TCDD Personnel Promotion and Title Change Regulation 2022

The Amendment to the Regulation on Promotion and Title Change of the Personnel of the General Directorate of the Republic of Turkey State Railways Transport Joint Stock Company was published in the Official Gazette.

REGULATIONS

Transport of the Republic of Turkey State Railways Joint Stock Company Headquarters:

REGULATION ON AMENDING THE REGULATION ON RISING AND CHANGE OF TITLE OF THE PERSONNEL OF THE GENERAL DIRECTORATE OF THE GENERAL DIRECTORATE OF TURKISH REPUBLIC OF TURKEY STATE RAILWAYS TAŞIMACILIK ANONİM ŞİRKETİ

ARTICLE 1- Article 23 of the Regulation on Promotion of the Personnel of the General Directorate of the Republic of Turkey State Railways Transportation Corporation, published in the Official Gazette dated 11/2018/30604 and numbered 5, has been amended as follows.

“ARTICLE 5- (1) The cadres and positions subject to promotion within the scope of this Regulation are as follows:

a) Management Services Group;

1) Protection and security manager, manager, service manager, assistant service manager, branch manager,

2) Deputy Director of Protection and Security, Deputy Director,

3) Chief, fire chief, guard and security chief, chief, chief train,

b) Legal services group;

1) Legal counsel,

 

c) Research and Planning Services Group;

1) Chief Expert, Consultant, Civil Defense Expert,

2) Specialist,

ç) Technical Services Group;

1) Chief Engineer,

2) Technical chief,

3) Headmaster,

4) Machinist, YHT machinist,

5) Chief technician, inspector, wagon chief technician,

 

d) Administrative Services Group;

1) Controller, controller,

2) Basrepartitor, repartitor,

3) Warehouse treasurer, chief clerk, chief teller, computer operator, cashier, conductor, protection and security officer, logistics officer, clerk, timekeeper, secretary, driver, train formation officer, data preparation and control operator, cashier, dining and bedded service attendant,

e) IT Group;

1) Analyzer,

2) Programmer assistant,

 

f) Auxiliary Services Group;

Chef, cook, distributor, servant, fireman.

(2) Staff and positions subject to title change are as follows: Lawyer, statistician, chemist, engineer, architect, translator, teacher, programmer, psychologist, city planner, technician, technician, wagon technician.”

ARTICLE 2- Sub-paragraph (6) of sub-paragraph (a) of the first paragraph of Article 2 of the same Regulation has been repealed.

ARTICLE 3- 8 of the same Regulation is amended as follows.

“ARTICLE 8- (1) The following conditions are sought for appointments that are not directly affiliated to the center and will be made by promotion, subject to an examination:

 

a) To be appointed to the branch manager (administrative) positions;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least two years in any of the positions of assistant manager, expert or at least four years in any of the positions of chief controller, chief repartitor, controller, chief,

b) To be appointed to (technical) staff of branch manager;

1) Graduates of computer, railway vehicles, electrical, electronics, electrical-electronics, industry, energy systems, maps, construction, statistics, geology, chemistry, machinery, mechatronics, metallurgy, rail systems departments of engineering or architecture faculties or four-year colleges,

2) Having served at least two years in any of the positions of assistant manager, expert, or at least four years in any of the positions of chief controller, controller, analyst, statistician, chemist, architect, engineer, programmer, technical chief,

 

c) To be appointed to the civil defense expert staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Amir, having served in any of the chief positions for at least two years,

ç) to be appointed to the position of assistant manager (assistant manager of branch, assistant manager of passenger services, assistant manager of logistics);

1) To be a graduate of the Faculty or at least four years of college.

2) Having worked for at least two years in any of the positions of chief controller, controller, chief repartitor, specialist, statistician, chemist, translator, teacher, programmer, chief, chief train, technical chief,

d) to be appointed as Chief Engineer;

 

1) Having served in the engineer position for at least six years,

e) To be appointed to the position of Chief (warehouse chief, office chief, logistics chief, financial affairs chief, purchasing chief, stock management chief, personnel chief, catering chief, passenger services chief);

1) To have at least two years of college degree,

2) Having served at least seven years for two-year or three-year college graduates, or at least five years for faculty or four-year college graduates,

3) Having served at least three years in any of the positions of repartitor, warehouse treasurer, toll clerk, logistics officer, clerk, timekeeper, train dispatcher, cashier,

f) to be appointed to the position of chief of fire;

1) To have at least two years of college degree,

 

2) Having served at least seven years in the position of a firefighter,

g) To be assigned to the Analyzer position;

1) To be graduated from the departments of information systems of faculties or four-year colleges,

2) Having worked for at least two years in the position of programmer (expert programmer) or having worked for at least four years in the position of programmer,

ğ) To be appointed to the positions of cashier, conductor, officer, driver, cashier;

1) Being a graduate of at least high school equivalent school,

2) To have worked in any of the positions of cook, chef, distributor and servant for at least five years,

h) To be appointed to the service manager (passenger) staff;

 

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least two years in the position of assistant manager (assistant station manager, assistant branch manager, assistant manager of passenger services) or at least four years in any of the positions of chief controller, chief repartitor, controller, chief (passenger services chief),

ı) To be appointed to the staff of assistant service manager (passenger);

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least three years in any of the positions of chief controller, chief repartitor, controller, station chief, station chief, engineer, repartitor, chief (passenger services chief),

i) To be appointed to the positions of the manager (passenger services);

1) To be a graduate of the Faculty or at least four years of college.

