With the circular of the General Directorate of Security, a "photo ID card" in accordance with the standards in the International Civil Aviation Organization (ICAO) 9303 document became mandatory for travels from Turkey that will only be carried out with an identity document.

In the circular of the General Directorate of Security of the Ministry of Interior, on “TR Identity Cards Used as Travel Documents”, a photo ID requirement was introduced for entry and exit from Turkey to countries where bilateral agreements were signed with the TRNC. It will be possible to enter and exit Moldova, Ukraine, Georgia and Azerbaijan with identity cards in accordance with the standards in the International Civil Aviation Organization (ICAO) 9303 document stipulated by international legislation.

Pointing out that there has been an increase in the number of citizens under the age of 15 who want to travel to these countries in the recent period, it was stated in the circular that identity cards without a photo belonging to individuals under the age of 15 are not valid as travel documents according to ICAO standards and that the passengers experience grievances.

In the circular, which emphasized that individuals under the age of 15 and their parents are required to use their identity card as a travel document in order to prevent possible grievances, it was stated in the circular that "Our border gates have been instructed not to leave our citizens who come to our border gates with an identity card without a photo to leave Moldova and Ukraine."

In the circular, it was stated that the passengers arriving at the border gates with ID cards without a photo, which do not comply with ICAO standards, will not be allowed to exit Turkey.
