National Education Contribution Protocol Signed Between MEB and TOBB

In cooperation with the Ministry of National Education and TOBB, the National Education Contribution Protocol was signed by Minister Özer and TOBB President Rifat Hisarcıklıoğlu. Thanks to the protocol, 154 new schools will be built in 154 districts. Minister Özer said that face-to-face training will continue with determination in 7 provinces and all districts on Monday, 81 February.

Minister of National Education Mahmut Özer stated that with the protocol signed between the Ministry and the Union of Chambers and Commodity Exchanges of Turkey (TOBB), 54 schools will be built in 154 provinces and 154 districts and said, "This is the best signature I have ever made during the Ministry period." said.

Minister Özer, in his speech at the ceremony held at the TOBB Twin Towers Conference Hall for the "Contribution to National Education Protocol", which includes the construction of 154 schools in cooperation with the Ministry of National Education, thanked the TOBB authorities for their support in solving the chronic problems related to vocational education in Turkey since his vice ministership. .

“The biggest education investment agreement of the last 20-25 years”

Özer said, “I am very happy to be here today, perhaps to sign the biggest education investment agreement with the Ministry of National Education in the last 20-25 years.” said. Pointing out that the most harmless and risk-free investment is education, Özer stated that as the Ministry of National Education, they continue to work day and night, like all other ministries concerned with increasing the quality of human capital.

“The last 20 years correspond to a revolutionary period in the history of education, in which significant transformations have been achieved in education.” Özer said that while most of the developed countries were striving to increase the quality of education in the last 1950 years by increasing the schooling rates at all levels of education to 70% in the 2000s after the Second World War, Turkey was waiting for the XNUMXs to move on to the process of universalization in education.

“The total number in the education system of our country is even more than the total population of nearly 150 countries”

Stating that huge investments have been made in education to increase schooling rates from pre-school to primary school, secondary school to high school and higher education since the 2000s, Özer shared the latest statistics with the 2000s in education and continued his words as follows: “We have reached a huge education system. The total number in our country's education system is even more than the total population of nearly 150 countries. The point reached for him is indeed very pleasing. As claimed, the investments made in the last 20 years are not investments made despite quality, they are quality-centered, quality-oriented. While increasing the number of classrooms and increasing access to education, the number of students per classroom and the number of teachers were reduced at the same time. In the last 20 years, the number of teachers in primary education has doubled and the number of teachers in secondary education has tripled, and approximately 2 percent of 3 million teachers have been appointed in the last 1,2 years. For this reason, I would like to commemorate with gratitude our President, who is the hero of these 75 years and who has always given the biggest share of the budget to education, and I would like to express my gratitude to them.”

Underlining that it is very valuable not to invest with public resources, but to manage education investments together with volunteer stakeholders in education, Özer expressed his gratitude to TOBB, the oldest and most powerful stakeholder of the Ministry of National Education, for its successful work.

Noting that TOBB President Rifat Hisarcıklıoğlu, speaking before him, pointed to a point where three students could be given scholarships in 1956, Özer said, “The point reached today is incredible. TOBB is not only providing scholarships, nearly 3 schools, 300 schools in 154 districts that we will build, on the other hand, it shows a great example of sacrifice with the contributions made to higher education with TOBB ETU University and the breakthroughs it has made abroad, as well as making very important contributions to the increase in the quality of education in our country. . We, as MEB, are very happy to cooperate with TOBB.” he said.

Expressing that the coefficient application in the process of February 28 in vocational education has turned vocational education into a wreck as a chronic problem in Turkey, Özer emphasized that TOBB has made the greatest contribution to the recovery of vocational education.

Stating that TOBB has made concrete investments in strengthening vocational education, cooperation, eliminating skill mismatches in the labor market, while working on know-how and guiding the Ministry of National Education, Özer said, “During my vice-ministerial period, 81 vocational and technical We set out with the Anatolian high school project. That project continues very successfully. 81 vocational and technical Anatolian high schools have turned into 81 vocational and technical Anatolian high schools.” gave the information.

Explaining that vocational education progresses through two channels, namely vocational and technical Anatolian high schools and vocational education centers in Turkey, Özer stated that the solution point for small and medium-sized enterprises in the labor market in Turkey is vocational education centers, and that vocational education centers are dual vocational education centers in Germany. He also stated that education is an education in which the culture of the ahi-order coming from the Seljuk and Ottoman Empire is embodied.

Sharing the details of the education in these centers and the three important changes made in the Vocational Education Law on December 25, 2021, Özer shared with Anadolu Agency that the number of students in vocational education centers had increased from 159 thousand in a month to 280 thousand in a month before the law, in the interview he gave yesterday. When they checked, he said that they saw that the number had increased to 286 thousand.

The goal is to bring 2022 million citizens together with vocational training centers by the end of 1.

