The Ministry of Internal Affairs announced its gradual normalization plan, which will start after the full closing period that will end at 05.00:1 tomorrow morning and will last until June XNUMX.

The circular issued by the Ministry of Interior is as follows; “In order to manage the risk posed by the coronavirus (Covid-19) epidemic in terms of public health and public order and to control the spread of the disease, the basic principles of the process of combating the epidemic, as well as the basic principles of cleaning, mask and distance rules, as well as rules and measures to be followed for all areas of life; It is determined in line with the decisions taken as a result of the evaluation of the general course of the epidemic and the recommendations of the Ministry of Health and the Coronavirus Scientific Committee.

In this context, due to the increase in the course of the epidemic, partial closure measures have been implemented as of April 14, 2021, and full closure measures have been implemented as of April 29, 2021.

It is known by the public that there has been a serious decrease in the number of daily cases, patients and serious patients as a result of both increasing social isolation with the measures taken during the partial closure and complete closure period, and the discreet and altruistic approach of our beloved nation in compliance with the measures. On the other hand, it is of utmost importance to comply with the anti-epidemic measures in order to maintain the success achieved together, to keep the spread of the epidemic under control and to ensure permanent normalization together with the re-accelerated vaccination activities.

In this direction, considering the recommendations of the Ministry of Health Coronavirus Scientific Committee and the developments in the course of the epidemic, it was evaluated that the following measures should be implemented in the gradual normalization period, which will be implemented from 17 on Monday, May 2021, 05.00, to 1 on Tuesday, June 2021, 05.00.

1. Curfew Restriction

In the gradual normalization period; on the days of the week (Monday, Tuesday, Wednesday, Thursday and Friday) between 21.00-5.00, on the weekends starting from 21.00 on Fridays, covering the whole Saturday and Sunday and ending at 05.00 on Mondays restriction will be applied.

1.1- The places and persons specified in the Annex will be exempted from the restriction in order to ensure the continuity of the production, manufacturing, supply and logistics chains and the continuity of health, agriculture and forestry activities during the period and days when the curfew restriction will be applied.
Exemptions granted for the curfew are limited by the reason for exemption and, accordingly, the time and route, as clearly stated in our Circular No. 14.12.2020 dated 20799, otherwise it will be considered as abuse of exemptions and will be subject to administrative / judicial sanctions.

Persons working in places such as workplaces / factories / workshops that are exempted from the curfew are obliged to submit the work permit duty document obtained through the Ministry of Interior e-application system on the e-government platform within the framework of our letter dated 29.04.2021 and numbered 7705. However, in cases such as Nace code matching error, inability to obtain a duty certificate due to the sub-employer not within the scope of exemption despite working in a workplace within the scope of exemption, or an access error, the work permit duty document, which is signed manually with the statement / commitment of the employer and the employee, form can also be submitted during audits.

1.2- On Saturdays and Sundays, where full-time curfew will be applied, grocery stores, markets, greengrocers, butchers, dried fruits and dessert shops can operate between 10.00-17.00 hours, provided that our citizens are limited to meeting their mandatory needs and do not drive a vehicle (except for disabled citizens) will be able to go to the grocery store, market, greengrocer, butcher, dried fruit shop and dessert shops.

1.3- The bakery where bread production is made and / or bakery licensed businesses and only the dealers of these businesses (only for the sale of bread and bakery products) will be open during the period and days in which the curfew is applied. Our citizens will be able to go to and from the bakery, which is within walking distance of their residences, provided that they are limited to meeting their bread and bakery product needs and do not drive a vehicle (except for disabled citizens).

Bread distribution vehicles belonging to bakery and bakery products licensed businesses can only serve bread to markets and grocery stores, and no sales will be made on the streets.

1.4- The exemption for the curfew for foreigners only covers foreigners who are in our country temporarily / for a short time within the scope of touristic activities; Foreigners who are in our country outside the scope of touristic activities, including residence permit holders, persons under temporary protection status or international protection applicants and status holders, are subject to curfew restrictions.

1.5- During the complete closure process, the basic needs of our citizens in advanced age groups who are unable to meet their needs or who have severe illnesses will be met by the VEFA Social Support Groups, and the necessary precautions in terms of both assigning personnel and meeting the needs as soon as possible will be met by the Governors and It will be taken by the district governors.

