With the Hope Houses Project, implemented by the Ministry of Family and Social Services, disabled people live in detached houses or apartments and mingle with the society.
The Ministry provides family-oriented, family-priority social services to children, the disabled and the elderly. While all social and economic support policies are carried out with a “family-oriented” strategy, social services for families and the community are offered under a single roof with a holistic approach in order to protect and strengthen the family. In this context, if the elderly, child or disabled individual has a family and it is possible to support it with his/her family, it is aimed to provide support there first.
Within the scope of the family-oriented service for the disabled, support is provided to both the disabled person and the caregiver, if the disabled person has a family and can live with the family. Disabled people are supported with home care assistance, day care and community-based services. In addition to these services, institutional care services are also offered to those who need institutional care.
Approximately 536 people are given home care assistance.
On the other hand, the Home Care Assistance service, which came into effect in 2006, contributes to disabled individuals in need of care. This assistance covers severely disabled or fully dependent individuals who need care and are in economic deprivation.
In order to benefit from the assistance, it is required that the average monthly income per person in the household is less than two-thirds of the minimum wage.
Within the scope of the regulation on the disability health board report, the phrase "severely disabled" or "fully dependent" is included in the disability health board report issued for those over the age of 18, "Advanced" or "Very advanced" in the disability health board report issued for those under the age of 18. ”, “Special ÖGV” and “There is a Requirement for Special Conditions-ÖKGV” statements must be included.
For the second six-month period of 2021, home care assistance is paid as 1797 lira per person, while home care assistance is given to approximately 536 people as of today.
152 people benefit from 843 Hope Houses
With the "Hope House" application within the scope of the Home Type Social Service Unit, disabled people are allowed to live in detached houses or apartments and actively participate in social life in order to integrate them with the society they live in.
It is envisaged that there will be a need for institutional care as a condition of benefiting from the Hope House. Within the scope of the Hope House application, which was started in İzmir in 2008, 4 to 6 disabled people are cared for in a home environment under the supervision of professional personnel in these houses, which are also defined as the Home Type Social Service Unit.
With the Hope House service model, which aims the active participation of disabled people in community life, 152 disabled people benefit from 843 Hope Houses across Turkey.
