The Ministry of Agriculture and Forestry will support the construction of new construction or capacity increase / rehabilitation works of breeding buffalo heifer breeders, purchases of breeding female buffalo and buffalo bull and feed mixing and distribution machine, 50 percent of the grant base purchase amount.
The “Communiqué on Implementation Principles Regarding Supporting Breeding Buffalo Heifer Breeding” prepared by the Ministry was published in the Official Gazette and entered into force.
With the communiqué, the procedures and principles were determined for the establishment of modern cattle breeding enterprises, meeting the needs of the country in this field, increasing the number of buffaloes, increasing the productivity and quality in meat and milk production, and supporting investments that will improve employment in rural areas.
Accordingly, the members of the breeder buffalo breeders association who apply together with three of the projects determined as construction, animal purchase and purchase of machinery, tools and equipment in new investment projects, among the supports within the scope of the communiqué, shall be at least Support will be given to investors who apply with a project that includes one.
In the applications of breeding buffalo breeders unions, the membership requirement will not be sought.
Place of Application, Required Documents and Time
Investors who want to benefit from the support will apply to the provincial directorate of the place where they will make the investment within the period determined by the Ministry and announced on the website.
Applications will be valid for the year in which they are made. The required documents will be specified in the implementation guide by the General Directorate of Livestock.
Applications of investors who benefit from interest discounts and grant support from other public institutions and organizations in investments on the same subject will not be evaluated.
The applicant will submit a notarized letter of undertaking stating that he / she does not benefit from the interest reduction or grant support programs applied by the Ministry or other public institutions and organizations for breeding buffalo breeding and barn construction, and if he / she has benefited, the grant support under the President's Decree will be canceled.
Investment Subjects and Grant Rates
Within the scope of the Communiqué, 50 percent of the realization amount based on the grant will be supported for the construction investment covering the subject of new construction or capacity increase / rehabilitation. In addition, grant support will be provided for the purchase of breeding female buffalo and buffalo bull, feed mixing and spreading machine and manure scraper at the rate of 50 percent of the base purchase amount for the grant.
Within the scope of the President's Decree on the subject, real or legal persons will benefit from the grant support once.
The upper limit of the amount of the investment subject to the grant will be determined by the central project evaluation commission considering the budget possibilities and will be notified to the provincial directorates.
The part of the approved investment amount exceeding the upper limit will be covered by the investor as a contribution in kind or in cash.
Those whose projects have been approved and who have completed their investment will benefit from the support
Those whose projects have been approved and who have completed their investment within the period specified here will benefit from the grant support to be applied within the scope of the decision on the subject.
Investors will be able to benefit from credit or tax incentives.
The grant will cover at least one of the construction of capacity increase / rehabilitation project, animal purchase and purchase of machinery and tools-equipment.
The investment will start as of the date the location report is issued and will be completed within the same calendar year. The final completion date of investments will be the last business day of November in the relevant calendar year.
The project of the investor who does not fulfill its obligations according to the deadline plan, does not complete the investment within the time period or gives up investment will be canceled and they will not be able to benefit from the grant support.
Payments to be made in accordance with the President's Decree will be covered by the appropriations allocated to the relevant year budget of the Ministry.
Payments will be made through the bank. A service commission of 0,2 percent of the support amount will be paid to the bank for the application.
