“Tender is not cancelled”

Mayor of Izmir Metropolitan Municipality Tunç Soyer, answered the questions of the representatives of 4 political parties regarding the cancellation of the decision regarding the construction of the Buca Metro, the biggest investment in Izmir's history, by the Izmir 6th Administrative Court. Minister Tunç SoyerEmphasizing that the tender for the construction of the Buca Metro is fully in effect, “The decision of the Izmir 4th Administrative Court does not mean the cancellation of the Buca Metro tender. The process continues for us. Buca Metro will definitely come to life. Its resources are ready, its financing is ready, its project is ready. There are no obstacles. There is no question of prolonging the process. There is no way to prevent it in any way. We just keep going, there is no problem. We did site inspections. Containers will be placed next week,” he said.

“Many productions are shown as zero”

Underlining that the process is carried out meticulously in order to build the Buca Metro in the fastest, reliable and high quality way, Mayor Soyer said, “We do not make this tender decision alone. There are many instances where the lowest bid was deemed void. Because the administration knows that if it gives the tender to that offer, the work will not be done. Therefore, there is an application called the lowest price inquiry in the tender legislation. We did this question. We have seen that the workmanship of many productions is shown as zero. The 4th Administrative Court of Izmir says that it has not been adequately examined, but on the contrary, a very meticulous study has been carried out. Extremely detailed scrutiny. Here, the administration falls into doubt. If I give this tender, what will the workmanship be? I wonder what kind of legal solutions he will seek to fulfill his commitment to me, what kind of figures will come before me? Since the administration is suspicious of all these, it may not award the tender to the lowest bidder. As a matter of fact, that's what we did," he said.

“Buca Metro continues as it is”

Underlining that such a thing has happened for the first time in the history of the European Investment and Development Bank, President Soyer said, “It is the first time that a local court decides against it in a tender held in accordance with international tender norms. It is one of the best examples of financing in the world. We will continue the process regarding the annulment of this in the Council of State. But let me be very clear here. This is not an obstacle in front of Buca Metro. The Buca Metro tender will continue as it is. There may be a delay of two months, that's all. "There is no problem with the process," he said.

“We are taking X-rays of Izmir”

“What do you think about the Çeşme project of the Ministry of Tourism?” Upon the question, President Soyer expressed his concerns about the project.

Stating that Izmir Metropolitan Municipality is leading the way to create a resilient city by realizing the most comprehensive earthquake research and risk reduction projects in Turkey, Mayor Soyer said, “First of all, people of Izmir need to feel safe in the city they live in and in the buildings they live in. We signed a protocol with İzmir Institute of Technology, METU and Çanakkale Onsekiz Mart University for Turkey's most comprehensive earthquake research project and started research. With the data we have obtained, we will almost X-ray the fault lines. Thanks to this research, we will leave a project for the future. With the seismicity survey, which will examine the fault lines on the sea and on the land, which have the risk of affecting the city. BayraklıStudies are carried out to model the soil structure and soil behavior characteristics of approximately 11 thousand hectares of land within the borders of Bornova and Konak districts. With these studies, the tsunami and seismic movements of the city will be evaluated, the active faults will be determined, and the last time they were active will be measured. Faults on the area determined within a radius of 100 kilometers in İzmir will be mapped. We will soon reach the report from our universities," he said.

“We are bringing the Terra Madre international gastronomy fair to the city”

Stating that Izmir Metropolitan Municipality works in agriculture in a way that no local government in Turkey does, Minister Soyer said: “Planning was not done in agriculture and small-scale producers were not asked to deal with agriculture. Support has always been given to large-scale producers. We focus on planning. We believe that pasture animal husbandry should be supported in the Aegean region. We are bringing the Terra Madre international gastronomy fair to the city.”

At the meeting, Deputy Secretary General Suphi Şahin, Izbeton A.Ş. General Manager Heval Savaş Kaya, Deputy Secretary General Özgür Ozan Yılmaz, Head of Social Services Department Ulaş Aydın and Head of Agricultural Services Department Şevket Meriç made presentations on the services of İzmir Metropolitan Municipality in the last 3 years.
