Change in TCDD Personnel Promotion and Title Change Regulation

The Promotion and Change of Title of the Personnel of the General Directorate of State Railways of the Republic of Turkey was published in the Official Gazette.

REGULATIONS

Republic of Turkey General Directorate of State Railways of Business:

REPUBLIC OF TURKEY STATE RAILWAYS MANAGEMENT GENERAL DIRECTORATE STAFF RISING AND CHANGE REGULATION ON TITLE CHANGE

ARTICLE 1 – Subparagraphs (a) and (ı) of the first paragraph of Article 25 of the Regulation on Promotion and Change of Title of the Personnel of the General Directorate of State Railways of the Republic of Turkey published in the Official Gazette dated 12/2017/30281 and numbered 4 have been amended as follows.

“a) Sub-task: Duties within the lower hierarchy within the framework of hierarchical levels included in Article 10 of the Presidential Decree on the Presidential Organization No. 7 published in the Official Gazette dated 2018/30474/1 and numbered 509,

“ı) Higher duty: Duties within the higher hierarchy within the framework of hierarchical levels in Article 1 of the Presidential Decree No. 509,”

ARTICLE 2 – The phrase “engineer” has been added to the sub-clause (5) of the first paragraph of Article 2 of the same Regulation, and the phrase “engineer” in the sub-clause (5) of the (d) subparagraph has been abolished.

ARTICLE 3 - Article 8 of the same Regulation has been amended as follows.

“ARTICLE 8 – (1) The special conditions to be sought in the appointments to the staff and positions within the scope of this Regulation as a result of the promotion exam are stated below:

a) Project manager;

1) Having four years of technical higher education,

2) To have served as Chief Engineer for at least two years.

b) Branch manager;

1) To have four-year higher education,

2) Chief Engineer, Architect (Chief Architect), Doctor, Dentist, Chief Controller; Having worked in a single title or in more than one title for at least one year in total, or in the titles of Controller, Assistant Manager (Assistant Branch Manager, Assistant Accounting Manager, Personnel and Administrative Affairs/Human Resources Assistant Manager), Expert; Having served at least two years in total, in a single title or in more than one title, or for a total of at least eight years, in a single title or in more than one title, in the titles subject to title change, given by education at the Chief position or undergraduate level ,

3) Repartitor (Headrepartitor), expert titles; Having served at least one year in total, in a single title or in more than one title, or at least three years in total, in a single title or in more than one title in titles of technical chief, chief, or at the title of teacher, technician, chief technician or undergraduate level Having served in a single title or in more than one title in the titles included in the positions subject to title change granted by education for at least five years in total,

4) In-service training (Railway Modernization Projects for Railway Modernization Department Branch Offices, Railway Construction Projects for Railway Construction Department Branch Offices, Railway Maintenance Department and Organizations Management for Railway Maintenance Department Branch Offices, Support Services Management for Support Services Department Branch Offices, Accounting Financial Affairs Management for the Department of Finance and Finance, Real Estate Management for the Real Estate Department, Survey and Project Works Management for the Survey Project Department, Port and Ferry Management for the Port and Ferry Management Department, Purchasing and Stock Control Department Branch Purchasing and Stock Control Management for Departments, Investment Planning and Strategy Management for Strategy Development Departments, Information Technologies for Information Technologies Department, Traffic and Station Management for Traffic and Station Management Departments, Nations International Relations, Organizations and European Union for the Branch Offices of the International Relations Department, Human Resources Management for the Human Resources Department Branch Offices, Capacity Management for the Capacity Management Department Branch Offices, Legislation for the Legal Counseling Legislation Branch, Litigation for the Litigation and Administrative Affairs Branch Office To be successful in the course/training (R&D management for the Department of Follow-up, Research and Development Department, Educational Management for the Department of Education Branch Offices),

ç) Expert (in legal units);

1) To have served for at least eleven years and to have served as Chief (Office chief) for at least five years, or

2) Having at least seven years of service for law school graduates,

d) Chief Engineer;

1) Having served as an engineer for at least eight years,

e) Chief Technician;

