Passenger Guaranteed Istanbul Airport Failed

Although the normalization has started, the number of passengers of the airports is waxing up last year. Coming to the agenda with guarantee fees, the number of passengers at Istanbul Airport in August is 79 percent less than last year, while the number of passengers at Zafer Airport is 90 percent less.

According to the news of Ozan Gündoğdu from Birgün; Coming to the agenda with guaranteed fees, the number of passengers at Istanbul Airport in August is 79 percent less than last year, while the number of passengers at Zafer Airport is 90 percent less.

“An airport with each” was the idea of the ANAP government of the time in 1990. In this context, although the foundations of airports were laid in various provinces of the country during the 1990s, these constructions were left unfinished due to the economic and political characteristics of the period.

In the 2010s, new airport projects were undertaken, most of which were unplanned. The airports whose foundations were laid in the 90s were completed, and some airports were started from the beginning. Thus, 2010 airports were opened between 2015 and 9. Highways, electricity generation and distribution tenders, railways etc. Considering the investments, all of these projects were undertaken because of the fanciful expectations regarding the future of the country's economy.

2013, prepared in 10 by the 5th 2018-Year Development Plan, Turkey's per capita income of 15 thousand 996 dollars was expected to be only 9 thousand 632 dollars was realized. Projects that put the Treasury's future under mortgage between 2010 and 2015 with the build-operate-transfer (BOT) model have turned into a huge burden for 83 million today. Moreover, whether it is undertaken by the BOT or direct public investment, the efficiency of the projects raises doubts. We focused on the performance of the airports opened in recent years. Accordingly, the number of passengers who have decreased in the last 2 years has already seen the bottom with the pandemic.

The start of the normalization process has not benefited the airports either. For example, while Istanbul Airport, financed by the build-operate-transfer model, hosted 6 million 764 thousand passengers last year, this number has decreased to 1 million 400 thousand this year. Zafer Airport, which is frequently on the agenda with guarantee prices, used only 90 passengers in August this year, with a 19 percent decrease compared to the same month of the previous year. The guaranteed number of passengers given to this airport was 1 million 232 thousand annually.

The picture is heavier at the airports of the last 10 years

2010 airports were opened between 2015 and 9 with imaginative expectations. Billions of investments were made with the idea that the per capita income would be 2020 thousand dollars in the 20s. The airports owned by DHMI were built or operated by construction companies close to AKP. However, the economic bottleneck in the country has been reducing the number of passengers for the last 2 years. The Covid-19 outbreak, on the other hand, has added salt to the crisis. Here are the August passenger performances of the airports opened in the last 10 years.

The Burden of the BOT Model on the Treasury will increase

In the 2010s, 3 airports, financed entirely by the build-operate-transfer model, were built.

These:

►Kütahya Zafer Airport (2012)

The operator of this airport, which is IC İçtaş, was given an annual guarantee of 1 million 232 thousand passengers. The number of passengers using in 2019 was limited to 82 thousand 26. The number of passengers using Zafer Airport 5 months before the end of this year is only 16 thousand 450. The operation of Zafer Airport has been sold to IC İçtaş until 2044. The same company also operates the Yavuz Sultan Selim Bridge and Northern Ring Motorway in Istanbul. On the other hand, the company also operates Ordu-Giresun Airport.

►Istanbul Airport (2018)

The operating company is İGA. However, today's partners of IGA are Limak, Kalyon, Mapa and Cengiz İnşaat. In August 2019, the number of passengers of Istanbul Airport, which carried 6 million 764 thousand passengers, decreased by 79 percent to 1 million 400 thousand in August this year. İGA, on the other hand, has postponed all past rental fees that it has to pay to the state. The company holds the operating rights until 2043.