Minister Özer said: “We want to match and bring together 2022 million of our citizens with vocational training centers by the end of 1. I believe we will do this very easily. Because there is no age limit to enroll in the vocational training center. Our citizens will be able to register directly by going to vocational training centers. I believe that this transformation we have made regarding vocational training centers will have thrown the phrase 'I can't find the employee I'm looking for, no apprentice or journeyman is coming', voiced by the employer, into the dustbin of history. From now on, our small and medium-sized enterprises will be much better by focusing on their business in a much more qualified way and by subsidizing all their education processes by the state. I wish the best of luck to our country and our nation, for the contribution of this transformation and process to this point in the vocational education center, and for the 54 schools in 154 provinces and 154 districts that we will sign today.”

After the speeches, Minister of National Education Mahmut Özer and TOBB President Rifat Hisarcıklıoğlu signed the National Education Contribution Protocol.

“The best signature I ever made during my ministry”

During the signing ceremony, Minister Özer said, "This is the best signature I've ever made during the Ministry period." He made his evaluation and expressed his gratitude to Hisarcıklıoğlu and the chamber presidents who attended the ceremony.

“We will not interrupt face-to-face training due to the number of cases”

Minister of National Education Mahmut Özer also made a statement regarding the face-to-face start of the second semester in education on 7 February. Pointing out that the Kovid-19 epidemic caused unexpected economic and political transformations all over the world, Özer stated that no country was prepared for the Kovid-19 epidemic and that education was one of the sectors most affected by this process.

Explaining that education in Turkey has been continuing for about 1,5 years with distance education platforms and trying to be with the students in this way, Özer reminded that as of the 2021-2022 academic year, they have resolutely started face-to-face education at all levels, 5 days a week.

Noting that the first semester was concluded without any interruption and a two-week semester break was entered, Özer said that teachers and students made great sacrifices in this process, and that the students listened to the lessons and participated in the activities with masks every day for 5 months.

Pointing out that the teachers, who teach with masks 5 days a week, have made a great contribution to the successful continuation of the process, especially with the high vaccination rates, Mahmut Özer said, “Hopefully, on February 7, that is, on Monday, in 81 provinces, in all our districts, there will be hundreds of people at all grade levels from pre-school to high school. We will continue face-to-face education with the same determination. In other words, we will not interrupt face-to-face training due to the Omicron epidemic and the number of cases.” he said.

“The most sheltered places are educational institutions”

Minister Özer stated that different evaluations were made in the public regarding this issue and said: “We have shown that in the last 5 months, education institutions are the most protected places in a society, with all our parents, teachers and students. Schools are not only places of learning, but also places where the psychological, emotional and personal development of our youth and the generations that will shape our future take place. Therefore, I hope we will continue the second term with the same determination throughout Turkey on February 7th.”

“As TOBB, the total volume of all investments and supports we have made for education has reached 3 billion 587 million liras”
Speaking at the protocol signing ceremony, TOBB President Rifat Hisarcıklıoğlu said that they believe that education is the primary issue of the country and that they see the need to build new schools with this vision.

Hisarcıklıoğlu said, “As TOBB, the total volume of all investments and supports we have made for education has reached 3 billion 587 million liras.” said.

Hisarcıklıoğlu stated that they always complain about not finding qualified employees and that vocational training does not meet the needs, and said: “We wanted to increase the public-private sector cooperation in vocational education and strengthen the role of the private sector. Our dream, which has been on our agenda for 20 years, has come true. Thanks to our Honorable Minister Mahmut Özer, we have received both great support and important actions in this regard. In order to make vocational training attractive, we have implemented a first that was signed during his vice-ministerial term and which accelerated during his ministry. Together with our esteemed Minister, we started the reform movement in vocational education with the Protocol on Cooperation in Vocational Education, which we prepared together with our Ministry of National Education and TOBB ETU. Thus, we have made 81 vocational and technical Anatolian high schools in 116 provinces a door of hope and expertise for our youth. In LGS 2021, the occupancy rate in our schools within the scope of the Vocational Education Cooperation Protocol was 96 percent and this showed the success of schools in terms of being preferred.”

Stating that they signed the "Protocol on Contribution to National Education" as well as "My Profession, My Life, Work and Internship Program Protocol" at the ceremony, Hisarcıklıoğlu said, "In this context, Turkey's big companies are encouraged to benefit from this program, trainee students and graduates from vocational high schools and vocational training centers. We invite you to take it.” made its assessment.

Drawing attention to the importance of the signed protocols, Hisarcıklıoğlu said: “We are coming to the end of our 81 Schools in 81 Cities project, but we do not stop here. We are embarking on a new and larger business. We are taking action for 154 new schools in 154 districts. We are adding new schools to our 154 districts where our chambers and exchanges operate. Good luck and good luck to our districts.”

Hisarcıklıoğlu said that they have brought 153 educational facilities to the country so far, and that they will increase this number to 154 with 307 new schools whose protocols have been signed.
