With the proposal, it is aimed to organize the appointments and professional development of teachers in charge of carrying out education and training services, as well as their progression in the career ladder.

According to the proposal, in which teaching is defined as "a special specialization profession that undertakes education and training and related management duties", teachers will be obliged to perform these duties in accordance with the aims and basic principles of Turkish national education and the ethical principles of the teaching profession. Working conditions of teachers will be arranged to achieve the objectives set for improving the quality of education. Preparation for the teaching profession will be provided with general culture, special field education and pedagogical formation / teaching profession knowledge. The teaching profession will be divided into three career steps as “teacher”, “expert teacher” and head teacher after the candidate teaching period.

The qualifications to be sought in teacher candidates in terms of general culture, special field education and pedagogical formation / teaching profession knowledge will be determined by the Ministry of National Education. Teachers will be selected from among the graduates of higher education institutions that train teachers and foreign higher education institutions whose equivalence is accepted.

Prospective teachers will graduate from higher education institutions determined by regulation, in addition to the conditions listed in the relevant article of the Civil Servants Law, in order to be appointed as a candidate teacher, without prejudice to the provisions in the special legislation. According to the Law on Security Investigation and Archive Research, security investigation and archive research, and success in the exams to be held by the Ministry of National Education and/or the Measurement, Selection and Placement Center Presidency will be sought.

The nomination period cannot be less than one year or more than two years. During this period, the place of duty of candidate teachers cannot be changed, except for necessity. Prospective teachers will be subjected to the Novice Teacher Training Program, which consists of training and practice. Candidate teachers who are successful as a result of the evaluation made by the Candidate Evaluation Commission at the end of the nomination process will be appointed to teaching.

Candidate teachers who are not found to have any of the qualifications to be appointed, those who lose any of the conditions for appointment during the candidacy period, those who are punished with a cut in salary or suspension of their progress in the candidacy process, those who do not participate in the Candidate Teacher Training Program for novice teachers without an excuse, and at the end of this program, Those who fail in the evaluation will be dismissed and they will not be taken into the teaching profession for 3 years.

According to the Civil Servants Law, those who have been appointed to the main civil service by removing their candidacy in accordance with the Civil Servants Law, among those who should be terminated from their duties, will be appointed to the staff with the title of civil servant in accordance with their earned right monthly degrees. The formation of the Candidate Teacher Training Program and the Candidate Evaluation Commission, which is the basis for the training of novice teachers during the candidacy process, and other procedures and principles regarding the novice teaching process will be regulated by a regulation.

Teaching career ladder

With the proposal, the teaching career steps are determined. Accordingly, those who have served at least 10 years in teaching, including candidate teaching, have completed the Specialist Teacher Training Program, which is not less than 180 hours for professional development, and the minimum studies foreseen for expert teaching in the fields of professional development, and the teachers who do not have the penalty to stop their progression, can be awarded the title of specialist teacher. can apply for the written exam. Those who score 70 and above in the written exam for the title of expert teacher will be considered successful. Those who are successful in the written exam will be given a specialist teacher certificate.

Among the specialist teachers who have at least 10 years of service in specialist teaching and who are not punished for stopping their progression, those who have completed the Head Teacher Training Program organized for not less than 240 hours for professional development and who have completed the studies foreseen for the head teacher in the fields of professional development can apply for the written exam for the title of head teacher. Those who score 70 and above in the written exam will be considered successful. Those who are successful in the written exam will be given a head teacher certificate.

Those who have completed their master's education and those who have completed the doctorate education required for the title of specialist teacher will be exempted from the written exam for the title of head teacher.

The periods spent in educational institution management and contracted teaching will be taken into account in the calculation of the teaching period.

The title of teacher will be used from the date on which the appointment to this task is approved by the supervisor authorized to appoint, and the title of expert teacher or head teacher will be used from the date of issue of the expert teacher/head teacher certificate. Teachers who change their field after gaining the title of specialist teacher or head teacher, or whose field has been removed or whose field has been changed by relevant regulations, will continue to use the titles they have earned.

Those who receive the title of specialist teacher or head teacher will be awarded a degree separately for each title. Those who have been sentenced to stop their progression will be able to apply for the title of expert teacher or head teacher after their punishment is deleted from their personnel file. The procedures and principles regarding the advancement in the career steps of the teaching profession will be regulated by regulation.

Additional indicators and compensations

In cases where there is no provision in the proposal, the provisions of the Primary Education and Education Law, the Civil Servants Law, the National Education Basic Law and other laws that do not conflict with this regulation will be applied.

With the amendment made in the Civil Servants Law, the education and training compensation of those who have the title of expert teacher and head teacher is being improved. The education compensation paid to specialist teachers is increased from 20 percent to 60 percent, and the education compensation paid to head teachers is increased from 40 percent to 120 percent.

The additional indicators of teachers working in the first degree staff are increased to 3600. In terms of teachers with other degrees, it is envisaged that adjustments will be made according to this increase. The additional indicator will be 3000 for teachers in the second grade and 2200 for those in the third grade, while 1600 for the fourth grade, 1300 for the fifth grade, 1150 for the sixth grade, 950 for the seventh grade and 850 for the eighth grade. This article will enter into force on January 15, 2023.

With the amendment made in the relevant article of the Decree-Law on Institutions Providing Private Accommodation Services and Some Regulations, it is envisaged that contracted teachers will be allowed to relocate depending on their life safety and health excuses.

Since the issues related to teaching and the qualifications and selection of teachers are regulated with this proposal, the relevant articles of the National Education Basic Law are repealed.

Those who have the title of expert teacher and head teacher at the time of publication will benefit from this regulation.

After the commission's work was completed, Deputy Minister of National Education Sadri Şensoy thanked the participants for their valuable ideas and contributions on the Teaching Profession Law Proposal on behalf of the Ministry.

Şensoy, who gave some information to the commission, said, “We have about 850 thousand classes, we have a branch. 53 percent of this consists of students 25 and below, 18,5 percent consists of students between 26 and 30, and 15 percent consists of students between 31 and 35. This topic has just passed, 'there are at least 37 to 57 students.' it was said. That way we have a point.” said.

Reminding the criticisms about the low number of articles in the bill, Şensoy said that some issues that are not mentioned here are included in the Civil Servants Law.

Expressing that family unity was also mentioned in the speeches, Şensoy said, “If both spouses are permanent staff, there is no problem, so this happens with apology appointments, but if one of the spouses is contracted and the other is permanent, the permanent spouse can be assigned to the contracted place; only here, the contracted person cannot switch to where his permanent wife is, but if both are contracted, there is no transition regarding this at the moment.” he said.
