Akın emphasized that the tender and the following process for the Arifiye Karasu railway line in Adapazarı, which has turned into a snake story since November 2010, is an indicator of how the citizens' money is spent. It was stated in the TCA report that many transactions were carried out in violation of the public procurement legislation and the contract regarding the line, which was tendered for 25 million TL on condition that it should be completed in 360 months.
825 MILLION LIRA PAID
While the issue was brought to the judiciary upon the disputes arising about the line; Between 2012 and 2018, a total of 11 million 825 thousand 138 TL was paid to the company within the scope of 153 different progress payments. While it was determined that 23 percent of the line could be completed physically; Accordingly, it was determined by the Court of Accounts that the price paid for the 73-kilometer-long section of the 16,8-kilometer-long line in 2018 was 825 million TL. The Ministry of Transport responded to the parliamentary question of the CHP member Akin on the subject; He argued that there was no overpayment for the line in question. "THERE IS NO EXAMPLE OF SUCH WASTE"
CHP Akın; Of the total amount of 11 million TL paid by the Ministry of Transport and Infrastructure to the company within the scope of 825 progress payments; He expressed that the size of the waste has come to light when considered according to the average exchange rate of 7 years and the rate of physical work completed. Akın stated the following:
“The calculations we have made regarding the line that has not ended for years also revealed the real dimension of waste. When we calculate according to the average dollar exchange rate between 2011 and 2018, the cost of one kilometer is 17,5 million dollars. In other words, the cost of one meter of the line is 17 dollars! Alas, sin! There is no example of such waste! A cost of up to 500 million dollars per kilometer is accepted as the construction cost of double track railway worldwide. Accordingly, the cost of this railway line is 3 times higher than the average. "

Akın also pointed out that the Ministry of Transport and Infrastructure denied the Court of Accounts, which found that the overpayment was made for the line in question, “The amount determined for the 73-kilometer line is 360 million liras.
