Republic of Turkey Railway Logistics Improvement Project (RLIP)

Task Title: Engineering Design Review, Preparation of Tender Documents for Construction Works and Construction Supervision of Filyos Port and Filyos Industrial Zone and Last Mil Railway and Road Infrastructure Connection

Republic of Turkey Ministry of Transportation and Infrastructure (motu), has received financing from the World Bank for the cost of the Railway Logistics Improvement Project and intends to use a portion of the revenue for consulting services.

Consulting services ( "Services") include: (i) Filyos in the Northern Black Sea Coast zero seaport with last mile of the railway and the revision of the existing engineering designs for road links, updating and iyileştirilmesi- Central Turkey; (ii) preparation of relevant tender documents for construction works; and (iii) provision of construction supervision consulting services to oversee the execution of updated engineering design according to tender documents. The duration of the services is 54 months, and the services are expected to be implemented between mid-2021 and the end of 2025 and will be provided in full consistency with the Terms of Reference referenced in this Expression of Interest Request.

MoTI's DG for Infrastructure Investments (DGII) now invites appropriate consulting firms (“Consultants”) to indicate that they are interested in providing the Services. Interested Consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

Consultants must be in the consulting business at least 12 years prior to the deadline for benefits to be presented;
Consultants must have specific experience within the last 10 years prior to the deadline for interests to be presented in each of the following:

  • design and / or design review of similar railway and road construction projects
    construction supervision of railway and road construction projects;
  • Consultants must demonstrate the availability and / or access to key experts for the performance of the services described in TOR (eg by presenting a list of key experts they work with);
  • Consultants should demonstrate experience in the implementation of projects under FIDIC type contracts;
  • Consultants must demonstrate a solid administrative and financial capacity.
  • Key Experts will not be considered at the shortlist stage.

The attention of Interested Consultants is drawn to the World Bank's August 2018 “Procurement Regulations for IPF Borrowers” ​​(“Procurement Regulations”) Section III, paragraphs 3.14, 3.16 and 3.17, which set out the World Bank's policy on conflict of interest.

Consultants can partner with other firms to improve their qualifications, but must clearly state whether the association is in the form of a joint venture and / or a sub-consultancy. In case of joint venture, all partners in the joint venture will be jointly and severally responsible for the entire contract, if selected.

Interested consultants must clearly indicate the structure of their "association" and the roles of the partners and sub-consultants in their application. "Linked" and / or "linked" etc. of interests.
