An 'Information Meeting' was held within the scope of the Transportation Master Plan studies, which is among the projects that Trabzon Metropolitan Municipality Mayor Murat Zorluoğlu attaches great importance and which will solve the transportation problem of the city.

The Transportation Master Plan, on which the Metropolitan Municipality has been working meticulously for a long time, has been announced with the meeting held today. Trabzon Deputy Governor Ömer Şahin, AK Party Trabzon Deputies Muhammet Balta and Salih Cora, IYI Party Trabzon Deputy Hüseyin Örs, AK Party Trabzon Provincial President Dr. Sezgin Mumcu, IYI Party Trabzon Provincial President Azmi Güçlüli, TTSO President Suat Hacısalihoğlu, Bar Association President Sibel Suiçmez, Provincial Health Director Dr. Hakan Usta, Advisor faculty members Prof. Dr. Soner Haldenbilen, Prof. Dr. Halim Ceylan, representing KTU, Prof. Dr. Ahmet Melih Öksüz, district mayors, NGOs, transportation stakeholders and members of the press attended.

Trabzon Metropolitan Municipality Mayor Murat Zorluoğlu made a statement at the meeting; “We are together today to discuss an important issue that concerns our city very closely. We brought the Transportation Master Plan to the size of the final report in about a year. In a few months, other procedures will be completed and our city will be the 1rd Metropolitan with a Transportation Master Plan, with the approval of our Ministry of Transport. 23 of them have been completed before us. In many environments, I am always asked whether it is the governorship or the metropolitan presidency. Being a governor is a prestigious and big job. It is a profession that has the ability to solve very important problems. I was very honored to do this job for 22 years. One of the concrete differences between the mayorship and the governorship is such projects. You can detect the lack of the city. You can make common mind meetings and design projects. In that respect, I say that the metropolitan presidency has such a fundamental difference,” he said.

PREPARED AS IT SHOULD BE

Expressing that the Transportation Master Plan has been an issue that has been talked about in Trabzon for many years, Chairman Zorluoğlu continued his words as follows; “We are on the eve of finalizing such a master plan in Trabzon. Indeed, our esteemed teachers and contractors have put forth an important work with great efforts. There are pages of reports and data behind the presentation made here. The 21st century is the age of information and technology. In this age, the most important power of the private sector and public institutions is to make decisions based on healthy data. Those who have this data can go a long way. There is an opportunity for Trabzon to have sound scientific data in the hands of mayors and other institution managers in the upcoming period. This is not a static report. It is a plan that needs to be constantly revised according to the needs of the city. It is very important that these plans are taken into account and put into practice by authorized institutions and managers. By carefully evaluating the data, we should strive to solve transportation problems by basing them on scientific data. Three workshops have been held so far. There was great participation. Before that, surveys were conducted. There was public participation in the data collection processes. Prepared as it should be. We have obtained very valuable data. I started to examine these reports in detail.”

WE ARE MAKING FIRST IN EVERY AREA

“The Southern Ring Road is one of the important data. At the same time, the completion of Kanuni Boulevard is one of the issues that the transportation master plan attaches importance to. As the Metropolitan Municipality, we handled the bus station issue. As a metropolitan, I would like to express with pleasure that it would be a little bit to find another municipality in Trabzon where projects come to life in terms of local administrations as much as in this period. I say this with pride. Maybe I won't be modest about this because we are breaking new ground in every field. Some of them are Transportation Master Plan, bus station, coastal recreation project, infrastructure project.”

MARAŞ AVENUE IS CLOSING AT THE END OF THE MONTH

“There is the issue of pedestrianization of Maraş Street. It is an issue that has been talked about for many years but not taken a step. As of the end of the month, we are closing it to pedestrianize it. Just recently, minibuses are transporting passengers in our city. 90 percent conversion was achieved. Parking lots are a matter of transportation. The fully automatic multi-storey car park on Tangent became operational as the 5th in Turkey. We demolished the parking lot behind İskenderpaşa and we are building a parking lot for 600-700 vehicles. We give a link from Çömlekçi. It's time for Karagöz Square. We aim to make the bottom of the room as a parking lot. When these are completed, a parking lot with a capacity of 2 will be created around the square area. Therefore, we have dealt with the transportation issue, which people see as a problem in Trabzon with all its dimensions. The Transportation Master Plan offers very important solutions. We also have a SAMP project. The tender process continues. It is a grant of 70-80 million euros.”

