CHP Deputy Chairman Ahmet Akın, in his written statement, stated that the 2022 budget went bankrupt within 6 months due to the wrong policies implemented by the government. CHP Akın said that in the additional budget submitted to the Parliament, the government did not make a single penny, and billions of liras were allocated for the guarantees for the build-operate-transfer projects.

6,15 billion lira additional payment to guarantees

“In the additional budget of 2022 submitted by the Palace government to the Grand National Assembly of Turkey, an additional appropriation of billions of liras has been allocated for traffic guarantee and contribution payments, for which billions of liras have already been allocated. The traffic guarantee and contribution allowance in the budget of the General Directorate of Highways and the Ministry of Transport and Infrastructure was increased by a total of 6 billion 150 million TL. In other words, an additional payment of 2022 billion TL will be made to guarantee payments throughout 6,15.

In the budget of the General Directorate of Highways (KGM), an appropriation of 6 billion 2022 million TL was allocated in the 20 budget for 378 different bridges and highways built with the BOT model. According to the additional budget presented by the government, an additional budget of 5 billion 600 million lira will be given to the guarantee appropriation of the General Directorate of Highways. Accordingly, with an increase of approximately 28 percent, the budget allocated for guarantees of the General Directorate of Highways will increase to 25 billion 978 million liras.

The Eurasia Tunnel contribution payment allowance, which was covered by the Ministry of Transport and Infrastructure budget, was also increased with the additional budget. In the 2022 budget of the Ministry of Transport and Infrastructure, a guarantee appropriation of 540 million lira was allocated for the Eurasia Tunnel. According to the additional budget submitted by the government to the Grand National Assembly of Turkey, an additional appropriation of 550 million TL was allocated for the Eurasia Tunnel contribution payment. Accordingly, the guarantee allowance of the Eurasia Tunnel increased by 102 percent to 1 billion 90 million liras.

The total amount of the additional appropriation included in the supplementary budget for the guarantee payments, which the government argues that not a single penny comes out of the state's coffers, can be met for one year's salary of 10 thousands of minimum wage earners. Accordingly, an additional appropriation of 6,15 billion liras allocated for guarantees; It is equivalent to one year's salary of 120 minimum wage earners."

'Warrants should be converted to TL immediately'

CHP Deputy Chairman Ahmet Akın stated that the guarantee amount to be paid for bridges and highways that no one crosses in 2022 will increase from 20 billion 918 million liras to 27 billion 68 million liras with the additional budget. Akın from CHP stated the following:

“Due to the wrong policies of the government, exorbitant guarantees for highways, tunnels and bridges are increasing day by day. An additional appropriation of 2022 billion lira will be given with an additional budget to the guarantee appropriation, which has been determined as approximately 21 billion liras for the entire year 6,15. Thus, the guarantee amount given only to highways, tunnels and bridges increased to 27 billion liras. Guarantee payments, which turned into a black hole in the public budget, should be immediately converted into Turkish Lira.”
