It has been determined that the General Directorate of Highways has not fully, accurately and truthfully recorded the demand guarantees given for the highway projects that have been implemented and put into operation with the build-operate-transfer model. Claim guarantees given and paid for the projects put into operation are included in the report.
According to the news of İsmail Şahin from SÖZCU; “According to the table, a total of 6 billion 24 million dollars and 871 billion 2 million Euros were guaranteed for 988 highway projects. Accordingly, 10 billion 754 million dollars for the Gebze-Orhangazi-İzmir Highway, 7 billion 93 million dollars for the Northern Marmara Motorway Odayeri-Paşaköy Section, 4 billion 489 million dollars for the Northern Marmara Highway Kurtköy-Akyazı Section, Kınalı-Odayeri on the Northern Marmara Highway. There is a guaranteed payment of 2 billion 534 million dollars for its section, 541 million Euros for the İzmir Menemen-Alağa-Çandarlı Highway, and 2 billion 447 million Euros for the Ankara-Niğde Highway.
The total amount of guarantee payments made until the end of 2020 for the projects put into operation was 4 billion 330 million dollars + 35 million 788 million Euros. Highways stated that the table in question was calculated according to the “zero traffic scenario”. TCA auditors are not only concerned with the "probable number of vehicles that will cross the highways and bridges"; He also emphasized that the exchange rate and US consumer price index projections for the next 10-15 years should be created and calculations should be made accordingly.
