General Manager of Land Registry and Cadastre, Mehmet Zeki Adlı, stated that they started the Electronic Identity Verification System (EKDS) last year in order to prevent forgery in the land registry faster, thus avoiding the 35 million lira loss.

Mehmet Zeki Adlı, General Manager of Land Registry and Cadastre at the Ministry of Environment, Urbanization and Climate Change, stated that the Electronic Identity Verification System is a system coordinated by the Ministry's General Directorate of Population and Citizenship Affairs and has just begun to be used in Turkey.

Adlı stated that there are three types of forgery in the title deed in Turkey, namely "false identity", "false power of attorney" and "false inheritance documents", and stressed that as one of the institutions that use technology best, they follow these three forgery methods through the new system and do not receive documents by hand. . He gave the following information:

“We no longer want photographs in the land registry offices. The person enters the ID numbers from the system, that's enough for us. We confirm the information from the system of the General Directorate of Population and Citizenship Affairs (MERNIS) with the Turkish Identity Document. Electronic Authentication System is also a part of it. We confirm the information of the person, but we use the Electronic Authentication System to determine whether the information on the ID he brings is correct. The moment you take a fingerprint with the authentication system, it is compared with the fingerprint in the population, and whether there is a tampering with the identity is detected. By tampering with the identity, we prevent forgery.”

25-30 Fraud Incident Caught

Stating that they are working in partnership with the General Directorate of Population and Citizenship Affairs for this system, Adlı explained that the pilot applications started last year in Yenimahalle Land Registry Directorate, Çankaya Land Registry Directorate and Keçiören Land Registry Directorate continue successfully. “When we see that we have achieved successful results in the Keçiören, Yenimahalle and Çankaya Land Registry offices, we are working for the continuation. We will start to expand this system in land registry offices throughout Turkey. In the first stage, we will purchase around 2 POS devices. We will set this up especially in our directorates with a high transaction load. With the implementation of this method, fraudsters cannot come. He knows that when he prints his fingerprint, it will be confirmed and revealed whether that fingerprint belongs to him. Despite this, there were 25-30 fraud cases, but we caught all of them with this system.

Adlı stated that notary publics will also switch to the Electronic Verification System in the near future, adding that this will prevent forgery in the notary public and that forgeries made through power of attorney will be greatly reduced.

Adlı stated that they did not take the documents of inheritance in the title deed, but they took them from the court or notary public, and that with the widespread use of the Electronic Verification System, they would narrow the field of forgery and said, “With this system, we prevented 35 million profits. We do not take any manual transactions at the land registry offices. We confirm the necessary information with the relevant institutions. We don't even want the signature circular on trading companies. We run many things through the system. The duty of a state is to facilitate the work of its citizens. We are fulfilling that.” he said.
