Narlıdere Metro Development Plans Approved

The zoning plans prepared by the Izmir Metropolitan Municipality for the ongoing metro construction between Fahrettin Altay and Narlıdere have been approved. Arrangements were also made regarding the part remaining within the section of İnciraltı Tourism Center Extension Balçova Thermal Springs. A 15-meter security limit was drawn on the metro line.

The procedures for the processing of the Fahrettin Altay-Üçkuyular Metro Construction, which is still under construction and largely completed by the İzmir Metropolitan Municipality, to the zoning plans have been completed. Within the scope of Izmir Light Rail System Project, with the "Storage Facilities and Workshop Building Implementation Project, 1/5000 Scale Master Zoning Plan Amendment Prepared for the Determination of the Dokuz Eylül University Station - Fine Arts Station Section of the Narlıdere Subway Route, and the Narlıdere Subway Route Starting from Dokuz Eylül University Station" The 1/1000 scaled Implementation Zoning Plan Amendment was approved.

The following statements were included in the plan explanation report:

In line with the request letter No. E.4 dated 29.01.2019, in which the changes made in the project of the route were conveyed by the Department of Suburban and Rail System Investments within the scope of the "İzmir HRS Stage 21879 Fahrettin Altay - Narlıdere District Governorate Construction Work" project, the "Fine Arts Station" for the previous route was sent. The 1/5000 scale Master Zoning Plan Amendment proposal prepared for the reorganized route from the vicinity of Narlıdere District Governorate Station was approved by the decision of our Municipal Assembly dated 15.02.2019 and numbered 05.154, approved by the Presidency and distributed.

Approval of Narlidere Metro plan

Afterwards, it covers "İzmir HRS Stage 4 Fahrettin Altay - Narlıdere District Governorship Construction Work" a 1/1000 scale Implementation Zoning Plan Amendment for the part of Narlıdere route within the İzmir İncirli Tourism Center Balçova Thermal Springs section of the İzmir Metropolitan Municipality Council dated 09.12.2019 and numbered 05.1101. With the decision of the 4/1 scale Master Zoning Plan Amendment for the part of the Narlıdere Metro route within the İzmir Inciraltı Tourism Center Extension Balçova Thermal Springs section within the scope of "İzmir HRS Stage 5000 Fahrettin Altay - Narlıdere District Governorate Construction Work", with the decision numbered 09.12.2019 on 05.1093. It was found appropriate and submitted to the Ministry of Culture and Tourism with our letter dated 22.04.2020 and numbered 93245 regarding the evaluation in accordance with the Tourism Encouragement Law numbered 2634. The narrowing of the borders of the Thermal Tourism Center Since the Presidential Decision dated 23.02.20201 and numbered 1151877 was published in the Official Gazette dated 29.01.2021 and numbered 3456, in our article dated 30.01.2021 and numbered 31380, İzmir Balçova Thermal Tourism Center and İzmir İnciralti Thermal Tourism Center remain outside the borders of the area subject to the zoning plan change. Due to this reason, it has been reported that there is no action that can be carried out by the Ministry of Culture and Tourism in accordance with the Law No. 22.04.2020 on the Tourism Promotion Center.

Within the scope of İzmir HRS Stage 4 Fahrettin Altay-Narlıdere District Governorate Construction Work, the decision of our Municipal Council dated 09.12.2019 numbered 05.1101 and dated 09.12.2019 numbered 05.1093, regarding the determination of the part of the Narlıdere Metro route within the section of İnciraltı Tourism Center Extension Balçova Thermal Springs in the zoning plans, is the Center of Tourism. After the area boundary was re-determined by the Ministry of Culture and Tourism, the metro route was canceled due to the fact that it was outside the Tourism Center Area, and İzmir HRS 4. Stage Fahrettin Altay Within the scope of the Narlıdere District Governorate Construction Work, the Narlıdere Subway Route and this route are 15 m from the main axes. Within the scope of the approved revised route plan, which also shows the first security limit, zoning plan changes have been prepared in line with the numerical route data submitted in the annex of the Rail System Department's letter dated 24.02.2021 and numbered 63836.

PLANNING AREA

İzmir HRS Stage 4 route and Narlıdere Storage Facilities and Workshop Building are located in the residential area in the southern part of the ring road, within the scope of Preparation of Implementation Projects and Consultancy Service Procurement, and falls between Dokuz Eylül University station and Narlıdere District Governorship.

PLAN CHANGE PROPOSAL

With the 350/180 scale master zoning plan amendment prepared for the development of the existing 1 km rail system network in the İzmir Metro, whose daily passenger number reaches 5000 thousand, the route, station locations, storage facilities were included in the 1/1000 scale implementation zoning plan change. .After the new regulation, it is aimed to increase the possibility of faster and more comfortable urban transportation and to reduce the demand for entering the city center by vehicle.

PLAN NOTES

Rail Public Transport Line (Light Rail System-Metro) Route Application will be made according to the Approved Project.

The Permission of the Izmir Metropolitan Municipality Rail System Department shall be obtained for all kinds of constructions (Infrastructure, Superstructure) within the Light Rail System Safety Limit on and/or Adjacent Areas of the Underground Structures Located on the Route of the Rail Public Transport Line (Light Rail System-Metro).

Zoning Plan Information for Areas Outside the Plan Approval Limits has been transferred from the Authority Zoning Plan for Information Purposes. No action can be taken according to the zoning plan information written on the sheets by transfer.”
