The Ministry of Labor and Social Security has carried out a revolutionary work for public officials with the 3600 Additional Indicator regulation to be implemented.
The scope of the study, which was prepared by the Ministry of Labor and Social Security with the aim of eliminating the problems in the system and reinforcing the sense of justice, was expanded so that 5,3 million public personnel could benefit from the additional indicator regulation.
Additional indicator system of civil servants; cadre title/degree, service class, importance of the task, level of responsibility, hierarchical position and educational status are determined. The additional indicator will substantially affect the retirement bonus and pensions of civil servants who started working before 2008, and the retirement bonuses of those who took office after 2008.
An Additional 600 Points Will Be Given To All Officers
Provided that it has reached the first degree with the additional indicator regulation that exceeds the demands and expectations; Additional indicators of all teachers, police officers with 2 years or more higher education degrees, health workers and religious officials who graduated from 4 years of higher education will be increased to 3600. In addition to these occupational groups, the additional indicators of all public officials with 3000 additional indicators such as lawyers, provincial directors, district muftis, guards, specialist sergeants / gendarmerie, mathematicians, statisticians, and managers in the high judiciary will be increased to 3600. In addition, an additional 600 points will be given to all civil servants by making use of the additional indicator in the auxiliary services class that did not benefit from the additional indicator before.
In order to ensure that the functional hierarchy in the public sector is not disturbed, the additional indicators of deputy general managers are from 3600 to 4400; Additional indicators of managers such as deputy provincial director, branch manager and district manager will be increased from 2200 to 3000. Thus, a new era will begin in the supplementary indicator system, with hierarchy and justice in the public bureaucracy, and the pensions and bonuses of public officials will increase substantially.
40-50 Thousand TL Increase in Retirement Bonuses
Within the scope of the regulation, an officer with an additional indicator of 3600 and 30 years of service; there will be an increase between 1234 TL and 1391 TL in the pension, and an increase between 44.500 TL and 50.150 TL in the retirement bonus. The pensions of 3000 first-degree teachers, health workers and religious officials will increase from 5627 TL to 6861 TL, and their retirement bonus will increase from 202.909 TL to 247.408 TL. Thus, a 22 percent increase will be achieved in the pensions and bonuses of the said public servants. The police will also benefit from the 22 percent increase, and their pensions will increase from 5727 TL to 6961 TL, and their retirement bonuses will increase from 202.909 TL to 247.408 TL. Nurses and religious officials, who graduated from 2200-year higher education with an additional indicator of 4, will receive an additional payment of 25 TL in their pensions and 1391 TL in their bonuses, with an increase of 50.150 percent.
Increases Will Also Reflect on Salaries of Currently Retired Civil Servants
In order to make them feel that the social state is on their side, the said increases in pensions will also be reflected in the pensions of currently retired civil servants, depending on the additional indicator increases. The pension and retirement bonus amounts that will increase depending on the additional indicator increase have been calculated according to the coefficients in force, and will be carried forward in the rate of civil servant salary increases in July 2022 and January 2023.
Since 1994, limited regulations have been made for the additional indicator increase of occupational groups. It was promised that the additional indicators of the civil servants with an additional indicator of 3000, who work in four occupational groups, namely teachers, police, health workers and religious officials, will be increased to 3600. However, the scope has been expanded to include all civil servants.
