Ender Çetinkaya, (2 April 1941, Adapazarı), Turkish lawyer.
He graduated from Istanbul University Faculty of Law in 1964. He worked as Iller Bank Istanbul Deputy Regional Director, TCDD General Directorate Personnel Department, Consultant Advocate, Foreign Relations Department, Deputy General Manager and Member of the Board of Directors, General Manager and Chairman of the Board of Directors. He was elected as a member of the Council of State on 30 September 1986. Between 19 November 1989 and 19 November 1993, he served as an Associate Member of the High Council of Judges and Prosecutors, and on 6 October 2000 he was elected to the 5th Department of the Council of State. He was elected to the Presidency of the Council of State on April 14, 2004, and retired on April 2, 2006 due to the age limit.