 

2) Having served at least one year in any of the positions of assistant manager (passenger services assistant manager, assistant branch manager), or at least three years in any of the positions of chief controller, chief repartitor, controller, station chief, station chief and chief,

j) to be assigned to the controller (passenger controller) position;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least one year in the chief repartitor position or at least seven years in the repartitor position,

k) To be appointed to the chief train (train chief) position;

1) Having served in the position of conductor for at least five years,

l) To be appointed to the service manager (logistics) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least two years in any of the positions of assistant manager, expert, or at least four years in any of the positions of chief controller, chief repartitor, controller, station chief, station chief and chief (logistics chief),

 

m) To be appointed to the deputy service manager (logistics) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least one year in any of the expert positions or at least three years in any of the positions of chief controller, chief repartitor, controller, station chief, station chief, engineer, repartitor, chief (logistics chief),

n) In order to be appointed as manager (logistics) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least one year in any of the expert positions, or at least three years in the position of chief controller, controller, chief repartitor, chief (logistics chief),

o) to be assigned to the controller (logistics controller) position;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least one year in the chief repartitor position or at least seven years in the repartitor position,

ö) To be appointed to the service manager (vehicle maintenance) staff;

1) Graduated from engineering faculties of railway vehicles, electrical, electronics, electrical-electronics, energy systems, industry, machinery, mechatronics, metallurgy, rail systems,

2) Having served at least two years in any of the positions of assistant manager, expert or at least four years in any of the positions of chief controller, controller, technical chief, engineer,

p) to be appointed to the deputy service manager (vehicle maintenance) staff;

1) Graduated from engineering faculties of railway vehicles, electrical, electronics, electrical-electronics, industry, energy systems, machinery, mechatronics, metallurgy, rail systems,

 

2) Having served at least one year in any of the positions of assistant manager, expert or at least three years in any of the positions of chief controller, controller, technical chief, engineer,

r) To be appointed to the staff of the manager (locomotive maintenance workshop manager);

1) Graduates of railway vehicles, electrical, electronics, electrical-electronics, industry, energy systems, machinery, mechatronics, metallurgy, rail systems departments of engineering faculties or four-year colleges,

2) Having served at least one year in any of the positions of assistant manager, expert or at least two years in any of the positions of chief controller, controller, technical chief, engineer,

3) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

s) To be appointed to the manager (warehouse manager) staff;

1) To graduate from the departments of electrical, electronics, electrical-electronics, industry, energy systems, mechatronics, machinery, metallurgy, rail systems of engineering faculties or four-year colleges,

2) Having served at least one year in any of the positions of assistant manager, expert, or at least two years in any of the positions of chief controller, controller, technical chief, engineer, or at least six years in the position of technician,

3) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

ş) To be appointed to the director (wagon maintenance workshop manager) staff;

1) Graduates of railway vehicles, industry, electricity, electronics, electrical-electronics, energy systems, machinery, metallurgy, mechatronics, rail systems departments of engineering faculties or four-year colleges,

2) Having served at least one year in any of the positions of assistant manager, expert, or at least two years in any of the positions of chief controller, controller, technical chief, engineer, or at least six years in the position of technician,

3) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

t) to be appointed as deputy director (deputy director of wagon maintenance workshop);

1) Graduates of industry, electrical, electronics, electrical-electronics, machinery, mechatronics, metallurgy, engines, automotive and rail systems departments of engineering faculties or four-year colleges,

2) Engineer, having held at least two years in any of the technical chief positions or at least four years in the technician position,

u) to be assigned to the controller (vehicle maintenance controller) position;

1) Having served at least nine years for four years of higher technical education,

2) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

ü) To be appointed as technical chief (warehouse chief);

 

1) Faculties or at least two-year colleges, railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machine technology, rail systems electrical and electronic technology, rail systems mechanics to graduate,

2) Having served at least four years in any of the positions of chief engineer, chief technician, machinist, technician, YHT mechanic or at least five years in the technician position,

3) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

v) to be appointed as technical chief (wagon service chief);

1) Faculties or at least two-year colleges, railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machine technology, rail systems electrical and electronic technology, rail systems mechanics to graduate,

2) Having served at least four years in the position of technician, wagon chief technician or at least five years in any of the positions of inspector, wagon technician,

y) To be appointed as Chief Engineer;

1) in the position of Machinist or YHT machinist; at least ten years for high school and equivalent graduates and at least eight years for graduates of college or faculty,

z) to be appointed to the position of head carriage technician;

1) To serve at least eight years for graduates of high school and equivalent schools' railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machinery technology, rail systems electrical and electronics technology, rail systems mechanics department,

2) Two or three-year colleges of railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machinery technology, rail systems electrical and electronics technology, rail systems mechanics department for at least six years to serve ,