1.6- Apart from the curfew restriction applied for everyone, no additional curfew will be applied for our citizens aged 65 and over, who have received two doses of vaccination by using their right to vaccination, and for our youth and children under 18.

Citizens aged 65 and over who are not vaccinated despite the right to vaccination will only be able to go out on the streets between 10.00-14.00 on weekdays and will be subject to a full-day curfew on weekends.

Regardless of whether they are subject to curfew or not, our citizens aged 65 and over and young people and children under the age of 18 will not be able to use urban public transportation vehicles (metro, metrobus, bus, minibus, minibus, etc.) during the gradual normalization period.

2. Restriction on Travel Between Cities

In the gradual normalization period; Intercity travel restrictions will be applied during the period and days (weekdays and weekends) in which the curfew is applied.

2.1- Exceptions to the intercity travel restriction;

- During the period and days in which curfew is applied, our citizens will not be asked to obtain a separate travel permit for intercity travels by public transportation vehicles such as plane, train, bus, ticket, reservation code, etc. It will be sufficient to present it with. The mobility of such persons between the intercity public transport vehicles and their residences will be exempt from the curfew, provided that they are in line with the departure-arrival times.

- Within the scope of the performance of a mandatory public duty, the intercity travels of public officials (inspectors, auditors, etc.) who are assigned by the relevant Ministry or public institution or organization, will be allowed to travel by private or official vehicles, provided that they present the institution identity card and assignment document.

- Applications to be made by any relatives of a funeral through the E-APPLICATION or ALO 199 systems of the Ministry of Internal Affairs at the e-state gate in order to attend the funeral of himself or his spouse, his deceased first-degree relative or his brother or to accompany the funeral transfer. It will be automatically approved by the system without losing time, and the necessary travel permit will be created for relatives of the deceased to travel with their private vehicles.

Citizens who will apply within the scope of funeral transfer and burial procedures will not be required to submit any documents, and the necessary inquiry will be made automatically before issuing the travel permit through the integration provided with the Ministry of Health.

2.2- It is essential that our citizens do not travel intercity with their private vehicles during the period and days in which the curfew restriction is applied. However, in the presence of the following mandatory situations, our citizens, provided that they document this situation; They will also be able to travel with their private vehicles, provided that they obtain permission from the Travel Permit Boards established within the Governorate / District Governorship through the E-APPLICATION and ALO 199 systems of the Ministry of Interior via e-government. Persons granted a Travel Permit will be exempt from the curfew during their travel period.

Conditions to be Considered Required;

▪ Those who want to be discharged from the hospital where they are treated and return to their original residence, who have been referred with a doctor report and / or have a doctor's appointment / control previously taken,

▪ Accompanying himself or his spouse's first-degree relative or sibling (maximum 2 people),

▪ Those who have come to the city they are in in the last 5 days but do not have a place to stay but want to return to their place of residence (those who submit their travel ticket, vehicle license plate, other documents showing their travel, information and information),

▪ Those who will take the central exams announced by ÖSYM,

▪ Those who want to return to their settlements by completing their military service,

▪ Private or public invitation letter to the daily contract,

▪ Released from penal execution institutions,

It will be accepted that the persons have a mandatory state.

3. Activities of Workplaces

3.1- Eating and drinking places (such as restaurant, restaurant, cafeteria, patisserie);

- Pick-up and take-away service between 07.00-20.00 on weekdays, and only take-away service between 20.00-24.00,

- On weekends, they will be able to operate only as take-away service between 07.00-24.00.

During the gradual normalization period to be implemented between May 3.2 and June 17, temporary suspension of the workplaces listed below will continue.

- Casino, tavern, pub, hookah lounge / cafes,

- Movie theaters,

- Places such as coffee house, coffee house, cafe, association club, tea garden,

- Internet café / lounge, electronic game venues, billiard halls,

- Astro pitches, swimming pools, gyms,

- Turkish bath, sauna and massage parlors,

- Amusement parks and theme parks.

Tea shops, on the other hand, will be able to continue their activities provided that they remove their tables, chairs / stools and serve only tradesmen.

