With the establishment of the Logistics Coordination Board and the Logistics Coordination Executive Board, their duties, authorities and responsibilities were determined.

With the Presidential Decision published in the Official Gazette, the “Decision on the Establishment, Duties, Authorities and Responsibilities of the Logistics Coordination Board and the Logistics Coordination Executive Board” entered into force.

This decision was prepared in order to ensure the cooperation and coordination of institutions and organizations operating in logistics-related business and services in Turkey around the same goal, to determine and implement the strategies to be implemented in the field of logistics, and to implement the Transport and Logistics Master Plan.

The Transport and Logistics Master Plan has been prepared by the Ministry of Transport and Infrastructure in order to determine the location, capacity and similar qualities of the logistics centers to be established in Turkey, to form the basis for the construction procedures and principles for the establishment of logistics centers, and to determine the duties, authorities and responsibilities related to the roles to be assumed by the stakeholders in the logistics sector. It will be prepared and put into effect by the President.

The Logistics Coordination Board is chaired by the Deputy Minister of the Ministry of Transport and Infrastructure, Deputy Minister of the Ministry of Environment and Urbanization, Deputy Minister of the Ministry of Foreign Affairs, Deputy Minister of the Ministry of Treasury and Finance, Deputy Minister of the Ministry of Interior, Deputy Minister of the Ministry of Industry and Technology, Deputy Minister of the Ministry of Commerce, Strategy and The Budget Presidency will consist of the Vice President, the General Manager of the Turkey Wealth Fund, the President of the Union of Chambers and Commodity Exchanges of Turkey, and the President of the Turkish Exporters Assembly.

A service unit within the Ministry of Transport and Infrastructure will carry out the secretariat services of the Board.

THE BOARD WILL MEET TWICE A YEAR

The Board will hold its meetings twice a year at the place it determines. The results and decisions obtained at the meetings will be reported by the secretariat and presented to the Board members. The Board will convene with absolute majority and take decisions with the absolute majority of the attendees.

The Logistics Coordination Board will determine strategies within the framework of the Transport and Logistics Master Plan objectives. It will determine the roles of public institutions and organizations operating in logistics-related businesses and services. He will prepare the legislative arrangements to be applied in logistics-related works and services. It will ensure coordination between sector representatives and relevant non-governmental organizations. It will identify and prioritize the projects within the Transport and Logistics Master Plan and monitor the realization of the projects.

LOGISTICS COORDINATION EXECUTIVE BOARD

The Logistics Coordination Executive Board will be composed of the Deputy Minister of the Ministry of Transport and Infrastructure, the Deputy Minister of the Ministry of Treasury and Finance, the Deputy Minister of the Ministry of Commerce and the Deputy Head of the Strategy and Budget Presidency. According to the field of duty, authority and responsibility; Deputy Minister of the Ministry of Environment and Urbanization, Deputy Minister of the Ministry of Foreign Affairs, Deputy Minister of the Ministry of Interior, Deputy Minister of the Ministry of Industry and Technology, General Manager of the Turkey Wealth Fund, President of the Union of Chambers and Commodity Exchanges of Turkey and the President of the Turkish Exporters Assembly will participate in the meetings and studies to be held. Except for the permanent members of the Board, those who attend the meeting will not have the right to vote in the decision to be taken.

The secretariat services of the Board will be carried out by the Program Management Office, which will be formed from a team to be determined by the Logistics Coordination Executive Board, under a service unit within the Ministry of Transport and Infrastructure. The Board will hold its meetings every two months at the place it determines. The results and decisions obtained at the meetings will be reported to the Ministry of Transport and Infrastructure, the Ministry of Treasury and Finance, the Ministry of Commerce and the Strategy and Budget Presidency. Decisions will be taken unanimously by those attending the meeting.

DUTIES, AUTHORITIES AND RESPONSIBILITIES OF THE LOGISTICS COORDINATION EXECUTIVE BOARD

Logistics Coordination Executive Board, in order to achieve the targets set in the Transport and Logistics Master Plan; will carry out the necessary studies for the planning and construction of logistics centers and junction lines. He will ensure the regular follow-up of the works and projects to be carried out in the Board. It will establish sub-study committees and determine their working procedures and principles. It will ensure coordination with universities, sector representatives and relevant non-governmental organizations.

It will strengthen the Turkish economy, increase export and transit revenues, and ensure inter-institutional communication on common issues. He will follow the budget and feasibility studies of logistics-related projects.

The Logistics Coordination Executive Board will be able to form sub-committees in the fields of international trade relations, relations with sector representatives and legislation, implementation and project management, technology and infrastructure planning. Sub-working committees will present the reports they have prepared regarding their fields of activity to the Logistics Coordination Executive Board.
