Details of Cooperation Protocol in the Field of Military Health between Turkey and Qatar

The “Government of the Republic of Turkey and the Government of the State of Qatar” signed in Doha on 2 March 2021 by the Deputy General Director of Military Health Services, Air Medical Brigadier Durmuş AYDEMİR on behalf of the Government of the Republic of Turkey, and by the Commander of Health Services, Brigadier General (Doctor) Dr. Assad Ahmed KHALIL on behalf of the government of the State of Qatar. It covers the exchange of personnel, materials, equipment, knowledge and experience under the titles specified in the "Training and Cooperation Protocol in the Field of Military Health" and Article 4 Cooperation Fields.

The said Protocol was signed on 23 May 2007. “Agreement on Military Education, Technical and Scientific Cooperation between the Government of the Republic of Turkey and the Government of the State of Qatar” prepared in the framework.

Article 6 Competent Authorities and Implementation PlanAs stated in: The competent authorities for the implementation of this Protocol;

a. On behalf of the Government of the Republic of Turkey: Ministry of National Defense of the Republic of Turkey,

b. On behalf of the Government of the State of Qatar: Ministry of Defense of the State of Qatar.

The purpose of this Protocol is to determine the principles to which the Parties will be subject and to develop cooperation within the scope of the responsibilities of the competent authorities in the fields specified in Article 4.

Article 4 Areas of CooperationThe cooperation between the parties covers the following areas:

1. medical school education,
2. dental education,
3. pharmacy education,
4. Health vocational high school education,
5. Nursing high school education,
6. Associate, undergraduate and graduate education in the field of health,
7. Pre-task training, on-the-job courses and on-the-job training in the field of health,
8. Panel, congress, seminar, symposium etc. in the field of health. scientific activities,
9. Joint projects in the field of health,
10. Exchange of educational advisors, observers, expert personnel, lecturers and students,
11. patient treatment,
12. Cooperation in the field of health logistics,
13. Visits to units, headquarters, hospitals and institutions in the field of health,
14. Organizing joint exercises in the field of health, sending observers to the exercises held
15. Mutual information sharing and cooperation in the field of establishment, operation and health service provision of health institutions.

Article V Implementation and Cooperation PrinciplesAs stated in: Within the scope of training activities, the training periods will be determined according to the legislation of the Receiving Party. The language of instruction is Turkish/English in the Republic of Turkey and Arabic/English in the State of Qatar. Education and training for more than one year is given in Turkish in the Republic of Turkey and in Arabic in the State of Qatar. Guest Staff and Guest Students know the language of instruction of the Receiving Party at a level to be able to successfully continue the envisaged education.

Article V Implementation and Cooperation PrinciplesAs stated in: Treatment Services: Within the framework of this Protocol, Guest Personnel and Relatives of the Sending Party to the health institutions of the Receiving Party individually against a fee can apply.

Article 9 Administrative MattersAs stated in: Guest Staff and Relatives and Guest Students, do not enjoy diplomatic immunity and privileges.

Article 13 Effectiveness and TerminationAs stated in: The duration of this Protocol shall be from the date of its entry into force, provided that the Agreement is in force. 5 (five) years. In case of termination of the Agreement, this Protocol automatically terminates.

If the parties do not request termination in writing 90 (ninety) days before the end of the effective period of the Protocol, the validity period of the Protocol is considered to be automatically extended for one year each time.

Any Party may propose to negotiate in writing if it concludes that the other Party does not comply or is unable to comply with the provisions of this Protocol. These negotiations begin within 30 (thirty) days at the latest from the date of the written notification. If a conclusion cannot be reached within the following 60 (sixty) days, either Party may terminate this Protocol with 90 (ninety) days' written notice.
