The Ministry of National Education made various arrangements for face-to-face training of students with special needs. Accordingly, groups will be formed taking into account the physical conditions and student density of the school. The first of these groups will teach face to face on Mondays and Tuesdays, and the second on Thursdays and Fridays.
The General Directorate of Special Education and Guidance Services of the Ministry of National Education sent a letter to the provincial directorates of national education, which includes the technical details of the face-to-face training application that will begin on September 21.
According to the letter sent with the signature of Mehmet Nezir Gül, General Manager of Special Education and Counseling Services, the 19-2020 academic year will continue with the use of “face-to-face and distance education” opportunities in official and private education institutions affiliated to the Ministry of National Education due to the Kovid-2021 outbreak.
Since some of the students with special education needs will continue their education through full-time integration, special education kindergartens, special education kindergartens, special education practice schools, those who are enrolled in the 1st grade at the 1st level, and within the special education primary schools and other primary schools. Those who are enrolled in the first grade in the special education classes where the combined classroom practice is applied will continue their education on Monday, September 1 face-to-face education and distance / live education, and distance / live education at other grade levels.
However, in face-to-face education, the preference of parents will be taken as a basis in ensuring students' attendance at school. In case parents make an excuse not to send their children to face-to-face education, the students will continue their distance / live education.
The students who will receive face-to-face training will continue their education one day during the adaptation week and two days a week in the following weeks. In this process, face-to-face education will be supported with distance / live lessons.
Lesson times will be 30 minutes
During the integration week, groups will be formed from the students who are in a branch in the face-to-face education activity, taking into account the physical conditions of the school and student density. Lesson times will be reduced to 30 minutes, allowing students to leave the school at 12.30 at the latest. In addition, within the scope of combating Kovid-19, lunch will be suspended in schools.
During the adaptation week, those who are enrolled in the first grade in special education kindergartens, special education kindergartens, special education practice schools and those enrolled in the first grade in special education primary schools and other primary schools, according to the student density. The group of students / students formed from a branch will participate in integration activities only one day a week this week, on different days. At other grade levels, the integration week activities will be held by the teachers in the same way as a distance / live lesson.
Between September 21-25, 2020, adaptation activities and assessment and performance determination studies will be conducted that will be the basis for students' Individualized Education Programs (BEP). Group and individual face-to-face and distance / live course schedule, which will be created according to the individual characteristics of the student, will be shared with parents. Necessary measures for remote / live lesson access will be taken by the school administration.
Adaptation activities to the school will be carried out by making use of the book "Adaptation Activities for Special Students", which will be published on the website of the General Directorate of Special Education and Guidance Services. Teachers will be able to identify and implement different activities for face-to-face education and different activities for distance / live education from the activities book.
Disinfection work will be done on Wednesdays
Disinfection work will be done on Wednesdays, when face-to-face training is suspended. Distance / live education activity by teachers will continue these days, including the integration week.
During the implementation of adaptation activities, teachers of branches and fields such as religious culture and moral knowledge, visual arts, music, physical education, informatics will be assigned by the school administration. The necessary coordination will be made by the school administration so that teachers do not suffer from additional lessons during the integration week and all subsequent periods.
In the weeks after September 28, education in face-to-face classes will continue in two groups by reducing the course time to 30 minutes and ensuring that students leave the school at 12.30 at the latest. Special education class teachers who practice combined classrooms will form a group of students / students at the 1st grade and will practice face-to-face education for two days. It will provide live / remote education to its students at other grade levels.
The first of the student groups receiving face-to-face education will teach face-to-face on Mondays and Tuesdays, and the second on Thursdays and Fridays. The other group, who did not receive face-to-face training that day, will be able to participate remotely / live in the group's lecture, which is given face-to-face training by the teacher under the coordination of the school administration. Both groups will be provided to continue their distance / live education on Wednesdays.
After September 28, distance / live lesson implementation will be carried out by their teachers in line with weekly lesson schedules for all students at other grade levels. Distance / live lesson planning will be carried out in groups or individually, taking into account the individual differences of the students. Lesson times will be shortened and maximum care will be taken to reach all students.
Remote / live lesson planning will be notified to parents by teachers and parent tracking will be provided. Provincial and district national education directorates and school directorates will be obliged to ensure that students in all disability groups benefit from educational activities in the best possible way, within the local means.
Special education schools practice / vocational lessons will be held remotely / live on digital platforms belonging to the Ministry of National Education with very rich application and sample course videos. These courses can be held face to face in the future in line with the instructions of the Ministry of National Education.
Teachers will be assigned for students studying at home or in hospital
Adaptation activities in special education vocational high schools (vocational high schools for the hearing and physically disabled) will be held remotely / live according to the sample course schedule of the week of adaptation. After September 28, the lessons will be given by distance / live education in line with the weekly course schedule of the Anatolian Vocational Program, which was accepted in accordance with the decision of the Board of Education and Discipline, and implemented in these schools.
The situations of the students studying at home or in the hospital will be fully processed in the e-School Management Information System and the course programs of these students and teachers will be assigned. Face-to-face training will be provided for the students who decide to have homeschooling at kindergarten / class and 1st grade. Face-to-face education conditions will be applied in the same way for students who receive homeschooling at these classes. Students who receive homeschooling at other grade levels will follow their own classroom-level distance education program under the supervision of the classroom teacher they are enrolled in.

The prepared psychosocial support program will be implemented by all teachers through face-to-face education or distance education, and psychosocial support services will be provided to students and parents. In addition, parents' activities in the book “Adaptation Activities for Special Students” will be available.
The work and procedures to ensure the conditions required for hygiene in schools will be carried out in line with the "Improving Hygiene Conditions and Infection Prevention Control Guide in Educational Institutions" and the "Kovid-19 Outbreak Management and Study Guide" published by the Ministry of Health within the scope of combating Kovid-19. In addition, the contents of the "Student Information Guide, Parent Information Guide and Administrator and Teacher Information Guide" prepared by the Ministry of National Education will be shared with the relevant people and awareness will be created.
All special education schools and institutions affiliated to the General Directorate of Special Education and Guidance Services will carry out activities within the scope of the "My School is Clean" certification program and complete their efforts to obtain the certificate in question.
Considering that some students in need of special education may have problems with wearing masks and complying with social distance in face-to-face education, teachers will try to gain this habit.
Problems related to the e-School Management Information System, where student affairs and transactions are carried out, such as registration, transfer, grade upgrading, grade upgrading, will be solved primarily through the provincial and district national education directorates, and if any, unresolved situations will be conveyed to the MoNE through the governorships.
The seating of the students who will continue their education face to face in the school bus vehicles will be arranged in a way to maintain social distance and prevent the contact of students with each other. In addition, parents will be banned from getting on the school bus, they will wear a mask when they need to get on the school bus due to force majeure and they will be ensured not to sit on a seat other than the specified seat. The follow-up of the transportation service carried out by school bus vehicles will be made by the national education directorates.
A department will be created for parents who are obliged to be present at the school due to the situation of their student who is continuing face-to-face education, where they cannot contact the students. It will be mandatory for parents to wear masks during their stay at school. Parents will be asked to be sensitive about compliance with hygiene rules.