1) Surveillance, in the title of technician; Having served in a single title or in more than one title for at least ten years for graduates of technical education equivalent to high school, and at least six years for graduates of technical college or faculty,

f) Chief (Office chief);

1) Having served in the position of controller, technical chief or,

2) To have at least two years of college degree,

3) To have at least seven years of service for two or three-year college graduates, and at least five years for four-year college or faculty graduates,

4) To have served in the title of Repartitor or to have served at least three years as a Civil Servant,

g) Fire chief;

1) To be a graduate of at least a high school or equivalent school for those who took office on 18/4/1999, and at least a two-year college for others,

2) Having served at least seven years in the title of Firefighter (Firefighter),

ğ) Officer, dispatcher, guard and security officer, train dispatcher, pointer (pointer, port pointer), driver, data preparation and control operator, cashier;

1) Being a graduate of at least high school equivalent school,

h) Service manager (Railway Maintenance);

1) Graduates of Engineering faculties, Civil, Mapping, Machinery, Geology, Metallurgy, Electricity, Electric-Electronics, Electronics, Electronics and Communication departments or other departments equivalent to these departments,

2) Having served at least one year in the title of Assistant Service Manager (Road/Railroad Maintenance/Facilities),

ı) Deputy service manager (Railway Maintenance);

1) Graduates of Engineering Faculties, Civil, Machinery, Map, Geology, Metallurgy, Electricity, Electric-Electronics, Electronics, Electronics and Communication, Physics departments or other departments equivalent to these departments,

2) Having served as Chief Engineer for at least two years,

3) To be successful in the Railway Maintenance Department and Organizations Management Course,

4) Having worked in a single title or in more than one title as Chief Controller (Road/Facilities Chief Controller), controller (Road/Railroad Maintenance/Facilities/EST Maintenance Controller), manager (Road/Railroad Maintenance Manager) for at least two years in total. and those who have completed at least four years of higher education, the conditions specified in sub-clauses (1) and (2) of this paragraph are not sought,

i) Controller (Road Maintenance Controller);

1) To be a graduate of at least two years of higher education,

2) Having served at least three years in total, either in a single title or in more than one title, under the title of Technical Chief (Road Branch Chief, Road Section/Road Maintenance Repair/Road Maintenance Chief),

j) Controller (EST Maintenance Controller);

1) To have at least two years of college degree,

2) Having served at least three years as a technical chief (Plants/EST Maintenance Chief),

k) Manager (Factory Group Manager);

1) Graduates of engineering faculties (for Çankırı Scissor Factory; Electrical, Electronics, Electrical-Electronics, Machinery, Metallurgy, Rail Systems, Mechatronics, Industry, for other factories; Construction Machinery, Industry, Metallurgy) or other departments equivalent to these departments be,

2) To have served as Chief Engineer or to have served as an engineer for at least five years,

3) To be successful in the Railway Maintenance Department and Organizations Management Course,

l) Manager (Mechanical Workshop Manager);

1) To graduate from the Mechanical, Electrical-Electronics, Electronics, Electrical, Mechatronics, Metallurgy departments of engineering faculties or other departments that are equivalent to these departments,

2) To have served at least two years in total, either in a single title or in more than one title, in the title of Deputy Director (Mechanical Workshop Deputy Director), or at least five years in the title of Engineer,

3) To be successful in the Railway Maintenance Department and Organizations Management Course,

m) Deputy Director (Mechanical Workshop Deputy Director);

1) Graduates of Engineering Faculties, Mechanical, Electrical-Electronics, Electronics, Electrical, Mechatronics, Metallurgy departments or other departments equivalent to these departments,

2) Having served as an engineer for at least three years,

3) To be successful in the Railway Maintenance Department and Organizations Management Course,

n) Manager (Railroad Maintenance Manager);

1) Graduates of Engineering faculties, Civil, Machinery, Map, Geology, Metallurgy, Electricity, Electric-Electronics, Electronics, Electronics and Communication, Physics departments or other departments equivalent to these departments,

