Kamuran Yazıcı, born in Trabzon in 1967, graduated from Karadeniz Technical University, Faculty of Engineering and Architecture, Department of Civil Engineering in 1988.
In 1991, he completed his Master's Degree at the Institute of Science at the same university.
He received a scholarship from the General Directorate of Highways during his master's degree.
He worked as a bureau engineer in the private sector between 1988-1991.
In 1991, he started to work as Maintenance Engineer in General Directorate of Highways, 15th Regional Directorate, Maintenance Chief Engineering.
He completed his military service between 1992-1993 and continued his same duty between 1993-1994.
In the period between 1994 and 2000, in the 4th Regional Directorate of Highways, respectively; He worked as Asphalt Control Engineer, Asphalt Field Engineer, Asphalt and Planning Chief Engineering.
Between 2000-2004, he was appointed as Traffic Chief Engineer and Assistant Regional Manager at Kayseri 6th Regional Directorate.
In 2005, he was appointed as Head of Strategy Development Department and as Head of Program and Monitoring Department in 2009.
Following the amendment of the Establishment Law made in 2010, respectively; Kamuran Yazıcı, who served as Consultant, Head of Department, Chief Inspector of the Inspection Board and Head of Program and Monitoring Department, was appointed as the Assistant General Manager of Highways on July 10, 2017 and was appointed as a principal on 09.03.2018.
He completed the training program on Law No. 2005 organized by the Ministry of Finance in 5018 and in the 2008th Period National Security Academy in 64.
He was appointed as the General Manager and Chairman of the Board of TCDD Tasimacilik AS with the Decision of the President no.
He is married and has 2 children.
