The Ministry of the Interior sent a new circular to the 81 provincial governorships and the General Directorate of Security and the Gendarmerie General Command. While the obligation to use 50 percent capacity for seating in public transport was lifted in the Circular, the decision regarding how many passengers would take on standing according to the type and density of the vehicles was left to the provincial and district hygiene boards.

In the circular of the Ministry of the Interior, the following statements were made on the subject:

“A) Withdrawal of (a) our order with our Circular and the order that 50 percent of the passenger carrying capacity stated in the vehicle license in all urban public transportation vehicles and personnel services will be accepted,

c) In the Annex 1, the precautions to be taken regarding the urban transportation vehicles (minibuses, minibuses, public buses, municipal buses and others) under the title of "14.2 Passengers to be taken for passengers" paragraph 4 of the paragraph of "Passengers can be taken to the vehicles, standing passengers It should not be taken.
