The following statements were made in the circular issued by the Ministry of Interior: “With the regulation, the obligation to apply to the marriage officer in the province and district where one of the couple resides in the marriage procedure was removed. With the practice, the bureaucracy in municipalities was reduced and the service delivery processes were facilitated, while the burden of the citizen was reduced.

The Ministry of Internal Affairs removed the obligation to apply to the marriage officer in the province and district where one of the couple resides in marriage procedures. With the new regulation, applications can now be made to any marriage officer without the condition of residence and address.

The signature of Minister of Interior Süleyman Soylu, General Directorate of Population and Citizenship Affairs sent a circular on “Marriage Procedures” to 81 Provincial Governorships. In the circular, it was stated that the marriage procedures were carried out by the marriage officer in the place of residence of one of the couple, and this situation caused difficulties for the citizens whose residential addresses were in different provinces or districts and to make false address statements.

In the circular, it was stated that after the Central Population Administration System (MERNIS) and Identity Sharing System (KPS) were determined whether there were disabilities in marriage, marriage officials issued a Marriage License and other documents related to marriage.

In the circular, it was pointed out that considering the communication, transportation, urban and inter-city population mobility, there is no harm in applying to the marriage officer in the place where the persons are located and performing the marriage procedures.

A marriage application can be made to the desired province and district

The details of the new regulation in the circular sent with 81 are as follows: Now, the marriage applications of a woman or a man will not be made depending on the boundaries of the marriage officer where someone lives. Couples who want to marry will be able to apply for marriage to any marriage officer (excluding the marriage applications made to the mukhtars) without the requirement of residence and other address.

Bureaucracy will decrease

With the regulation that the marriage application procedures are carried out by any marriage officer, both bureaucracy and service delivery processes will be facilitated and the burden of the citizen will be reduced.
