Mayor of Izmir Metropolitan Municipality Tunç Soyersigned a contract with Gülermak Company for the Buca Metro, which is the 5th stage of the light rail system in İzmir. A contract was signed with the Gülermak company, which won the tender for the construction of the Buca Metro, which will serve between Üçyol Station and Çamlıkule, which is the 5th stage of the İzmir Light Rail system. 4 MAIN PRINCIPLES IN TRANSPORTATION

Since the day I took office, our struggle in public transportation, which is the lifeblood of our lives in Izmir, is great. For this reason, we have made and will continue to make our biggest investments in transportation. Izmir's public transportation policy consists of four main principles: To create a transportation system that is affordable for the citizens, efficient for our municipality, comfortable for the passengers and sustainable for the nature. The method for this is to support a rail-based transportation network with new generation buses, sea transportation and safe bicycle lanes.”

IZMIR'S BIGGEST INVESTMENT

Explaining that they have brought an investment of 490 million Euros in total to İzmir, Soyer said, “Undoubtedly, the most important pillar of this action plan is the rail systems with low operating costs. While the cost per passenger of our metro lines is 2.85 liras, this figure is 9 liras for rubber-wheeled transportation. For this reason, we put the development of Izmir's metro network at the center of our work program. And finally… We are here today for the signing ceremony of the Buca Metro, the biggest investment in İzmir's history. We sign the construction contract with the company that won the international tender process. Buca Metro, for which we have provided an infrastructure investment loan of 490 million Euros without a Treasury guarantee, will give a great breath to the traffic of our city with its 13.5 kilometers length and 11 stations. This line will carry 400.000 citizens every day comfortably, without carbon emission and without creating noise. It will save our city financially. After long and arduous negotiations, we formed an international consortium for the Buca Metro. Since we see the issue as the common interest of Izmir, we have developed transparent and open relations with everyone involved in the process without any political concerns. As a result, we convinced all our stakeholders in Turkey and around the world: İzmir is capable of completing one of the biggest investments in Europe, the Buca Metro. The low interest rate, the length of the grace period and the maturity of our syndicated loan agreement, led by the European Development Bank EBRD, provided İzmir with unique advantages. Thus, we obtained one of the cheapest investment loans possible for İzmir. We brought a total of 490 million Euros of international investment from four different banks to Izmir for the Buca Metro, which will be built entirely by the Izmir Metropolitan Municipality with its own resources.

EMPLOYMENT FOR YOUTH

Soyer announced that they will also focus on youth employment. Soyer said, “I would like to remind you that this investment, which İzmir deserves so much, provides new job opportunities and food for thousands of our young people. Buca Metro is not only a transportation project, but also a lever that grows İzmir's economy in this difficult period. As a matter of fact, we are realizing this vision by requiring the employment of young engineers in the construction of the Buca Metro, as in the Çiğli Tramway. Moreover, thanks to the Buca Metro and our other major investments, the welfare of not only those working in the project, but also the tradesmen, manufacturing and service sectors in the region will increase. As a result of bringing together an investment of billions of liras with İzmir, all sectors of our city will come to life. We held the first stage of the Üçyol – Buca Metro Project Construction international tender in May 2021. In the tender, in which 14 firms submitted bids, 13 firms were invited to submit their financial offers as a result of the commission evaluation. Eight companies participated in the tender, the final stage of which was held on September 6, 2021. The second stage offers submitted by the companies were evaluated by the tender commission, and the final evaluation report was sent to the European Bank for Reconstruction and Development (EBRD) for approval in accordance with international tender legislation. The report prepared by the tender commission as a result of the independent expert audit conducted by the Bank was approved by the EBRD. Thus, it was decided to have the Buca Metro built by Gülermak Ağır Sanayi İnşaat ve Taahhüt AŞ, with which we will sign the contract today, for a cost of 8 billion 3 million 921 thousand TL. Our MetroÜçyol will serve between Dokuz Eylül University Tınaztepe Campus and Çamlıkule. Buca Metro is the first uninterrupted transportation corridor connecting the Izmir coast to the interior. It is the first major investment that cuts the main transportation axes parallel to the bay due to the geographical location of our city. Therefore, it is a historical project not only in terms of budget size, but also in terms of physical development of İzmir. Thanks to this investment, each of our citizens in Buca will be able to reach the Gulf without any traffic obstacles. I would like to give you the good news in advance, my young brothers from Izmir, who will connect the metro line, Üçyol, Zafertepe, Bozyaka, General Asım Gündüz, Şirinyer, Buca Municipality, Kasaplar, Hasanağa Bahçesi, Dokuz Eylül University, Buca Koop and Çamlıkule stations.”

NEW PAGE IN IZMIR HISTORY

Explaining that the access to the gulf coast has decreased to 12 minutes, Soyer said, “The access time to the gulf coast from Dokuz Eylul University Buca Campus is reduced to 12 minutes with the Buca Metro. This city is yours. Live Izmir as you wish! Ibn Khaldun said that geography is destiny… Buca Metro will change this destiny. It will open a new page in the history of Izmir. Making a statement for the groundbreaking ceremony, which was decided to be held on February 14, President Soyer said, “We are throwing it on February 14 to show our love for our Izmir.”

KILIÇ: WE WITNESS THE MOMENT OF HISTORY

Buca Mayor Erhan Kılıç said that they witnessed a historical moment and said, “Today we will witness a historical moment together. It will revive our city and ease our traffic. The traffic load of our Buca, which has more than many other provinces of Turkey, has increased. Although the city has an important place in tourism with its urban texture and nature, the city traffic has prevented this. The realization of this metro line is of great importance to us. Traffic will no longer be a problem for us. Our district, which has been the most naive host to railway transportation in its history, also has a cultural value. The metro, which will consist of 11 stations in Buca and cost 1 million Euros, will add value to our city. Our Bucamiz feels the support of IMM more than ever before. Buca bus station connection is also very important. Izmir's traffic load will also be a great relief. For one of the biggest responsibilities of local governments, it creates its resources in the most accurate and efficient way. Thanks to the support of IMM, it has been an important step for the cleaning revolution that has not been realized in Buca for years. Tunç President gave us 28 cleaning tools. The intensity of precipitation as a result of the climate crisis is increasing. In an important step, Kocaga Creek Improvement Project is being carried out. Thanks to this project, Buca will no longer be a flooded city. We owe our thanks to the President Tunç.”