2) Having served as an engineer for at least five years,

3) To be successful in the Railway Maintenance Department and Organizations Management Course,

4) Technical chief (Road Branch Chief, Facilities/EST Maintenance Chief, Road Section/Road Maintenance Repair/Road Maintenance Chief, Bridges Chief, Application Chief, Welding Chief) in a single title or in more than one title, at least five in total. The conditions specified in sub-clauses (1) and (2) of this subclause are not sought for those who have served for a year and have completed at least four years of higher education,

o) Technical chief (Road Maintenance Chief);

1) To be at least a high school equivalent technical school for those who took office on 18/4/1999, and to be a graduate of at least two years of college for others,

2) Having served at least seven years for graduates of technical education equivalent to high school, at least five years for graduates of two-year technical colleges, and at least three years for graduates of four-year college or faculty,

3) To be successful in the Preparation of Middle Level Technical Staff for the Road or the Preparation of the Road Section Chief, or the Road Technical Staff or the Road Engineers Basic or Railway Maintenance Technical Staff (Road) course,

ö) Technical chief (EST Maintenance Chief);

1) To be at least a high school equivalent technical school for those who took office on 18/4/1999, and to be a graduate of at least two years of college for others,

2) Having served at least seven years for graduates of technical education equivalent to high school, at least five years for graduates of two-year technical colleges, and at least three years for graduates of four-year college or faculty,

3) To be successful in Facilities Supervisor/EST Maintenance Preparation (Electrification), Signaling and Telecommunication Departments for Facilities Supervisor/EST Maintenance Supervisor Preparation (Signaling and/or Telecommunications) course or Railway Maintenance Technical Staff (EST) course/training for those who will be assigned to electrification units ,

p) Technical chief (Bridges Chief);

1) At least a technical school equivalent to high school for those who took office on 18/4/1999, and at least two-year technical college or faculties for others; To graduate from construction programs,

2) Having served at least seven years for graduates of technical education equivalent to high school, at least five years for graduates of two-year technical colleges, and at least three years for graduates of four-year college or faculty,

3) To be successful in Bridge Crew Chief Preparation Course or Bridge Crew Chief, Bridges Supervisor course or Road Engineers Basic course,

r) Technical chief (Application Chief);

1) At least a technical school equivalent to high school for those who took office on 18/4/1999, and at least two-year technical college or faculties for others; To graduate from Cadastre, Map departments or other departments that are equivalent to these departments,

2) Having served at least seven years for graduates of technical education equivalent to high school, at least five years for graduates of two-year technical colleges, and at least three years for graduates of four-year college or faculty,

3) To be successful in the Preparation of Middle Level Technical Staff for the Road or the Preparation of the Road Section Chief, or the Road Technical Staff or the Road Engineers Basic or Railway Maintenance Technical Staff (Road) course,

s) Technical chief (Welding Chief);

1) At least a technical school equivalent to high school for those who took office on 18/4/1999, and at least two-year technical college or faculties for others; To graduate from Metallurgy, Machinery, Electricity departments or other departments equivalent to these departments,

2) Having served at least seven years for graduates of technical education equivalent to high school, at least five years for graduates of two-year technical colleges, and at least three years for graduates of four-year college or faculty,

3) To be successful in the Preparation of Middle Level Technical Staff for the Road or the Preparation of the Road Section Chief, or the Road Technical Staff or the Road Engineers Basic or Railway Maintenance Technical Staff (Road) course,

ş) Technical chief (Agricultural Chief);

1) To be at least a high school equivalent technical school for those who took office on 18/4/1999, and to be a graduate of at least two years of college for others,

2) To have at least seven years of service for graduates of technical education equivalent to high school, at least five years for graduates of two or three-year colleges, and at least three years for graduates of four-year college or faculty,

t) Surveillance (Road Surveillance);

1) To graduate from the Road, Infrastructure, Superstructure, Construction, Building, Building Painting, Map, Cadastre, Geotechnical departments of at least high school equivalent technical schools or other departments that are equivalent to these departments, or,

