, the flats that will be formed with the increase in precedent will be sold to third parties or purchased by the Joint Venture at the price to be determined by the cooperative in line with the relevant legislation.
  • According to the new budget to be calculated in line with the increasing costs, additional financing will be provided by all participants in line with their shares, if needed, and the building will be completed.
  • After the completion of the buildings, the difference between the land and construction costs of the apartments sold by the Joint Venture and the sales prices will be returned to the cooperative after deducting the relevant official expenses.

Transparent cost monitoring will be carried out with the participatory budget.

The construction work will be carried out primarily by subcontractors and suppliers. After the evaluation of technical competencies by the Joint Venture; The commission formed by a representative to be appointed by each member of the Joint Venture and two representatives to be determined by the cooperative will decide unanimously on the financial determination of subcontractors and suppliers. Thus, a participatory budget and transparent cost monitoring will be possible.

Features of new buildings

Building health monitoring system, green roof and solar energy systems will be implemented for new buildings and lighting will be provided for the common areas of the buildings. In addition to the system in which the rainwater harvesting system will be built, facade designs that will reflect the texture of Mediterranean cities will be applied for the facades of the buildings. In order to minimize the effects of the climate crisis in the buildings to be built, A class energy identity certificate is aimed.
