The requests for the extension of the music broadcast time, which was determined to end at 24:00 during the pandemic process, due to the approaching summer season and the accompanying tourism activity, were evaluated together by the Ministry of Interior, the Ministry of Health, the Ministry of Environment, Urbanization and Climate Change and the Ministry of Culture and Tourism. The time has been extended until 01:00 at night.
With the circular sent by the Ministry of Interior, the procedures and principles regarding the music broadcasting were reported to the Governorships.
In the Ministry Circular, the standards of noise and vibration originating from transportation vehicles, construction sites, factories, workshops, workplaces, entertainment venues, service buildings and residences, as well as the procedures and procedures regarding music broadcasts to be made in entertainment venues, in order to ensure that the peace and tranquility of individuals, and their physical and mental health are not deteriorated. In the current situation, the principles are determined in the relevant legislation, especially the Environmental Law No. 2872, the Regulation on the Evaluation and Management of Environmental Noise, and the Regulation on Business Opening and Working Licenses;
- Provided that there is no inconvenience in terms of peace and tranquility of the people and public rest, and that the determined hours and limit values are observed, live music can be broadcast in entertainment venues (music made with real instruments and/or voices or by using a tape or electronically amplified sound source) by obtaining the permission of the authorized administrations,
- It is not possible to broadcast music at any time of the day in the open or semi-open parts of entertainment venues in Very Sensitive Usage Areas (residences, health institutions and boarding education institutions/dormitories),
- Music cannot be broadcast between 24:00 and 07:00 in the open or semi-open sections of entertainment venues in Less Sensitive Usage Areas (such as administrative and commercial buildings, playgrounds, playgrounds and sports facilities),
- In the open or closed sections of entertainment venues in non-sensitive areas and in the closed sections of entertainment venues in very sensitive or less sensitive areas of use; It was reminded that music can be broadcast within the specified time limits, provided that live music permission is obtained and decibel limits are observed.
As a result of the joint evaluations made by our Ministry, the Ministry of Health, the Ministry of Environment, Urbanization and Climate Change, and the Ministry of Culture and Tourism, new decisions regarding music broadcasts were taken and reported to the governorships.
Here are the new decisions;
Without prejudice to the provisions of the relevant law/legislation, the time to broadcast music throughout the country has been extended until 01:00.
In the audits to be carried out by law enforcement units, it will be especially looked at whether the company has live music permission and whether music is broadcast outside the determined time interval.
During the inspections of law enforcement units, necessary notifications will be made to the competent authorities about businesses and/or persons broadcasting music above the environmental noise level determined in the relevant legislation in a way that disrupts the peace and tranquility of the public and disturbs the environment.
