The Ministry of Interior sent a circular to 81 provincial governorships on “Entry Measures After July 1, 2021”. In the circular, it was stated that with the letter written by the General Directorate of Public Health of the Ministry of Health, taking into account the developments in the course of the epidemic in other countries, the recommendations regarding the measures to be implemented at the border gates as of July 1, 2021 were submitted to the Ministry of Interior.

In the circular, it was stated that the following measures and practices should be implemented at all land, air, sea and railway border gates as of July 1, 2021, in line with the recommendations of the Ministry of Health, in this process where an escalation in the course of the epidemic was observed in some countries with its new variants, and the measures were listed as follows.

1. Flights from Bangladesh, Brazil, South Africa, India, Nepal and Sri Lanka have been suspended pending a new decision on this issue. Direct travel from these countries to our country will not be allowed.

Persons who come from another country but are understood to have been in Bangladesh, Brazil, South Africa, India, Nepal and Sri Lanka in the last 14 days will be requested to submit a PCR test report with a negative result, made maximum 72 hours before entering our country, and these persons will stay for 14 days in places to be determined by the governorates. will be quarantined. If the PCR test result at the end of the 14th day of the quarantine is negative, the quarantine measure will be terminated. Those with a positive PCR test result will be isolated from the date the test result is positive, and the measure will be terminated with a negative result from the PCR test at the end of the 14th day.

2. The duration of the mandatory quarantine application for people who came to our country from Afghanistan and Pakistan and those who are understood to have been in these countries in the last 14 days will be applied as 10 days, and if the PCR test applied on the 7th day of the quarantine is negative, the mandatory quarantine application will be terminated. If the PCR test is positive, the Ministry of Health will act in accordance with the Covid-19 guide.

3. Mandatory quarantine to be applied for people who have been in Bangladesh, Brazil, South Africa, India, Nepal or Sri Lanka in the last 14 days, or who came to our country from Afghanistan and Pakistan, or who have been in these countries in the last 14 days, will serve as dormitories determined by the governorates or as a quarantine hotel. Quarantine hotels, accommodation fees, transfers of these people from the border gates, etc. The procedures and principles regarding the issues will be determined and announced by the governorships.

4. Individuals from the UK, Iran, Egypt and Singapore will be required to submit a negative PCR test report up to 72 hours prior to entry.

5. Those who come from other countries that are not covered by the first, second and fourth articles, should be vaccinated at least 14 days before entering our country from all our border gates (land, air, sea, rail) and/or have the disease in the last 28 months, starting from the 6th day of the first PCR positive test result. Those who present a document issued by the relevant country's official authorities stating that they have had the disease in their home country will not be required to submit a PCR/rapid antigen test report with a negative result, and quarantine measures will not be applied to these individuals. In the event that the vaccination certificate or the documents proving that they have had the disease cannot be presented when entering our country from these countries, the PCR test report with a negative result maximum 72 hours before the entry or the submission of the negative rapid antigen test result within a maximum of 48 hours from the entry will be considered sufficient.

6. Persons who will enter our country from all border gates by the Ministry of Health will be able to undergo PCR testing on the basis of sampling at their destination.

In this context, people will be allowed to go to their final destination after the test samples are taken. If the test results are positive, they will be treated in line with the COVID 19 guide of the Ministry of Health. Those who have close contact with the people with positive test results will be quarantined for a period of 14 days at the addresses they have determined. If the PCR test results at the end of the th day are negative, the quarantine conditions will be terminated. The quarantine conditions of those who are found to be carrying the delta variant will be terminated with a negative PCR test result at the end of the 10th day.

7. In order not to adversely affect foreign trade, aircraft-ship crews, seafarers and truck drivers considered as key personnel will be exempted from the SARS-CoV-2 PCR test and quarantine application.

8. Citizens who will enter our country through our border gates;

  • Those who document that they have been vaccinated at least 14 days before entering our country and/or have had the disease within the last 28 months, starting from the 6th day of the first PCR positive test result, and a PCR test report with a negative result maximum 72 hours before entry, or a negative PCR test report made maximum 48 hours before entry. Those who submit rapid antigen test results will be allowed to enter our country.
  • Citizens who cannot present the documents or test results specified in the above article will be allowed to go to their residence after applying the PCR test at the border gates, and those who have a positive test result will be isolated in their residence.
  • On the other hand, considering the concentration that may be experienced during the summer months for citizens living/residing abroad and coming to their hometowns or holiday destinations for leave or vacation, limited to our land and railway border gates in our Edirne and Kırklareli provinces; Citizens who cannot submit the documents or test results specified in Article 8.1 will be allowed to pass through the border gates by filling out a form containing their basic information (including the place/address information they will be in the country).

Citizens who are allowed to enter the country in this way will be quarantined at their destination, with the implementation principles to be determined by the Ministry of Health, and quarantine will continue until they submit a negative PCR test report.

Necessary decisions will be taken by the governor / district governor and Border Gate Civil Administrative Officers in cooperation with all public institutions and organizations at the border gates and within the framework of the provisions of other relevant legislation.
