The IMM Public Transportation Services Directorate (TUHİM) suspended the route use permits of 397 vehicles, as they did not fulfill the previously determined UKOME conditions. As a result of the examination of the complaints made by the citizens to the IMM, it was determined that the vehicles in question did not perform the required taximeter integration. IMM officials will meet with both the Istanbul Taxi Professionals Chamber and the Istanbul Airport Taxi Drivers Cooperative on Monday, after the holiday, to solve the problem.

Istanbul Metropolitan Municipality (IMM), in order to prevent many chronic problems such as exorbitant prices, long-distance fraud, and charging more passengers; It suspended the route use permits of 397 vehicles on the grounds that they did not apply the conditions previously determined by UKOME. Related vehicles have been warned before to fulfill their legal responsibilities. However, the vehicles continued to use the taximeter system, which was not integrated.

DECISION MADE BY UKOME

There are conditions for vehicles in Istanbul, which are determined by UKOME decisions and must be fulfilled. These conditions are; It includes the vehicle's colour, dimensions (segment), fare schedule and integration with the Taxi Management Center device. The necessity for this integration was brought with the UKOME decision dated 25 May 2017 and numbered 2017/4-6, and the decision to suspend the documents of vehicles that do not have the integration until this situation is corrected was taken with the UKOME dated 09 May 2018 and numbered 2018/3-6.

DEVICES PROVIDED FREE OF CHARGE BY IMM DISASSEMBLED

Three of the four taximeter companies operating in Istanbul today, which correspond to approximately 96 percent of all taxis, cooperated with IMM to make this integration. However, this required integration of taximeters in vehicles at Istanbul Airport has not been realized. In addition, it was determined that the devices, which were given completely free of charge by the IMM, were dismantled.

WARNINGS ARE MADE IN JANUARY 2020

It was determined that the systems, including the in-car camera systems, which were installed with the circular of the Ministry of Interior and the General Directorate of Security, were dismantled. In addition, despite the fact that there was no integration with the Taxi Management Center, with an official letter on January 23, 2020, and later by the inspection teams and IMM, there was no progress.

ANOTHER EXAMINATION WAS MADE ON COMPLAINTS

In June, complaints that the taximeters operating in the aforementioned area calculate higher fares than other taximeters began to reach IMM by citizens. Thereupon, IMM started a review process again.

In this context, these applications were shared with the relevant institution, the Provincial Directorate of the Ministry of Science and Industry, and the relevant taximeters were requested to be inspected. In addition to this audit, IMM also started investigations on my own systems. The result of the examination; It has been determined that a significant portion of the vehicles using the taximeters in question have uploaded the documents related to another taximeter they have used before starting to use this taximeter to the İBB License system.

SUSPENDED 397 VEHICLES DID NOT LISTEN TO ALERTS

After this determination was made, IMM informed the relevant tradesmen via SMS; However, despite the five days that have passed, it has been observed that no changes have been made to the tool of any tradesman in the online system, which is open 7/24. Thereupon, IMM introduced the provision defined in Article 145 of the Public Transport Service Quality Assessment System (TUDES), "In case of incorrect or incomplete declaration of information entered in the E-Tuhim system, the relevant permit shall be suspended until the information is verified." Therefore, in accordance with the UKOME provision, TUHİM inspection teams suspended the route use permits of the relevant 397 vehicles.

In order to solve this problem that aggravates the people of Istanbul and incoming tourists, IMM, Istanbul Taxi Professionals Chamber and Istanbul Airport Taxi Drivers Cooperative will come together to discuss the issue in detail and discuss the necessary procedures for integration.
