The “Participatory Budget” model, in which Istanbul residents are included in the decision-making processes of the IMM for the first time, is taking place step by step. In the first stage, the citizens made their suggestions and the second stage was started, where the votes would be cast for 9 projects in 191 themes. Istanbul Metropolitan Municipality (IMM) has implemented the first "Participatory Budget" model in order to provide fair and common sense-based municipal services and to make a transparent and participatory management approach dominant. “Your Budget, Your Decision. With the project started with the slogan "Let's Decide Together for Istanbul"; It was aimed to strengthen local democracy and make Istanbulites have a greater say about the city.
Within the scope of the project carried out under the coordination of the Istanbul City Council and the IMM Strategy Development Directorate, the IMM's 2022 budget is being prepared together with the residents of Istanbul. All citizens over the age of 12 and residing in Istanbul have expressed their ideas and project proposals on all issues falling under the responsibility of IMM, on butcesenin.istanbul, between 2-15 August. As a result of the evaluations made afterwards, technically feasible projects were determined in accordance with the IMM 2020-2024 Strategic Plan and the legislation.
Istanbulites who want to make their choices about how Istanbul's budget should be used, can participate in the voting by examining the prominent projects at butcesenin.istanbul. Until 29 August 2021, a total of 191 projects in the themes of environment, culture, health, social, transportation, disaster and urban planning are waiting to be voted on.

İmamoğlu said, “Istanbul will be beautiful with your projects and decision. You guided us, tens of projects in 9 different themes were evaluated and those that could be implemented were identified. Which of these projects is more urgent and which will benefit Istanbul more, you only have the answers. It all depends on the value you place on the project. We will quickly implement the projects for which you allocate the most virtual budget. Whatever you say, we will do it. The budget is yours, the decision is yours. Take action, make your choice. Everything will be much better,” he said.
THE MOST VOTED PROJECT WILL BE APPLIED
IMM has determined a separate budget score for each project in line with its costs. The 1.000 budget points given to the participants on the site are used by entering the "Join the Vote" field. While you can vote for more than one project, the selected projects are added to the basket and approved and forwarded to IMM. The projects selected as a result of the scoring will be shared with the public and submitted to the IMM Assembly for approval.
WHAT IS THE PARTICIPANT BUDGET?
The people-oriented “Participatory Budget Model” developed by IMM for 16 million, within the framework of the new municipal understanding; It envisages that projects that will benefit the public be put into use together with the public and that the expenditures are made according to these priorities. With the project, which emphasizes the principles of accountability and inclusiveness, a culture of solidarity and reconciliation will be developed in local governments, cooperation will be strengthened, and social justice will be ensured in access to fundamental rights and services.
With the model, which enables the evaluation of different project models and implementation forms within a democracy with the active participation of citizens, citizens will monitor how public resources are used, make choices among social policies, and have the opportunity to determine the priority of use of public resources.