3.3- Shops such as clothing, haberdashery, glassware, hardware in the retail and service sector, which are out of the above-mentioned workplaces and whose activities are suspended during the full closure period, as well as offices and offices. workplaces;

- They will be able to operate between 07.00:20.00 and XNUMX:XNUMX on weekdays, provided that they comply with all the measures to combat the epidemic specified for their business line in the Ministry of Health Outbreak Management and Work Guide.

- Shopping centers (shopping malls); It can operate between 10.00-20.00 on weekdays and will be closed on weekends.

3.4- In order to avoid the intensity of opening or general discount applications specific to certain days or hours by various workplaces, especially chain markets, discount applications should be made for long periods of at least one week.

3.5- In supermarkets (including chain and super markets) electronic goods, toys, stationery, clothing and accessories, alcohol, home textiles, auto accessories, garden supplies, hardware, glassware, etc. The sale of the products will not be allowed on weekends, when a full-time curfew will be imposed.

3.6- Marketplaces will be able to operate between 07.00:19.00 and XNUMX:XNUMX on weekdays, provided that the rules set out in the Ministry of Health Outbreak Management and Work Guide are complied with, and marketplaces will not be allowed to be established on weekends.

3.7- Online market and food order companies will be able to work as a service to homes / addresses between 07.00-24.00 on weekdays and weekends.

4. Education and Training Activities

Kindergartens will continue their activities in the gradual normalization period within the framework of the evaluations made with the Ministry of National Education together with the nurseries that are currently active, and the practice will continue as announced to the public by the Ministry of National Education for all other school and class levels.

5. Overtime in Public Institutions and Organizations

In accordance with the Presidency Circular dated 14.04.2021 and numbered 2021/8 and the letter of the Presidency Administrative Affairs dated 27.04.2021 and numbered 17665, gradual normalization to the implementation of flexible working procedure such as remote / rotation with the overtime system between 10.00-16.00 hours applied in public institutions and organizations will continue during the period.

6. Postponed Activity Activities and Ceremonies

6.1- All kinds of activities of non-governmental organizations, trade unions, professional organizations having public institution qualities and their higher organizations, unions and cooperatives, including the general assembly, will be postponed until 1 June 2021.

6.2- Although marriage procedures continue to be carried out, the practice of not making wedding ceremonies and events such as engagement and henna, which are still in effect, will continue until June 1, 2021.

6.3- The visitor restriction currently applied in social protection / care centers such as nursing homes, elderly nursing homes, rehabilitation centers, children's homes will be extended until 1 June 2021.

7. Public Transport Measures

7.1- Public transport vehicles operating intercity (excluding aircraft); They will be able to accept passengers at the rate of 50% of the passenger carrying capacity specified in the vehicle license and the seating of the passengers in the vehicle will be such that the passengers cannot contact each other (1 full 1 empty).

7.2- Urban public transportation vehicles (minibuses, midibuses, etc.), on the other hand, will be able to operate subject to the 14.04.2021% capacity limitation and the rule of not accepting standing passengers, within the framework of the principles introduced by our Circular No. 6638 dated 50.

8.Measures Regarding Accommodation Facilities

8.1- The recreational facilities (excluding those located in the residential area) and the food and beverage places (limited to guests with accommodation only) in the accommodation facilities (hotel, motel, apart hotel, pension etc.) They will be able to serve 2 people provided that the service is opened.

8.2- Entertainment centers in the closed areas of accommodation facilities will be kept closed and customers will not be accepted in these areas.

8.3- Activities in the form of collective entertainment will not be allowed in the open areas of the accommodation facilities, and maximum attention will be paid to physical distance rules in order to prevent concentration in these places.

8.4- Having a reservation at the accommodation facilities (provided that the price is fully paid) during the period and days on which the curfew will be applied will provide exemption from the curfew and / or intercity travel restrictions for our citizens, and it will be sufficient for our citizens to submit their reservation and payment documents during inspections.

8.5- In line with our Circulars dated 30.09.2020 and numbered 16007 and dated 28.11.2020 and numbered 19986, the inspections of the accommodation facilities will be continued effectively, and all kinds of abuse, especially fake reservation, will be prevented.

In line with the above-mentioned principles, in accordance with Articles 27 and 72 of the General Hygiene Law, the decisions of the Provincial / District General Hygiene Boards are taken urgently, in order not to cause any disruption in practice and to cause unjust treatment;
