The "Commercial Electronic Message Management System (CMS)", which was created by the Ministry of Commerce in order to eliminate the inconvenience caused by the consumers regarding messages such as unsolicited SMS, e-mail and voice calls, was put into service. TOBB E-Commerce Council Member, Ticimax E-Commerce Systems Founder Cenk Çiğgülü stated that with the İYS, consumers can view and control all commercial electronic message approvals they give from a single point and use the right to reject, “Citizen is actually not only until February 16, has the right to approve or reject any brand or company at any time. Until February 16, he will be able to report the brands he complained about. For example, if there is a company that harassed you and complained about calling and texting you without your permission or without any customers, you can complain until February 16. Your complaint can be examined by the state and penal sanctions can be applied to the company if necessary. If the right of refusal is not used by the citizens within the specified periods, the data transferred to the IYS by the service providers will be deemed approved. The said period is related to the control of the existing approvals, and after these dates, consumers can change their commercial electronic message preferences on the İYS whenever they wish.

The period given by the Ministry to service providers with over 150 thousand commercial electronic mail approvals to upload their current approvals to the IYS expired on December 31, 2020. There is until February 16 for the citizens to check these approvals. The deadline given to service providers with 150 or less commercial electronic message approvals to upload their current approvals to the IYS will expire on May 31, 2021. Consumers will be able to check these approvals until July 16, 2021.

WHAT IS CMS?

İYS is a database system provided by TOBB, authorized by the Ministry of Commerce within the framework of the Law on the Regulation of Electronic Commerce and the Regulation on Commercial Communication and Commercial Electronic Messages, which entered into force on May 1, 2015. This system allows service providers to store and manage the consents they receive from consumers for marketing calls, messages and e-mails, while buyers can use their right of approval and rejection and submit their complaints.
