'Owners' Concealed in Canal Istanbul Title Deeds

Yenişehir, which will be built around the controversial project Canal Istanbul, has reached the deed stage. The Chamber of Map and Cadastre Engineers made a remarkable statement regarding the deed process and stated that the information of "Owner", that is, property owners, is hidden in the cadastral charts.
The land registry chart of the first 3 stages of Yenişehir, which is planned to be built around Kanal Istanbul, was suspended for a month for objections on January 17 by the Ministry of Environment, Urbanization and Climate Change.

SözcüAccording to the news of Özlem Güvemli from , the title deed process, which is the last stage before the construction license, known as the 8th article application, has been started. The Istanbul Branch of the Chamber of Mapping and Cadastre Engineers made a remarkable statement on the subject.

Emphasizing that there is no "Owner" part, that is, the parcel owners, in the ordered distribution charts of the suspended cadastral parcels, he said, "The practice of hiding the owners in the suspended charts is the first time in our country. This raises doubts about the application. It raises the possibility that some owners have been given an advantage. For this reason, it is justified to ask the following questions: Why is the information that should be open to everyone in accordance with the zoning legislation hidden? Is it prevented that international and national capital groups and politicians who collect land in Kanal Istanbul are deciphered by hiding the owner's information? it was said.

“THE DEED IN BAŞAKŞEHİR MOVED TO ARNAVUTKÖY”

It was stated that allocations were made in 12 neighborhoods from Arnavutköy and 3 neighborhoods from Başakşehir, which were included in the zoning application, without paying attention to the district and neighborhood administrative boundaries, adding that “Some citizens living in Başakşehir woke up in the morning and saw that they had title deeds in Arnavutköy. This distribution practice, which is unprecedented in our country, has brought many objections.

It is stated that there are examples where the parcel entering the arrangement is located 10-15 km away from its location and even shared with different parcels, “It is simply unfair to send the parcels of our citizens who have been living in the region for years, to different places, while allocations are made to the rent centers that take up space from the region. Law, technique and engineering are ignored for the sake of profit," it said.

“15 FLOOR ZONING PERMISSION HIDDEN FROM THE PUBLIC”

It was also stated that, in addition to the development rights of 2, 4, 5, 6 times in Kanal Istanbul, some islands were given 15 floors of development permission, "While trying to make the Kanal Istanbul project look cute with its horizontal architectural lie, it was hidden from the public that hundreds of parcels were given 15 times the development right. Who benefits from this privileged application? For example, 4 parcels with distances between 2 and 16 km from 12 different neighborhoods in Arnavutköy were collected and allocated to the zoning parcel created in a fifth district. If all 12 parcels had been given zoning parcels in accordance with the zoning legislation, they would have obtained the right to develop 4-5 times. However, in this way, they had a 15-fold zoning permit. Who are the owners of hundreds of parcels created in this way?”

CITIZENS SOLVE PUZZLES

In the statement, it was stated that there were approximately 165 thousand lines in the hanger notice, and the following was noted:

* Parcel owners try to reach their places as if solving a puzzle between these lines; Since the distribution charts do not include the owner's information, they are trying to reach their place from the share ratios.

*Those who solve the puzzle and find out which zoning parcel is allocated, then have to scan 165 thousand lines to figure out how many people have shares.

* Those who succeed in solving this puzzle in some way face the most difficult situation: Who are the other owners in the newly formed zoning plot?

*This place is now unsolvable. There is no way to go further than hanger rulers. Because there is no owner information on hanger schedules. The administration is also closed to these information requests.

*However, according to Article 1020 of the Turkish Civil Code, this information must be available to those who 'make their interest credible'.

* Therefore, the following question is a legitimate one: Why do you hide the identities of the people you have registered in the title deed from other owners?

HOW MUCH AREA WILL BE EXpropriated?

It was stated that the Regulation and Partnership Share (DOP) was determined as 45 percent in the Canal Istanbul zoning application and said, “Due to the missing information in the suspension notice, the actual DOP rate is not known. The fact that the DOP rate is exactly 45 percent in such a large area, that is, 0 percent expropriation, is not a situation that can be explained by chance. It is not a situation encountered in the applications of Article 18. How much land is there to be expropriated in Kanal Istanbul, what is the expropriation cost to be paid to them? Why are the expropriation costs hidden from the public? questions are listed.
