The Regulation on Jewelery Trade, prepared by the Ministry of Trade, entered into force after being published in the Official Gazette.
Trade Minister Ruhsar Pekcan stated that, with the arrangement they made, in the new period, the jewelery trade will be carried out by merchants and craftsmen and craftsmen who have received authorization certificates on behalf of their businesses, and said, "Jewelery businesses must obtain a certificate of authorization until December 31, 2021." used the expressions.
Minister Pekcan, in a written statement, made an assessment regarding the regulation governing retail jewelry trade.
Pointing out that the regulation for the jewelry sector was prepared in cooperation with the Ministry of Treasury and Finance by taking the opinions and contributions of the sector representatives as well as the relevant parties, Pekcan said, “With the regulation, we aim to increase the service quality in jewelry activities, eliminate unfair competition and prevent informality.” found the assessment.
Pekcan stated that with the regulation, it is aimed to carry out jewelry activities under fair competition conditions and to make the sector more qualified and to have a healthy operation.
Emphasizing that in the new period, the jewelery trade will be carried out by the merchants, tradesmen and craftsmen who have received authorization certificates on behalf of their businesses, Pekcan noted that the current jewelry businesses must adapt their status to the Regulation until December 31, 2021 and obtain an authorization certificate.
Pekcan stated that the authorization certificate will be issued by the Ministry of Commerce provincial directorate over the Jewelry Trade Information System in the place where the jewelry trade is located.
Pekcan, who gave the information that there are conditions such as being registered with the professional chamber, having income or corporate tax liability and having no overdue debt to the tax office, having a jewelry trade activity among the occupation subjects in the trade association and tax records, said, “In addition to this, the holder of a mastership certificate for the authorization certificate. the condition will be sought. Rosary and retail watch sales are free in jewelery establishments
Minister Pekcan underlined that those who are engaged in jewelry trade will act in accordance with certain principles and rules while performing their profession.
Pointing out that with the regulation, the areas where the jewelery business can operate in addition to the jewelery trade, Pekcan said that the retail sale, maintenance and repair of semi-precious stones such as opal, agate, quartz and ornaments such as rosary made of these stones, and retail watch sales, maintenance and repair are included in these activities. reported.
Imitation products will not be kept in jewelery establishments.
Pointing out that demo / imitation products that do not have the quality of jewelry after the regulation cannot be kept in jewelry establishments and that these products cannot be sold, Pekcan stated that creating false perceptions and unfair competition in the sector will be prevented.
Pekcan stated that with the regulation introduced, the authorization certificate number and the business name or title in the authorization certificate will be included in all kinds of jewelry advertisements, that the jewelry business cannot provide misleading information, cannot perform unfair and unlawful behavior and commercial practices, and that it cannot encourage people to illegal practices. He noted that in case of violation of the rules, administrative sanctions will be imposed on businesses.
Jewelery Trade Information System will be established
Underlining that they made great efforts to reduce bureaucracy in all processes related to trade, as in all the regulations they have made so far, Pekcan gave the following information:
“Jewelry Trade Information System will be established by the Ministry in order to ensure the monitoring and control of the jewelry trade. The process of granting, renewing and canceling the authorization certificate will be carried out through this system. Thanks to the system, it will be ensured that the jewelery trade is carried out in accordance with the legislation, and that up-to-date and accurate information regarding this trade is provided, and that transactions can be carried out in a short time and in a reliable manner. "
In case of violation of the regulation, the authorization certificate will be canceled.
Stating that the authorization certificate will be canceled if the violation is not resolved within the period given by the Ministry or if it is repeated within the same calendar year in case of violation of the provisions of the regulation, Minister Pekcan stated that this certificate will not be issued for two years after the cancellation of the authorization certificate.
Minister Pekcan stated that this will contribute to increase the quality of service and prevent consumer victimization and that the sector will be cleared of businesses that do not operate in accordance with the legislation.
