The Presidency took action to transfer all the rail system projects of local governments to the ministry. A legal arrangement will be made for the transfer of rail systems to the Ministry of Transport.

The 2022 Annual Program of the Presidency was published in the Official Gazette on Monday. The program prepared by the Ministry of Treasury and Finance and the Strategy and Budget Department was approved with the signature of President Tayyip Erdoğan.

One of the 2022 goals of the Presidency was the transfer of rail system projects in cities from municipalities to the Ministry of Transport and Infrastructure. 2.4.5 of the annual program. In the section titled Urban Infrastructure, measures and targets for 2022 are listed. According to this target, legal arrangements will be made for the transfer in the new year.

In the Presidential program, the aim of the transfer process was shown as 'to take transportation policies and decisions in a coordinated way and to take them in line with the zoning decisions'. In the report, the measures to be taken and the policy to be implemented are explained as follows: “Regulations will be prepared to regulate the procedures and principles regarding the examination and approval of urban rail system projects and the takeover of rail system projects by the Ministry of Transport and Infrastructure, rail system design guides will be updated, and a statistical data infrastructure will be established. ”

The Ministry of Transport and Infrastructure will be responsible for the implementation of the target, and cooperation will be made with the Ministry of Environment and Urbanization and local governments. The target in the program was explained with 2 items:

1- Legislation regarding the examination and approval of urban rail system projects will be completed.

2- A regulation will be prepared to regulate the procedures and principles regarding the takeover of the rail system projects of the municipalities by the Ministry of Transport and Infrastructure.

According to the presidential program, public transportation is carried out by rail system in 12 metropolitan cities in Turkey. There is a rail system network of 250 kilometers in Istanbul, including Marmaray, 177 kilometers in Izmir and 102 kilometers in Ankara.

Among the 2022 goals is the use of a single payment card in all public transport systems in the country. In 2022, it is aimed to implement the joint card project in pilot provinces.