2) To have served as a Civil Servant (Line Maintenance and Repair Officer) as a graduate of at least a high school equivalent technical school,

u) Surveillance (EST Surveillance);

1) To graduate from the Electrical, Electronics, Telecommunication, Communication, Computer, Mechatronics departments of at least high school equivalent technical schools or other departments that are equivalent to these departments, or,

2) To have served as a Civil Servant (Line Maintenance and Repair Officer) as a graduate of at least a high school equivalent technical school,

ü) Officer (Line Maintenance and Repair Officer);

1) Being a graduate of at least high school equivalent school,

2) Having served as assistant technician (Road Sergeant), officer (Road and Gate Control Officer),

v) Officer (Road and Gate Control Officer);

1) To be graduated from at least high school equivalent technical school,

y) Civil Servant (Agricultural Officer);

1) Having served in the title of assistant technician (Agricultural Sergeant), or,

2) Being a graduate of at least high school equivalent school,

z) Service manager (Railroad Modernization);

1) Graduates of Engineering Faculties from Civil, Map, Machinery, Geology, Metallurgy, Electricity, Electric-Electronics, Electronics, Electronics and Communication, Industry, Computer, Control, Telecommunication departments or other departments equivalent to these departments,

2) Having served at least one year in the title of Assistant Service Manager (Facilities/Road/Railroad Maintenance/Railroad Modernization),

aa) Deputy Director of Service (Railroad Modernization);

1) Graduates of Engineering Faculties, Civil, Map, Machinery, Geology, Metallurgy, Electricity, Electric-Electronics, Electronics, Electronics and Communication, Industry, Computer, Control, Telecommunication, Physics departments or other departments equivalent to these departments,

2) Having worked as a Manager (Road/Railroad Maintenance and Repair Manager), controller (Facilities/Road Controller), chief engineer in a single title or in more than one title, for at least two years in total, or at least five years as an engineer,

bb) Service manager (Traffic and Station Management);

1) To have four-year higher education,

2) Having served at least one year in the title of Assistant Service Manager (Traffic/Traffic and Station Management),

cc) Deputy service manager (Traffic and Station Management);

1) To have four-year higher education,

2) Having served as Chief Controller (Motion Controller), controller (Motion Controller),

çç) Manager (Traffic Management Center Manager);

1) To have four-year higher education,

2) Having served at least three years in the title of Chief Controller (Traffic Controller) or at least six years in the title of controller (Traffic Controller),

dd) Director (Station Manager);

1) To have four-year higher education,

2) Having served as Chief Controller (Motion Chief Controller), controller (Motion Controller), at least two years as chief controller (Traffic Chief Controller), in a single title or in more than one title as station chief, assistant manager (Assistant Station Manager) Having served at least three years in total or at least five years as a controller (Traffic Controller),

ee) Chief Controller (Traffic Chief Controller);

1) To have four-year higher education,

2) Having served as a Controller (Traffic Controller) for at least three years,

ff) Station chief;

1) To have at least two years of higher education,

2) Having served at least one year as a station chief,

gg) Controller (Traffic Controller);

1) To have at least two years of higher education,

2) To have served at least one year in the title of station chief, or at least five years in total, including in a single title or in more than one title,

3) To be successful in Dispatcher or Traffic Controller Course/Training,

ğğ) Station chief;

1) To be a graduate of at least high school for those who took office on 18/4/1999, and at least two years of college for others,

2) In the title of dispatcher; Having served at least three years for high school or equivalent school graduates, at least two years for two or three-year college graduates, and at least one year for four-year college or faculty graduates,

hh) Service manager (Capacity Management);

1) To have four-year higher education,

2) Having served at least one year in the title of Assistant Service Manager (Traffic/Traffic and Station Management/Capacity),

ii) Deputy service manager (Capacity Management);

1) To have four-year higher education,

2) Having served at least one year in total, in a single title or in more than one title, in the titles of Chief (Motion Area Supervisor), chief controller (Motion Chief Controller), controller (Motion Controller), or at least two years as Controller (Regional Controller) or having served as Chief (Business Chief) for at least five years,

ii) Service Manager (Real Estate);