THE CITY NEEDS TO OWN

“Now, Trabzon is a profitable city in terms of light rail from Akcaabat to Yomra. The number of passengers is a feasible project. You cannot switch to the next without a Transportation Master Plan. There are 25 proposals for intersection regulation. The next process is that the city should own the light rail system. The time has come to bring light rail to this city as a whole.”

AX: A DIFFICULT WORK

AK Party Trabzon Deputy Muhammet Balta stated that a very important problem of the city has been resolved and said, “Transportation, the road is civilization. Investors, tourism professionals and those who come to receive health services look at air, land and rail transportation. Thanks to Mevla, we have made Turkey to compete with the most developed countries of the world in terms of transportation, with highways, airports and high-speed trains, which have built 30 thousand km of divided roads. It was accepted because of the importance given to Trabzon, although the expropriation of Kanuni Boulevard is at a level that can make 100-200 km road. Their costs are very high. The cost of 1 km of road here is equal to 5 km in Konya. A special law was enacted for the City Hospital so that Trabzon would not be left behind. I would like to tell scientists. He is building on fault systems in Japan. Don't confuse people. Can be criticized before doing. People should not be confused after starting. Scientists from outside came for the Transportation Master Plan, and KTU also got involved. It was made with the devoted work of the Department of Transportation. We have the plan and the data. It is necessary to explain the benefits of public transport and what it brings to the city. Likewise the Southern Ring Road. Our aim is to serve Trabzon and leave a livable city to future generations. We've come a long way on that. When the pickaxe is struck, we will experience the joy together. An airport will be built in a way befitting Trabzon and the region. Rail system work was carried out in order to relieve the inner traffic of the city. We support all together. This city should see and embrace them above the parties. The driver tradesmen will not be victims either," he said.

AX: MAYOR OF ALL TRABZONS

Deputy Balta also said, “We went to Germany before with our Trabzon Metropolitan Municipality Mayor. We came together with thousands of our expats there. Our President said there, 'I am the Mayor of not only Trabzon residents but all Trabzon residents in the world. Therefore, it is very important to introduce Trabzon. Our Mayor can organize festivals in various fields to promote Trabzon in various countries. It would be wrong to criticize them. Because these festivals will contribute to us.”

CORA: WE ARE LIVING A MEANINGFUL DAY

AK Party Trabzon Deputy Salih Cora stated that they had both a lucky and meaningful day for Trabzon and said, “We are in a struggle for it to be a city that is always developing and developing. Trabzon is really developing every year. Coastal road and Tangent road completed. Kanuni Bulvarı 7.2 billion investment. In fact, Trabzon is one of the provinces that have a significant share in transportation investments, but not at the desired level in terms of transportation network, and with a high investment amount. When the share allocated to Trabzon is revealed, we encounter situations where we cannot say anything. While Erdoğdu road was a single lane road, it was built as a double road. We also improved the standards of our roads, which had bad conditions between our districts. Our main target is the Southern Ring Road. We are the advocate for this project in Ankara at every opportunity. They said is there a Transportation Master Plan? There was no such thing. Today the Transportation Master Plan will allow us to button up the shirt. Each of the roads opened by the investments made has a significant contribution. The city is winning fast. It's picking up momentum. When we take into account the 3 OIZs, the Investment Island, and the city hospital with their exports, new transportation axes are inevitable. We are planning to make the tender for the first phase of the Southern Ring Road in line with these plans. We think that the introduction of the light rail system to our city will ease the traffic and will be suitable for future visions. A correct study has been made at the route point. We are ready to do whatever comes our way. It will add color and strength to our city. It will make it look visionary,” he said.

ÖRS: IT WILL RELIEVE TRABZON'S TRAFFIC

IYI Party Trabzon Deputy Hüseyin Örs said, “Trabzon has had a transportation problem for a long time. I am a brother who speaks frequently in the parliament. The rail system project will ease the traffic of Trabzon. I think that it is necessary to insist that the Southern Ring Road should be implemented here as soon as possible. It is not just a project that solves the traffic problem, it is an urbanization project. I would like to thank you by saying that our aim is to serve Trabzon with its government, opposition and NGOs.

