According to the proposal in the bag bill in the Grand National Assembly of Turkey, the Ministry of Transport will operate all the subways that are under construction and not yet transferred to the municipalities.

The proposal, which was accepted despite the objections with the AKP and MHP votes, was added to the bill regarding banking, which was discussed in the Planning and Budget Committee of the Grand National Assembly of Turkey. According to the proposal, if the existing urban rail system lines are not a continuation and can be operated independently or if the project serves combined transportation, the Ministry of Transport will be able to operate the rail system with the decision of the President. The Ministry will be able to use this authority through affiliated, related or affiliate companies. The metro lines that were put into service before the law was passed will not be affected by this regulation and the municipalities will continue to operate the transferred metro lines.

With the new regulation, there will be two different metro operators in the same city, parallel to each other. The government had previously changed the 'M' symbol of the subways in Istanbul to the letter 'U' in order to evoke the Ministry of Transport and changed the signs.

There are 7 rail system projects in progress in Istanbul

Minister of Transport, Adil Karaismailoğlu, stated that there are 103.3 rail system projects with a total length of 7 kilometers in Istanbul under the responsibility of the ministry, and drew attention to the Istanbul Airport and Pendik-Tavşantepe-Sabiha Gökçen Airport metro lines from Gayrettepe and Küçükçekmece.

It will disrupt transportation coordination.

Opposition deputies stated that the government will disrupt transportation coordination by creating a dual structure in the city metro operation. CHP Istanbul Deputy Emine Gülizar Emecan said, “Some of the rail systems will be operated by the ministry, and some by the metropolitan municipality. People use several interconnected or unconnected lines for urban transportation. How will ticket, line and tariff integration be achieved with this structure?” he asked.
