The regulation of the Ministry of National Education on the professional development program of teachers and school administrators was published in the Official Gazette.
According to the regulation, the procedures and principles regarding the planning, implementation, management, monitoring and evaluation of the trainings aimed at meeting the professional development needs of the personnel of the central, provincial and foreign organizations of the Ministry and, upon request, of the education personnel of private education institutions were determined.
Within the scope of the regulation, the representatives of the Education Board, which was formed from the head of the Ministry's central organization in line with the legislation in force, were re-determined. This Board will determine the training programs related to pedagogical formation/teaching vocational knowledge training to be organized for those who are appointed without pedagogical formation in cases where the need for teachers cannot be met through candidacy training, certificate program and similar activities of special quality. In order to support the professional development of teachers and school administrators, "professional development community", "teacher-manager mobility programs" and "school-based professional development" studies can be carried out.
Scope of in-service training activities
In-service training activities organized to support the professional development of teachers and school administrators can also be organized within the scope of school-based professional development, professional development societies or teacher mobility program. The daily duration of in-service training activities organized through face-to-face training cannot be less than 4 lesson hours in central in-service training activities, 2 lesson hours in local in-service training activities and not more than 8 lesson hours. The duration of the central in-service training activities, which are planned as five days and organized through face-to-face training, cannot be applied less than 25 lesson hours and more than 40 lesson hours. In in-service training activities, one class hour will be 50 minutes and block class hours will be 90 minutes.
Trainings will be organized as courses or seminars.
In-service training activities will be organized as courses or seminars. Courses and seminars can be conducted by using face-to-face or distance education methods, or both.
School-based professional development work will include activities where school-specific professional development needs are met within the school. The professional development community will include practice-based in-service training where teachers learn from each other and progress. The intra-community communication of the Professional Development Communities and the sharing of the work done will be carried out through the Teacher Information Network (ÖBA). The teacher mobility program will be organized in order to share the knowledge and experience of the schools that stand out with their success, good practices, different projects or different learning environments, and to ensure that the teachers and administrators working in other schools visit these schools.
In order to increase the knowledge and expertise of the personnel, training abroad can be conducted by making use of the Ministry's budget or other resources. The provisions of the relevant legislation will be applied to the personnel to be sent to foreign countries for training.
Minimum of 10 trainees/participants requirement
It will be mandatory for the personnel whose applications are approved to participate in the in-service training activities. Continuation of all in-service training activities of trainees and participants will be mandatory, except for those with valid excuses. Absences based on valid excuses cannot be more than one-fifth of the total number of class hours. Except for judicial decisions, special legislation provisions or special circumstances, at least 10 trainees/participants are required to organize seminars and courses.
The status of those who have been dismissed from in-service training activities due to absenteeism will be notified to their institutions, and those who do not participate in in-service training activities without a valid excuse will be dealt with in accordance with the provisions of the relevant legislation.
Exams can also be done electronically.
Examinations can be made by one of the written, oral or applied methods in accordance with the subject and objectives of the education program, or by more than one method. Exams can also be conducted electronically. If the exams are held with more than one method, the success score; It will be calculated by taking the arithmetic average of the grades taken from the written, oral or practical exams and will be recorded in the evaluation forms.
Evaluation in the exams will be made out of one hundred full points. Without prejudice to the provisions in the special legislation, those who score 50 or more in in-service training activities will be considered successful. Those with 85-100 (A) exam scores, 70-84 (B) and 50-69 (C) exam scores will be considered successful and this will be shown in the "Course Certificate".
Participation, course and seminar documents will be given
Those who participate in Professional Development Societies, Teacher Mobility Programs and other professional development activities will be given a "participation certificate", those who are successful in the course will be given a "course certificate", and those who participate in the seminars will be given a "seminar certificate".
In-service training activities can be organized within the scope of protocols and agreements with national and international institutions and organizations. With this regulation, the In-Service Training Regulation of the Ministry of National Education, which was put into effect on April 8, 1985, was repealed.
In-service training activities, which were approved to be started before the date of entry into force of the regulation that entered into force on the date of its publication, will be concluded in accordance with the provisions of the legislation in force at the date of approval.
Making an assessment on the subject, Minister Özer emphasized that they have realized a new paradigm shift in the professional development of teachers and said: “We will now plan and support school-based professional development trainings, not centralized ones. Schools will now be able to organize professional development activities in line with the demands of teachers. If a school needs anything, it will determine the equipment and training that its teachers should have on that subject, and we will transfer the school's budget on this subject directly to the school.”
