İBB started the temporary filling works in the risky sections of the Yenidogan-Cumhuriyet-Emek Metro Line, where the works were stopped in 2017. With the study, the negative effects of the project on the environment, local people and traffic will be eliminated. Risks in the work areas of the project, where existing and new loan applications cannot be made, will also be eliminated, since they are not included in the Investment Program of the Presidency of Strategy and Budget.
Istanbul Metropolitan Municipality (IMM) has commissioned 2 rail systems in the last two years and partially opened one of them. He started remanufacturing by solving the financing problem of ten metro projects. Another line that continues to be financed to start the reconstruction of IMM is the Yenidogan-Cumhuriyet-Emek Metro Project. Although the theoretical life of the line is two years, IMM has started manufacturing that will eliminate the risks in the working areas of the line, where the activities have been stopped for about four years. With the study, the dangers posed by the project, which interacts very closely with the settlement and traffic, will be eliminated.
THE PROJECT IS NOT INCLUDED IN THE PUBLIC INVESTMENT PROGRAM
Çekmeköy-Sancaktepe-Sutanbeyli and Yenidogan-Cumhuriyet-Emek metro lines (formerly Sarıgazi(Hospital)-Taşdelen-Yenidoğan) were tendered together on March 3, 2017. The construction of the two lines, the contract of which was signed on April 14, 2017, was suspended on December 29, 2017, while it was at the stage of physical progress of 2019%. IMM requested that the projects be included in the Investment Program of the Presidency of Strategy and Budget in order to reactivate them. Credit was obtained in October XNUMX for the Çekmeköy-Sancaktepe-Sultanbeyli part included in the program. Work on the line has been started.
İBB followed the same process to start the production on the 6,9 km long, 6 stations, Yenidogan-Cumhuriyet-Emek Metro Line. An application was made for the approval of the General Directorate of Infrastructure Investments, which is required for the inclusion of the project in the Investment Program of the Presidency of Strategy and Budget. Applications made by IMM to the General Directorate of Infrastructure Investments in 2015 and 2019 were rejected. Decisions that the demand for travel is low for the metro and that it is not considered appropriate were notified in writing to the IMM. IMM cannot apply for existing loans and new foreign loans due to the incomplete approval processes.
NEGATIVE EFFECTS WILL BE REMOVED
Regarding the line, which has stopped operations since 2017 and is not included in the Public Investment Programs of 2020 and 2021, IMM's;
- The theoretical life of temporary supports is 2 years and this life is completed,
- Seismic loads are not taken into account in the design of temporary support systems during construction and the project is in the first degree seismic belt,
- It has an assessment that it interacts very closely with settlements and traffic.
