The General Directorate of Disabled and Elderly Services of the Ministry of Family and Social Services has prepared a new coronavirus guide regarding the vaccination application process in all public and private disabled and elderly care institutions affiliated to the Ministry and the measures that organizations should take during the normalization process during the Covid-19 epidemic.

The following information was conveyed in the statement made by the Ministry:

“A guide has been prepared for information purposes about the precautions and procedures that institutions should take in the normalization process in order to protect the health and safety of service recipients and personnel during and after the vaccination process in all public and private disabled and elderly care institutions affiliated to the Ministry. The Coronavirus Guide prepared for organizations has been sent to all provinces.

In the guide, it was reported that the disabled, elderly and staff staying in the institutions were vaccinated within the scope of the vaccination campaign launched as of February 2021. In this context, it was stated that the first dose of vaccines was completed in February 2021 and the second dose of vaccines was completed in March 2021, and it was noted that some practices were terminated in the normalization process after vaccination in institutions, and that some measures were continued in all institutions despite vaccination.

It was reported that the third dose of vaccine was administered throughout the disabled and elderly care institutions in July-August.

All Covid-19 measures will continue

According to the guide, all Covid-19 measures, especially mask, distance and cleaning measures, which are carried out with the normalization period in public and private disabled care institutions, nursing homes and elderly care and rehabilitation centers, will continue.
All personnel working in public and private disabled care institutions, nursing homes and elderly care and rehabilitation centers will need to be fixed on the floor they work on and on duty, and take precautions against possible contamination between floors.

Information and guidance will be provided to complete the vaccination processes.

The provisions of the Circular of the Ministry of Interior dated 31.08.2021 and numbered 13807 will be applied to personnel, disabled and elderly residents in all establishments.

Guiding the disabled and elderly residents who have not completed the vaccination process to complete the vaccination process, focusing on information and guidance activities for those who have not started the vaccination process to eliminate their concerns and hesitations about the vaccination process, and from the Provincial / District Health Directorates and the Ministry of Health Covid-19 They will be provided with support from the Vaccine Information Platform (covid19asi.saglik.gov.tr/).

10-day quarantine and drug processes will be followed in all positive cases, including residents and staff, in the establishment. At this point, the treatment processes given by the filiation team who will come to the institution will be applied and quarantine will be terminated for people whose PCR test results are negative at the end of 10 days.

In the event that the number of Covid-19 positive people in the organization exceeds 20 percent of the organization, including the disabled, elderly residents and staff, the Provincial Hygiene Board will take the decision of the 10-day shift order in the organization. The shift pattern will be 10+10, not exceeding 20 days in total, and at the end of the 20-day period, the normal shift pattern will be returned after the PCR test is applied in the entire organization. Obligation to obtain and declare the HEPP code will continue at all entrances to the establishment.

Visits will continue as deemed appropriate by the organization.

In the guide, it was reminded that the visit restriction continues in all disabled care institutions, nursing homes and elderly care and rehabilitation centers. Accordingly, family visits will be allowed only for the family members of the residents who request it, in a timely and controlled manner as deemed appropriate by the organization, but digital and video calls will continue.

According to the guide, in the organization, transfer and placement to the institutions; It will be required that at least 19 days have passed after the Covid-15 vaccine and the second dose of vaccine, and that it is documented with a vaccination card or that there is a PCR test for those who have not been vaccinated, and that they remain in isolation in the isolation room in the institution.

Those who have been vaccinated with a negative PCR test result will be admitted to the institution without the need for isolation. It will be obligatory to obtain and declare the HEPP code in the arrangement, transfer and placement made to the establishment.
