Europe Withdraws Financing Support from the Canal Istanbul Section of the Railway Line

Sözcü newspaper columnist Çiğdem Toker states that the European Bank for Reconstruction and Development HalkalıLocated in the Kanal Istanbul region on the Kapikule railway line,HalkalıHe wrote that he has withdrawn the financial support from the 'Ispartakule' section.

The European Bank for Reconstruction and Development (EBRD), which closely follows the railway projects in Turkey. HalkalıIt has been stated that the Kapikule railway line has withdrawn financial support from the section that coincides with Kanal Istanbul.

Sözcü In today's article titled “Kanal Istanbul and the EBRD reality”, its author, Çiğdem Toker, wrote the details of the EBRD's refusal to provide financial support to the project.

From the EBRD's Turkey page “Halkalı- Kapikule railway line 1st stage (Çerkezköy-Kapıkule) and 2 parts (Halkalı-Ispartakule and Ispartakule-Çerkezköy) consists of. Phase 1 (under construction) and Phase 2 Halkalı-Ispartakule section will not be a part of the project financed by the bank” Toker said, “So he says, European Bank for Reconstruction and Development, 'Halkalı“I do not participate in the financing of the Ispartakule section,” he wrote.

Toker continued:

I wonder why?

The part that the EBRD will not provide financing for is the part of which I announced the tender with the name of “Canal Istanbul Pass” in my previous article. In the "invited" tender held by the Ministry of Transport with an approximate cost of 3.5 billion TL on 28 June, the 3.1 billion TL offer given by the Gülermak+Yapı and Yapı+Taşyapı partnership seems to be the most appropriate offer for now.

CHP Deputy Chairman Ahmet Akın, due to the EBRD's transition to Kanal Istanbul HalkalıHe said that he has withdrawn his support for Ispartakule. More precisely, he states that the Ministry of Transport divided the project by separating the Canal Istanbul passage so that all financial support would not be cut off. Akin continued his words as follows:

“Can you imagine, a High Speed Train (YHT) project was divided into a 66.8-kilometer separate line and an 8.1-kilometer Canal Istanbul crossing. As a result, as you wrote, a closed tender was made in haste for the Canal Istanbul crossing on the 8.1 kilometer long line. This is actually a clear indication that the government cannot find money for Kanal Istanbul.”

Akın emphasizes that international financial institutions with certain principles do not want to finance the Kanal Istanbul transition. Another striking note in terms of public resources is that this YHT project is 2020 billion liras in the 3.1 investment program. In 2021, it increased to 7 billion TL. Akın states that when the last tender is included, this means that the cost has exceeded 10 billion, "How does Kanal Istanbul's existence on paper negatively affect all public projects?"