3) Having worked for at least six years in positions of revisor or wagon technician,

aa) To be appointed as Chief Technician;

1) To serve at least eight years for graduates of high school and equivalent schools' railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machinery technology, rail systems electrical and electronics technology, rail systems mechanics department,

2) Two or three-year colleges of railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machinery technology, rail systems electrical and electronics technology, rail systems mechanics department for at least six years to serve ,

3) Having worked in the position of technician for at least six years,

bb) To be appointed to the staff of the service manager (personnel and financial affairs);

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least two years in any of the assistant branch manager, expert positions or at least four years in the chief (office chief, financial affairs chief, personnel chief) position,

cc) To be appointed to the staff of assistant service manager (personnel and financial affairs);

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least three years in the chief (office chief, financial affairs chief, personnel chief) position,

çç) To be appointed to the service manager (technical services) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least two years in any of the positions of assistant branch manager, expert,

3) Having worked in any of the positions of analyst, statistician, architect, engineer, translator, programmer, chief (warehouse chief, purchasing chief, stock management chief) for at least four years,

dd) To be appointed to the staff of assistant service manager (technical services);

1) To be a graduate of the Faculty or at least four years of college.

2) Having worked for at least three years in any of the positions of analyst, statistician, architect, engineer, translator, programmer, chief (warehouse chief, purchasing chief, stock management chief),

ee) To be appointed to the protection and security director staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at the position of deputy director of protection and security for at least two years,

3) 10 / 6 / 2004 dated and No. 5188 Law on Private Security Services Article 11 article to have a work permit,

ff) to be appointed as deputy director of protection and security;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served for four years as head of protection and security,

3) 5188 Law No. 11 article in accordance with the armed work permit,

gg) to be appointed head of protection and security;

1) To have at least two years of college degree,

2) Having served at least seven years as a guard and security officer,

3) 5188 Law No. 11 article in accordance with the armed work permit,

ğğ) To be appointed to the director (safety management system manager) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at least two years in any of the positions of assistant logistics manager, assistant branch manager, specialist, wagon maintenance workshop assistant manager, assistant manager of passenger services, or at least four years in any of the positions of chief controller, controller, technical chief, engineer, technician ,

3) To be successful in EYS Personnel Preparation Course or EYS Accident Research Investigation Course or Reporting Training or Accident and Incident Reports Preparation Training,

hh) To be assigned to the controller (IMS) position;

1) Having served at least nine years for graduates of four-year college or faculty.

2) Having worked for at least three years in any of the positions of chief repartitor, chief mechanic, machinist, YHT mechanic, inspector, repartitor, technician, technician, specialist technician, wagon chief technician, chief technician, wagon technician,

3) IMS Personnel Preparation Course or Safety Management System Certified Training in accordance with the European Union Safety Directive 2004 / 49 / EC or IMS Accident Research Examination Course or Reporting Training or Accident and Incident Report Preparation Training,

ii) To be appointed to the manager (factory group manager) staff;

1) To graduate from the departments of electrical, electronics, electrical-electronics, industry, energy systems, mechatronics, machinery, metallurgy, rail systems of engineering faculties or four-year colleges,

2) Must have served at least three years in any of the chief controller, controller positions or at least five years in the engineer position.

ARTICLE 4- The sixth paragraph of Article 10 of the same Regulation has been amended as follows.

“(6) The application period is determined as at least five working days. The Personnel and Training Department examines whether the applicants meet the necessary conditions, and those who meet the requirements are announced on the official website of the General Directorate. Candidates who are found eligible are given an exam entry document.

ARTICLE 5- The first paragraph of Article 12 of the same Regulation has been amended as follows.

“(1) Candidates up to five times the number of positions announced, starting with the candidate with the highest score among the candidates who scored at least sixty points in the written exam, are taken to the oral exam within three months following the announcement of the written results. All of the personnel who have the same score as the last candidate are taken to the oral exam.”

ARTICLE 6- The second and fifth paragraphs of Article 16 of the same Regulation have been amended as follows.

“(2) Examination board or committees consisting of five people are formed to carry out the procedures regarding promotion or change of title exams. The examination board consists of the representative or representatives of the personnel unit to be appointed by the chief authorized to appoint, and other members, under the chairmanship of the deputy general manager to be assigned by the General Manager or the Head of the Personnel and Training Department. In case of need, a member or members may be appointed to the boards from among public officials from outside the institution. In addition, five substitute members are elected by the same procedure. The Board convenes with the full number of members, decisions are taken by majority vote, abstaining votes are not used. The substitute member attends the meeting in which the principal member is not present.

“(5) The secretariat services of the Board are carried out by the Personnel and Training Department.”

ARTICLE 7- The first paragraph of the 21 article of the same Regulation is amended as follows.

“(1) Exam-related documents of those who are successful in the exams are kept in the personal files of those concerned. Other documents are kept in the Department of Personnel and Training for at least one year until the next exam to be held.

ARTICLE 8- This Regulation shall enter into force on the date of its publication.

ARTICLE 9- The provisions of this Regulation are executed by the General Manager of the Republic of Turkey State Railways Transportation Corporation.
