Mayor of Izmir Metropolitan Municipality Tunç Soyer, Izmir 4th Administrative Court said that the cancellation of the decision on the construction tender of the Buca Metro does not mean the cancellation of the tender. Expressing that he believes this decision will be made legal in the Council of State, President Soyer said, “There is no question of prolonging the process. There is no way to prevent it in any way. We just keep going. That metro will come to Buca,” he said.

Mayor of Izmir Metropolitan Municipality Tunç Soyer, answered the questions of the press members about the cancellation of the decision regarding the construction of the Buca Metro, the biggest investment in Izmir's history, by the Izmir 4th Administrative Court. President Soyer shared the decision taken and the details of the tender process.

“Tender is not cancelled”

President Tunç Soyer, stressed that the tender for the construction of Buca Metro is fully in effect despite the perception created. Underlining that the decision of the 4th Administrative Court of Izmir does not mean the cancellation of the Buca Metro tender, Soyer said, “At the point we have arrived, we will ask for the documents again, and if there are deficiencies, we will ask them to be completed. The process continues for us. Therefore, there is no cancellation of the tender. Buca Metro will definitely come to life. Its resources are ready, its financing is ready, its project is ready. There are no obstacles. Only the decision of the Izmir Metropolitan Municipality for the tender is cancelled. But this will definitely be made legal in the Council of State. There is no question of prolonging the process. There is no way to prevent it in any way. We just continue, there is no problem," he said.

“Many productions are shown as zero”

Underlining that the process was carried out meticulously in order to make the Buca Metro, which will be brought to İzmir by examining all the details of the decision taken in the tender, in the fastest, reliable and high quality way, Soyer said, “We do not make this tender decision alone. There are many instances where the lowest bid is void. Because the administration knows that if it gives the tender to that offer, the work will not be done. Therefore, there is an application called the lowest price inquiry in the tender legislation. We did this question. We have seen that the workmanship of many productions is shown as zero. The Izmir 4th Administrative Court says that it has not been adequately examined, but on the contrary, a very meticulous study has been carried out. Extremely detailed. Here, the administration has the following doubts; If I give this tender, what will the workmanship be? I wonder what kind of legal solutions he will go to in order not to fulfill the commitment he made to me, who knows what kind of numbers will come before me. Since the administration is suspicious of all these, it may not give it to the lowest bidder. As a matter of fact, that's what we did," he said.

“The subway will come to Buca”

Reiterating his message of determination, Soyer said, “This is something the European Investment Development Bank has experienced for the first time in its history. It is the first time that a local court decides against it in a tender held in accordance with international tender norms. There is no precedent in the world. Unfortunately, that also happened in Izmir. We will continue the process regarding the annulment of this in the Council of State. But let me be very clear here, this is; It is not an obstacle in front of Buca Metro. The Buca Metro tender will continue as it is. The stone cracks, maybe 1 month, 2 months delay, but that's all. There is no problem with the process.

Unfortunately, it always happens to Izmir. But they make us more resilient. We will never give up. That metro will come to Buca. We will do that too,” he said.
