There have been important developments in 3600 additional indicators that will affect the salaries and pensions of millions of civil servants and civil servant retirees. The Ministry of Labor and Social Security and Officer-Sen will meet this week and work on the drafts. While the regulation, which affects many occupational groups, is expected to be completed by the end of the year, some details of the drafts have emerged. Alternative drafts were prepared in the studies carried out by the Ministry of Labor. These drafts will be reduced to a single text after consultation with the parties. The first meeting will be between Vedat Bilgin, Minister of Labor and Social Security, and Memur-Sen executives this week.

With the gradual transition according to the drafts prepared, additional indicators will be prepared by taking into account the title of the staff, the importance of the task, the level of responsibility and the hierarchical structure. The study is handled and evaluated in a holistic study for the general public. In addition to a holistic score increase at the point of additional indicator increase, it is also aimed to determine the additional indicator ratios of the staff that will benefit from the additional indicator right for the first time.

3600 additional indicator regulations, which are closely related to millions of civil servants and retired civil servants; It will cover many professional groups, including police, nurses, religious officials. The arrangement is expected to be completed by the end of this year. Here are some of the innovations in the draft:

  • An additional indicator figure will be determined for civil servants working in the Auxiliary Services Class, which does not have an additional indicator, taking into account the educational status.
  • It is aimed to increase the additional indicator figure of the staff titled "Branch Manager" to 3600, taking into account the level of responsibility and hierarchical position.
  • The additional indicator of the personnel working as the assistant general manager in the public sector will increase up to 5300 or 6400. Here, the exact figure will be determined at the end of the studies.
  • It is foreseen that the additional indicator of the Heads of Departments of the Ministry will be 4800.
  • Additional indicators of university general secretaries, deputy general secretaries and university department heads are also rising.
  • Additional indicators of Metropolitan Municipality Inspection Board Manager, Metropolitan Municipality Deputy Secretary General, Head of Inspection Board, Deputy General Managers and Heads of Departments in Local Administrations and Affiliated and Related Institutions will increase.
  • The additional indicator will increase for those who enter the profession with a competitive exam and who are assigned at the end of a special proficiency exam after a certain period of in-service training. Thus, additional indicators of inspectors, supervisors and district governors will be increased.
  • Additional indicators of Ministry Provincial Directors, members of the Provincial Administrative Board, and other Ministry Provincial Directors, Ministry Regional Directors and deputy regional directors in Ankara, Istanbul and Izmir provinces will be held.

WHAT IS 3600 ADDITIONAL INDICATOR?

The additional indicator, which plays a major role in determining the monthly salaries of civil servants, the pensions they will receive after retirement and the retirement bonuses, is an important element. A high additional indicator means that the pension and retirement bonus will also be high. For this reason, civil servants want the additional indicator figures determined for the 1st degree positions of their titles to be high. Due to this situation, the raise rates or salary amounts of an officer with an additional indicator of 3600 and a civil servant with an additional indicator of 2500 will not be the same. For this reason, the excited wait for the 3600 additional indicator has been going on for a while. After the 3600 additional indicators come into effect, there will be an increase in the salaries of teachers, nurses, religious officials and police.

WILL RETIRED PEOPLE BENEFIT FROM 3600 ADDITIONAL INDICATORS?

One of the issues to be considered during the studies will be the scope of the additional indicator increase. Previously, a study was conducted to cover only 4-year university graduates and certain occupational groups. It will now be evaluated whether these criteria will change. If an increase is made according to the status, high school graduates will also benefit.

By increasing the additional indicators from 2200 to 3000 and 3600, the retirement bonuses and pensions of nearly 2 million policemen, teachers, nurses, religious officials and administrators will increase significantly.