1) To have four-year higher education,

2) At least one year in the title of Assistant Service Manager (Real Estate), or at least two years in total, including in a single title or in more than one title, in the titles of chief engineer, chief architect, or engineer (master engineer), engineer (Civil, Map, Machinery, Electric, Electronics, Electrical/Electronics, Geology), architect, city planner in a single title or in more than one title, at least three years in total,

jj) Deputy service manager (Real Estate);

1) To have four-year higher education,

2) At least two years in total, in the titles of chief engineer, chief architect, in a single title or in more than one title, or assistant manager (Deputy Branch Manager), specialist, engineer (high engineer), engineer (Civil, Map, Machinery, Electric, Electronic, Electrical/Electronics, Geology), architect, city planner in a single title or in more than one title in total, or at least three years in total, or in a single title as technical chief (Real Estate Chief, Regional Section Chief), Chief (Lease Chief). Having served in more than one title in total for at least four years,

kk) Technical chief (Real Estate Chief, Regional Section Chief);

1) To be a graduate of at least a high school equivalent technical school for those who took office in the Undertaking on 18/4/1999, and at least two-year technical school graduates for others,

2) To have at least nine years of service for graduates of technical education equivalent to high school, at least seven years for graduates of two or three-year technical colleges, and at least five years for graduates of four-year technical college or faculty,

ll) Chief (Lease Chief);

1) To be a graduate of at least high school for those who took office on 18/4/1999, and at least two years of college for others,

2) To have at least nine years of service for high school graduates or equivalent, at least seven years for two or three-year college graduates, and at least five years for four-year college or faculty graduates,

mm) Service manager (Human Resources);

1) To have four-year higher education,

2) Having served at least one year in the title of Assistant Service Manager (Personnel and Administrative Affairs/Human Resources),

nn) Assistant Service Manager (Human Resources);

1) To have four-year higher education,

2) Assistant Manager (Deputy Branch Manager, Factory Personnel and Administrative Affairs/Assistant Human Resources Manager, Port Personnel and Administrative Affairs/Human Resources Assistant Manager), having served in the title of expert or in positions subject to title change, or Chief (Personnel Having served at least one year in the title of Chief) or three years in other titles,

3) To be successful in the Human Resources Management course,

oo) Manager (Factory Human Resources Manager, Port Human Resources Manager);

1) To have four-year higher education,

2) To have served as assistant manager (Deputy Branch Manager), specialist, assistant manager (Factory Personnel and Administrative Affairs/Human Resources Assistant Manager, Port Personnel and Administrative Affairs/Human Resources Assistant Manager) or at least as Chief (Personnel Chief). to have served for one year or at least three years in other chief positions,

3) To be successful in the Human Resources Management course,

Öö) Deputy Manager (Factory Human Resources Assistant Manager, Port Human Resources Assistant Manager);

1) To have four-year higher education,

2) Having at least seven years of service,

3) Having served as a Specialist, Chief (Personnel Chief, Office Chief),

4) To be successful in the Human Resources Management course,

pp) Chief (Chief of Staff);

1) To have at least two years of college degree,

2) Having served at least one year as Chief (Office Chief),

3) To be successful in the Human Resources Management course,

rr) Chief (Training Chief);

1) Having served as Chief (Educational Program Supervisor), or,

2) To have at least two years of higher education,

3) Having served at least one year as Chief (Office Chief),

4) To be successful in the Education Programming course,

ss) Service manager (Accounting and Finance);

1) To have four-year higher education,

2) Having served at least one year in total, in a single title or in more than one title, in the title of Deputy Head of Financial Affairs, Deputy Director of Service (Financial Affairs / Accounting and Finance),

şş) Assistant Service Manager (Accounting and Finance);

1) To have four-year higher education,

2) At least one year in total, including central financial affairs assistant manager, assistant manager (Assistant Accounting Manager, Assistant Branch Manager), expert, or in a single title or in more than one title as chief (Financial Affairs Chief), or other Having served in the titles of chief for three years,

3) To be successful in the Financial Affairs Management Course,

tt) To be appointed to the positions of Manager (Accounting Manager);

