Turkey, which wanted to examine the Pantsir-S1 system in detail, insisted on taking it under surveillance. Finally, Turkey and the United States reached an agreement. In an interview with The Africa Report, an official who was aware of the talks said that one of the US Air Force cargo planes had taken the Pantsir-S1 system from Libya and delivered it to Turkey. He also stated that the official agreed that the Pantsir-S1 system could be examined jointly by both parties while in Turkey. When the USA and Turkey reached a compromise, Libya's legitimate government, GNA officials were relieved.