BAYRAKTAR: FINAL REPORT WAS PREPARED AND PRESENTED TO THE PARLIAMENT

Fatih Bayraktar, Head of the Metropolitan Municipality Transportation Department, made a detailed presentation to the participants at the meeting. Stating that they started the Trabzon Transportation Master Plan process in February, Bayraktar used the following expressions: “After 1 year, we prepared the final report and presented it to the Parliament. It was completed in 30 metropolitan cities out of 22 metropolitan municipalities. We will continue with the completed process. Intensive field work was carried out. A traffic count of 60 hours was made at 1440 points. Motorcycle and bicycle counts were also made. 4 hours of traffic counting was carried out at each intersection, 126 and a half hours a day. 22 thousand 647 people were interviewed. Roadside interview surveys were conducted, and the transit traffic rate was seen as 25-30 percent. We made 1030 surveys in public transportation. It was determined that 92 percent did not have a private vehicle. A survey was conducted in 57 parking lots. We conducted pedestrian surveys, 751 of them. We make 150 trips with 1486 vehicles. On weekdays, 46 percent buy full tickets. There are 22 taxis at 689 stops, 21 taxis at 169 taxi stops, and 92 taxis at 1080 taxi stops in the districts. There are district minibuses with 104 vehicles on 1642 different lines. Every 24 hours, the vehicle is parked for 23 and a half hours and is on the move for half an hour. Automobile usage was determined as 40 percent, public transportation at 25 percent, pedestrian usage at 24 percent, and service as 9 percent. Ayasofya-Köşk cable car line, Meydan-Boztepe-Çukurçayır cable car line were proposed.”

FIRST STOP CITY HOSPITAL

“The passenger criteria for the tram were examined. The highest number of passengers was determined as 9998 Central alternative. Stop by stop. There are 57 stops. It is 31 km long, the number of passengers is 21 thousand per hour, the number of regional shootings is 36, and the increase in public transportation is 3 percent. The number of people per expedition is 250 people. Average speed is 40 km/h. Travel time is planned to be completed in 46 minutes. There is a time saving of 2.384 hours on the City Hospital-Meydan line compared to the private vehicle. Travel time is 13 minutes. 7.8 km and the number of stops is 18. There will be 6865 daily 57 thousand passengers per hour. It takes 13 minutes to reach the City Hospital. The first stop was determined as the city hospital, stadium, recreation area, Ecopark, tennis complex, Beşirli Beach Park, Hagia Sophia Mosque, Dental Hospital, Public Garden, Governor's Office, Ortahisar Municipality, Women's Market, Meydan area and Ganita. ”

prof. Dr. Soner Haldenbilen said, “Great things happen with teams. The important thing is to achieve the result in a qualified way. There are some responsibilities that come with the master plan. Implementation project stages need to be passed. I would like to thank everyone who contributed to this process.”

CEYLAN: TRABZON HAS DATA NOW

prof. Dr. Halim Ceylan, on the other hand, said, “We got up at night and wandered around the streets and brought the master plan to a point. There is a point derived from the workshops. Trabzon now has data. No talking without data. In 2022, Trabzon will have a light rail system in line with an urban aesthetic. It was talked about for years. Trabzon has to realize such a development. In many cities, transportation master plans were made with the TÜMAŞ team. Passenger numbers have increased in Trabzon without any play on public transport lines. Trabzon is a lively city. Dolmus passengers in Ortahisar are 1 thousand in 164 day. Buses cost 63 thousand. 24 percent free boarding. Financial regulation is necessary," he said.

ÖKSUZ: VITAL IMPORTANT

Representing KTU, Prof. Dr. Ahmet Melih Öksüz said, “This kind of work should be evaluated above the political will. A very important work. It is leading the way for the Trabzon region. This is the first time that such a definitive and result-oriented study has been carried out. Dozens of meetings were held. Reports with thousands of pages were published. With this plan, Trabzon's transportation problem was not solved, but with this project, it was started from somewhere. The participation of all parties was very important. The city is the arena of interest groups. If we compete in Trabzon, we will not get anywhere, we must act together. The rail system proposal is very important, vitally important. There are procedures for this. On the one hand, we have to struggle and create public opinion. "It's a beginning, not an end," he said.

TÜZEMEN: ONE OF THE MOST EXCITING PROJECTS

Emre Tüzemen, General Manager of TÜMAŞ, said, “Our main goal was to solve Trabzon's transportation problems and to create an environment and people-oriented plan. In line with this goal, the thing we were most happy with was that we moved forward with the common mind of the city. It has been one of the projects that excites us the most among the 1300 ongoing and completed projects.”