1) To have four-year higher education,

2) To have served in the title of Assistant Manager (Assistant Branch Manager, Assistant Accounting Manager), expert or to have worked for at least one year in the title of Chief (Chief of Financial Affairs) or three years in titles of other chief positions,

3) To be successful in the Financial Affairs Management Course,

uu) Deputy Director (Assistant Accountant);

1) To have at least nine years of service for two or three-year college graduates, and at least seven years for four-year college or faculty graduates,

2) To have served at least one year as Chief (Financial Affairs Chief) or to have served at least three years as Chief (Office Chief),

3) To be successful in the Financial Affairs Management course/training,

ü) Chief (Chief of Financial Affairs);

1) To have at least two years of college degree,

2) Having served at least one year in the title of Chief (Office Chief) or at least two years in the title of Chief (Chairman of the Cashier),

3) To be successful in the Financial Affairs Management course/training,

vv) Chief (Chairman of the Cashier);

1) To have at least two years of college degree,

2) To have at least seven years of service for two or three-year college graduates, and at least five years for four-year college or faculty graduates,

3) Having served at least four years in the title of cashier or at least two years in the title of cashier (Prime Treasurer),

yy) Service manager (Purchasing and Stock Control);

1) To have four-year higher education,

2) Having served at least one year in the title of assistant service manager (Materials/Purchasing and Stock Control) or at least two years in the title of chief engineer,

zz) Deputy service manager (Purchasing and Stock Control);

1) To have four-year higher education,

2) Having served as Chief Engineer, Assistant Manager (Delivery and Shipping Assistant Manager, Main Supply Center Assistant Manager) or having at least a total of at least one title as Deputy Manager (Assistant Branch Manager), specialist, engineer, or more than one title. to have worked for two years or at least three years in the title of Chief (Office Chief), Technician,

3) To be successful in the Purchasing and Inventory Control Management course,

aaa) Service manager (Support Services);

1) To have four-year higher education,

2) Having served at least one year in the title of Assistant Service Manager (Support Services),

bbb) Deputy service manager (Support Services);

1) To have four-year higher education,

2) Having worked in the titles of assistant manager, specialist in a single title or in more than one title for at least one year in total, or in the titles of protection and security chief, deputy protection and security chief, chief, technical chief, technician or with undergraduate education. Having served in a single title or in more than one title in the titles included in the positions subject to title change for at least three years in total,

3) To be successful in the Support Services Management course/training,

ccc) Civil defense expert;

1) To have four-year higher education,

2) Having served in the title of assistant manager, expert in a single title or in more than one title, for a total of two years,

ççç) Director (Crechery Manager);

1) To have four-year higher education,

2) Having served in assistant manager, expert positions or in chief positions, child educator (Child Development and Educator) in a single title or in more than one title in total, for a total of at least three years, or among positions subject to title change, which is given by education at undergraduate level. Having served at least eight years in the field titles,

3) To be successful in the Support Services Management course,

ddd) Protection and security manager (Centre);

1) To have four-year higher education,

2) Having served two years in the title of deputy protection and security manager, or four years in total, in a single title or in more than one title, as protection and security supervisor, protection and security assistant supervisor,

3) To be successful in the course/training of Protection and Security Personnel Management, Management, Competence and Efficiency,

4) 10 / 6 / 2004 dated and No. 5188 Law on Private Security Services Article 11 article to have a work permit,

ee) Deputy director of protection and security (Centre);

1) To have four-year higher education,

2) Having at least twelve years of service,

3) Having served two years in the title of protection and security supervisor, or three years in the title of deputy protection and security supervisor, or four years in the title of protection and security chief,

4) To be successful in the Protection and Security Personnel Management, Management, Competence and Efficiency Course,

5) 5188 no.

fff) Protection and security manager (District);

1) To have four-year higher education,

ARTICLE 4 - This Regulation shall enter into force on the date of its publication.

ARTICLE 5 – The provisions of this Regulation are executed by the General Manager of the Republic of Turkey State Railways Administration.
